    Clinical Manager – Sundistrict G

    Requirements :

    • Appropriate qualification (MBChB or equivalent) with current registration at the Health Professions Council of South Africa (HPCSA) as a Medical Practitioner.
    • A minimum of three (3) years’ experience after completion of community service, with at least 3 years' experience in primary healthcare settings (Community Health Centres and/or Primary Care Clinics).
    • Experience in clinical governance, health systems strengthening, quality improvement, and multidisciplinary collaboration. Valid driver’s licence and willingness to travel within the district. A postgraduate qualification in Public Health, Health Systems Management, or a related field will be an added advantage.
    • Understanding of National Core Standards and quality assurance frameworks. Knowledge of relevant legislation: Health Act, National Health Act, Public Service Act and Regulations, PFMA, and relevant labour relations legislation. Clinical leadership and mentorship capabilities. Strong analytical and problem-solving skills, including root cause analysis.
    • Excellent communication skills (written and verbal). Facilitation and presentation skills for training and capacity development. Computer literacy (MS Office Suite, DHIS, and other health information systems).
    • Project management and coordination abilities. Data analysis and interpretation for quality improvement. Strategic planning and implementation capabilities. Ability to work in a multidisciplinary team environment.
    • Change management and conflict resolution skills. Report writing and documentation skills. Reporting structure: will report to the Subdistrict Manager.

    Duties :

    • Lead and coordinate clinical governance activities across the subdistrict. Implement and monitor compliance with National Core Standards and OHSC requirements in all Community Health Centres and Primary Care Clinics. Establish and strengthen clinical audit systems, mortality and morbidity reviews, and adverse event reporting mechanisms.
    • Facilitate the development and implementation of clinical protocols, standard operating procedures, and clinical guidelines. Monitor and evaluate the quality of clinical services and patient care across all facilities.
    • Coordinate Ideal Clinic assessments and support continuous quality improvement initiatives. Provide technical and managerial support to Community Health Centres and Primary Care Clinics within the assigned subdistricts.
    • Conduct regular facility visits to assess service delivery, identify challenges, and provide mentorship and support. Ensure the effective implementation of District Health Services programmes, including HIV/AIDS, TB, Maternal and Child Health, and Non-Communicable Diseases.
    • Monitor and improve clinical service indicators and health outcomes. Support the integration of health services and continuity of care between different levels of the health system. Provide clinical leadership and mentorship to facility managers, medical officers, and clinical teams.
    • Support capacity building and professional development of clinical staff. Participate in recruitment, selection, and retention strategies for clinical personnel.
    • Manage performance of clinical teams through the Performance Management and Development System (PMDS). Establish systems for data collection, analysis, and utilization for decision-making.
    • Monitor implementation of clinical programmes and service delivery indicators. Prepare monthly, quarterly, and annual reports on clinical governance activities and health outcomes.
