Deputy Director – Advanced Midwife (District Clinical Specialist Team)
An appropriate Diploma / Degree in Nursing. Current registration with the South African Nursing Council (SANC) as a General Nurse (R425). Registration with SANC as a Midwife (R254).
Advanced Diploma in Midwifery (NQF Level 7) or equivalent postgraduate qualification in Midwifery as recognized by SANC. A Qualification in Nursing Administration or Health Service Management of at least 1 year duration and is registered as such by SANC. A valid driver's license.
A minimum of 10 years in the health sector with 5 years of appropriate experience as an Assistant Director or equivalent level in Maternal, Newborn, Child and Women's Health (MNCWH) services.
Experience in clinical governance, clinical auditing, and quality improvement processes. Experience in clinical mentorship, training, and capacity building. Experience in maternal and perinatal mortality reviews and implementation of corrective measures. Experience in implementing Essential Steps to Managing Obstetric Emergencies (ESMOE) training.
Comprehensive knowledge of maternal, newborn, and child health policies, guidelines, and protocols. Understanding of the District Health System (DHS) and Primary Health Care (PHC) re-engineering, including the three streams (Ward-Based Outreach Teams, Integrated School Health Programme, and District Clinical Specialist Teams).
Knowledge of CARMMA (Campaign on the Accelerated Reduction of Maternal Mortality in Africa) components and MNCWH&N strategic framework. Familiarity with maternal and perinatal mortality audit tools (PPIP, NCCEMD, NaPeMMCo). Understanding of National Core Standards and quality assurance frameworks.
Knowledge of relevant legislation: Nursing Act, National Health Act, Public Service Act and Regulations, PFMA, and relevant labour relations legislation. Advanced clinical skills in midwifery, including management of high-risk pregnancies and obstetric emergencies. Clinical leadership and mentorship capabilities.
Strong analytical and problem-solving skills, including root cause analysis. Excellent communication skills (written and verbal). Facilitation and presentation skills for training and capacity development. Computer literacy (MS Office Suite, DHIS, PPIP, and other health information systems). Project management and coordination abilities.
Data analysis and interpretation for quality improvement. Strategic planning and implementation capabilities. Ability to work in a multidisciplinary team environment. Change management and conflict resolution skills. Report writing and documentation skills. Reporting structure: will report to the DCST Team Lead.
Duties :
Provide clinical leadership in the implementation of maternal, newborn, and child health policies, guidelines, and protocols across all health facilities in the Johannesburg District.
Conduct regular clinical audits (partogram audits, ANC card audits, delivery registers) to ensure compliance with clinical standards and national guidelines. Monitor and track clinical indicators related to maternal and perinatal mortality and morbidity. Review and update clinical practice guidelines based on current evidence and best practices.
Develop and implement Standard Operating Procedures (SOPs) for obstetric and neonatal services. Promote the use of early warning systems and appropriate referral pathways. Support the establishment and functionality of specialized services (e.g., Kangaroo Mother Care units, high-risk antenatal clinics, waiting mothers' lodges).
Lead maternal and perinatal mortality and morbidity review meetings at district and facility levels. Provide clinical mentorship and on-site supportive supervision to midwives, professional nurses, and other healthcare workers at Primary Health Care facilities, Community Health Centres, and district hospitals.
Conduct skills audits to identify competency gaps in maternal and neonatal care. Collaborate with Ward-Based Outreach Teams (WBOTs) and Integrated School Health Teams to promote maternal and child health in communities. Assess the implementation of CARMMA components and ministerial committee recommendations. Function as a member of the multidisciplinary team, working collaboratively with relevant stakeholders.
