    Electrical and Instrument Construction Specialist

    Summary:

    • The purpose of this position is to oversee and direct all field construction activities for the Control and Instrumentation and Electrical interfaces as per specifications, drawings and design and schedules. Provides construction site expertise during construction phases of projects to interpret designs, oversee construction supervision, and provide final approval of completed construction tasks to ensure construction conforms to design specifications. Develop and maintain construction practices for the project. Control and coordinate construction activities to ensure assigned projects are delivered to the Clients satisfaction and according to safety, quality, time and budget parameters.
    • To maintain collaborative and close work relationships with the multi-disciplinary Project Site Teams in carrying out the business objectives of the Worley Construction Unit in a cost-effective manner.

          Perform Discipline Specific Construction & Installation management:

    •   Specialist in instrumentation & process control, distribution control maintenance and have extensive PLC & DCS knowledge
    •   This position will direct the work activities within the assigned construction discipline and align with engineering deliverables and materials.
    •   Analyse and make recommendations regarding solutions to problems, aligning with engineering.
    •  Good experience with Honeywell and other Control Systems.
    •   Manage all site based QCP’s through the electrical & Instrumentation site contractors, utilising Worley standard documents as a minimum standard.
    •   Set up and implement daily checks to provide assurance that all supervised activities are being undertaken in accordance with the appropriate procedures and work practices, and that procedures and work practices are sufficient.
    •   Carry out daily inspections on electrical and instrument infrastructure in accordance with engineering designs and relevant work packs.
    •   Enforce a stop and fix culture on sites related to all non-standard operations or unsafe work conditions.
    •   Manage, co-ordinate and enforce legal requirements.

           Undertake Schedule Management:

    •   Manage and control the contractor’s schedules against contractual programs by carrying out daily monitoring to ensure adherence to contract time frames.
    •   Evaluate the performance of construction relative to the project schedule and other agreed objectives and highlight all deviations to management.
    •   Motivate site personnel by agreeing to action plans and obtaining personal commitment from them. Initiate whatever actions / improvements are necessary.
    •   Carry out regular reviews of electrical & instrument workload, manpower utilization and staffing requirements, to ensure both the adequacy and efficiency of contractors’ assigned staff.

          Perform Site Administration Duties:

    •   Manage the site documentation related to electrical & instrumentation discipline contractors.
    •   Draw up all necessary documents/reports required.
    •   Ensure traceable change-management is enforced and maintained.
    •   Ensure progress and performance of contractors is constantly being recorded.

          Integrate Compliance (SHERQ) HSE; Risk and Quality Management in construction works:

    •   Manage and control the onsite safety initiatives and enforce legal requirements.
    •   Ensure application of the onsite toolbox talks with contracting parties.
    •   Manage and co-ordinate PTO’s (Planned Task Observations) with contracting parties.
    •   Manage and co-ordinate DSTI’s (Daily Safety Task Inspections) with contracting parties.
    •   Ensure incident reporting process for project sites are management correctly where applicable

    Job Specific Skills (knowledge, experience, capabilities, systems, programmes)

            Experience:

    •    20+ years industry experience, preferably in a the Oil & Gas sector.
    •    5-10 years of experience as a site supervisor (Instrumentation & Electrical) on a refinery project site.
    •    Electrical installation project environment experience advantageous.

            Personal Qualities:

    •    Demonstrate a visible and active commitment personal well-being, healthy and safe workplaces and activities.
    •    Proven ability to promote and build good Client relationships.
    •    Good interpersonal relations and conflict resolution.
    •    Understanding of project controls, progress reporting and change management.
    •    Demonstrated strong decision making, critical thinking and problem-solving skills.

    •    Organized
    •    Direct / forthright and honest.

            Competencies:

    •    Computer Literacy i.e., MS Office including MS Projects.
    •    Code 08 driver’s license.
    •    Understanding of Quality Assurance principles and ability to implement/ ensure compliance.
