    Strategic Information Manager - (1066)

    Key Performance Areas:    

    • Management of project specific M&E framework and Plan including systems requirements 
    • Manage project data analysis and internal/external evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management
    • Facilitate data utilisation including guiding routine project performance monitoring ensuring provision of analytical data to inform effective QA/QI and routine data quality audits (RDQA). 
    • Develop and adapt M&E system in line with USAID and project priorities and USAID’s M&E framework /standards 
    • Coordinate project implementation research & assist with conference /publications portfolio in collaboration with Chief of Party, Head Office, and other designated staff.   
    • Provision of strategic information for project level decision making in relation to programme performance monitoring, planning, resource mobilisation, strategic positioning and programme design.   
    • Lead project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making 
    • Oversight & development of M&E technical expertise for project team to ensure adequate capacity to support project activities. 
    • Manage project M&E team ensuring adequate staffing and capacity. 

    Job Requirements

    Qualification, Competencies and Experience: 

    • A Bachelor’s degree in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field is required. 
    • Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance- based programs funded by PEPFAR. 
    • Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics. 
    • Demonstrated ability to perform robust data extraction from internal and external information systems. 
    • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools. 
    • Demonstrated ability to prepare expert quality data visualizations. 
    • Demonstrated ability to perform complex data quality analyses and make recommendations based on findings. 
    • Demonstrated ability to portray complex data sets in easy to understand formats including visualizations. 
    • Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting. 
    • Demonstrated knowledge and working experience in the use of mapping and other similar tools (including computer software programs) to target program interventions and resources;

    Senior Programme Manager SA - (1065)

    Key Performance Areas: 

    Programme implementation:

    • Lead m2m’s TB portfolio under the Accelerate 1 project, including overall oversight of community-based programming and ensuring adequate coverage in all districts to achieve agreed donor targets.
    • Actively lead work plan development, monitoring and achievement of project milestones, and project reporting in line with donor and organisational requirements.
    • Lead implementation and cascading of programmatic innovations, including hybrid/virtual service delivery approaches and evidence-based interventions using applicable technology. 
    • Lead implementation of quality assurance/quality improvement (including joint supervisory systems) with district-based Community Coordinators in collaboration with relevant HO departments.
    • Co-design and execute effective plans/strategies to support donor-led audits, progress reviews, and quarterly reporting, in collaboration with relevant project staff and other stakeholders.  
    • Lead programmatic aspects of project evaluations and knowledge management in collaboration with project and external stakeholders, including relevant HO departments. 
    • Direct and responsibly manage use of project resources and finances in line with implementation plans and within approved budgets and evolving strategies in adherence to applicable organisational and donor policies and procedures. 
    • Lead the design and support implementation of strategies, processes, tools, and virtual/hybrid systems for capacity building of frontline cadres (approx. 100 in two provinces).
    • Ensure submission of high quality and quality assured reports and data. 
    • Work closely with SI/M&E to initiate site service quality assessments and other program quality improvement processes to maintain the provision of high-quality services.
    • Coordinate data use for program decision making.
    • Periodically travel to various sites to support implementation and QA/QI processes.
    • Contribute to internal working groups and sharing of inter- and intra-country learnings. 
    • Prepare and submit reports as required as per the report template provided and by the specified deadline. 
    • Perform other managerial duties as assigned.

    Supervision:

    • Ensure robust line management of key staff responsible for coordination/management of district-based teams and the application of the m2m performance-based procedures and systems.
    • Provide ongoing coaching and mentorship of project teams and ensure high levels of motivation and productivity for a large team of frontline workers.
    • Ensure adequate project implementation controls, processes and procedures to promote compliance and stewardship of human/financial resources.
    • Promote a values-based culture amongst the Project Teams

    Stakeholder engagement:

    • Perform donor and stakeholder relationship management and development, including representation of m2m in key strategic forums as delegated.
    • Provide input into and support preparations for high-level site visits as required.
    • Maintain and grow stakeholder relationships, including representation of the organisation in key strategic technical working groups.

    Job Requirements

    Qualifications & Experience:

    • Master's degree in public health, Social/Health sciences, Management or equivalent
    • Minimum of progressive 10+ years of related experience in leading public health projects; managing and/or leading local or international donor funded projects.
    • Experience working with National Department of Health and Gauteng and KZN Provincial Departments of Health
    • Demonstrated experience in quality assurance and quality improvement, including senior role in mentoring and provision technical support to project teams.
    • Excellent experience with managing project cycles including conceptualization and implementation, monitoring and evaluation.
    • Sound experience in working in a senior leadership/management and/or technical advisory role.
    • Excellent knowledge in best practices/innovations in public health and case management models, particularly in TB and other communicable diseases
    • High-level technical expertise in TB, including drug susceptible TB (DS-TB)
    • Technical expertise in community-based approaches of TB programming 
    • Extensive knowledge of South Africa’s health systems and demonstrated ability to build and maintain strategic relationships with key stakeholders/strategic partners. 
    • Excellent working knowledge of and experience in using MS Office suite. 
    • Deep understanding of the South Africa health care delivery system
    • Demonstrated ability to develop and manage relationships with a wide range of stakeholders including NGO partners and government institutions of South Africa at all levels.

    Competencies:

    • Proven ability to work as a team leader, with various direct reports and as a team member with multidisciplinary teams.
    • Ability to work well under pressure, manage multiple tasks and meet tight deadlines independently with sound decision making.
    • Strong strategic and analytical thinking, problem-solving, decision-making and negotiation skills
    • Excellent written and verbal communication and interpersonal skills and an ability to establish and maintain relationships with the Project Prime, senior level managers, government officials and public health leaders.
    • Ability to think creatively and systematically at all project levels.
