To manage the Employee Relations Department so as to ensure that individual and collective conflict areas are managed effectively and efficiently in line with policies and legislation and that communication channels in the Port of East London function effectively to ensure a good healthy work environment will be created, which in turn will accomplish maximum productivity and minimise labour disputes. Serve as a Conciliator (of disputes) for and on behalf of the Transnet Bargaining Council.
Position Outputs
Manage budget to ensure compliance with good corporate governance and within approved budget.
Manage Employee Relations function in order to ensure a quality service is provided to all clients in terms of the HR Service Level Agreement.
To proactively determine, creatively advise, implement and maintain best employee relations practices that ensure legislative and policy compliance, uniformity, fairness and acceptance amongst management and employees exists.
To develop and conduct training on Industrial Relations and company policy to ensure that employees and supervisors are aware and comply with labour law rights and duties and are competent in following company procedures and complying with legislative requirements.
To analyse, advice, consult, negotiate, seek mandates, prepare and represent Transnet in labour dispute resolution procedures.
To audit and monitor the organisational climate in order to detect and remedy conflict, and to manage industrial action through the development of contingency plans that ensure legislative compliance and reduce disruptions to business activities.
To ensure compliance with signed recognition agreements which foster sound business working relationships with officials and shop stewards of recognised trade unions.
Monitoring management communications and distributing Port briefs to maintain sound down-ward communication.
To analyse, plan, implement, manage and monitor employee related management projects successfully to ensure best business practice.
Manage the formal consultative structures between management and the trade unions to ensure sound working relationships exist between management and the trade unions.
Manage and facilitate Disciplinary and Grievance Procedures to ensure compliance to such procedures and to avoid and/or minimise declarations of disputes.
Conciliate disputes for all Transnet Operating Divisions as appointed by the Transnet Bargaining Council (TBC) to ensure that the TBC complies with its obligations i.t.o the Labour Relations Act.
