    Head of Learning and Development

    Purpose of the Job 

    To develop and implement the learning and development strategy and ensure alignment of the learning value chain with  business objectives and priorities. Ensure the integration of development initiatives with the Human Resources strategy.

    Responsibilities and objectives

    Develop best practices and drive implementation of future-fit learning solutions and organisational capabilities.

    • Design process flows to enhance learning methods and systems.
    • Design appropriate learning and development solutions to close competency gaps and maximise ROI.
    • Review organisational capabilities and drive learning future-fit interventions.
    • Use analytics and trends to ensure internal interventions are aligned with best practices.

    Aligning learning and development plans with key strategic thrusts

    • Develop and implement the learning and development strategy, policies, and procedures in compliance with legislation and to support business objectives.
    • Conduct learning needs analysis to identify individual and organisational gaps.
    • Ensure learning interventions are aligned with the competency framework and organisational priorities.

    Develop learning solutions to support talent development and functional learning

    • Develop and implement the coaching and mentorship programme.
    • Facilitate the development and consolidation of development plans based on skills matrix, career pathways and succession planning.
    • Responsible for the graduate development programme from inception to implementation.
    • Coordinate leadership development programs ensuring that these address leadership competency gaps and support talent management.

    Development flagship programs to support succession pipelines

    • Develop and roll out the apprenticeship programme.
    • Manage the certification and/or accreditation of specified learning interventions or programmes as per contract requirements.
    • Manage the internal and external study assistance/bursar program.
    • Steer a culture of coaching and mentoring through relevant programs.

    Governance and Compliance

    • Oversee the skills audits to identify learning gaps and develop interventions.
    • Accountable for TETA reporting – workplace skills plans (WSP) and annual training report (ATR).
    • Manage TETA commitments (Discretionary grants) and provide line of sight on TETA grant claims.
    • Ensure knowledge management controls are in place and audit findings are closed.
    • Develop a risk and compliance framework for the organisation to control and mitigate skill scarcity.
    • Ensure policies and procedures are aligned with legislation.

    Monitoring and Reporting

    • Monitor and evaluate the effectiveness of learning interventions through metrics and other forms of data analytics.
    • Ensure monthly/quarterly/annual reporting to internal or external stakeholders

    People Management

    • Ensure that the Learning and Development team is fully resourced to deliver on the learning plan.
    • Monitor team performance and develop competencies to drive high performance.
    • Drive team behaviour to ensure company values are adhered to.
    • Implement a talent pipeline and ensure mentorship plans are in place.
    • Support the wider HR team with ad-hoc projects.

    Financial Management

    • Coordinate the payments of grants and allocations.
    • Compile annual budget and report on expenditure monthly.

    Stakeholder Management

    • Manage the Skill Development commitments as per contract.
    • Integrate and review the full training plan for the project.
    • Source and Manage service providers and draw up service level agreements.
    • Source Learning solutions and service providers where required according to specified needs 
    • Business understanding and desired knowledge/experience

    Minimum education required

    • Bachelor’s Degree in Human Resources or related
    • Post Graduate Degree or equivalent in HR or training related qualification
    • Minimum 10 - 15 years previous experience in a similar role in a construction / manufacturing / engineering environment

    Minimum experience required

    • Minimum 5 years Managerial experience

    Profile:

    • Knowledge of training methods, systems, and techniques
    • Financial Management
    • Knowledge of legislation
    • Standardisation of practices across different sites
    • Relations and processes for training accreditations
    • Coaching / Mentoring qualification an advantage
    • Heavy and broad training / Technology Transfer Management
    • Multilingual in indigenous languages is advantageous
    • Knowledge of railway industry is advantageous
    • Strong interpersonal skills with ability to interact and build positive and sound relationships across all levels
    • Report Writing skills
    • Competencies: good decision making skills, detail orientated, organized, development attitude, customer focused and service orientated, assertive and self-starter and strong mentoring skills,  results driven, active listening skills, strong problem solving and root cause identification skills, operational effectiveness and accountability, collaboration and teamwork
