Head: Procurement and Contract Management (Major General)
Must have at least a three (3) year Degree / Diploma (accredited by SAQA on NQF level 6 or higher) in Supply Chain Management / Procurement Management / Policing / Public Administration or equivalent 3 year qualification relevant to the core functions of the post.
An applicable post graduate qualification relevant to the core functions of the post, relevant training and development in an Executive Development Programme, Leadership and Management Training Programme, and / or Programme and Project Management may be an advantage; and
Must have a minimum period of three years’ appropriate managerial experience in the field of the post.
Core Functions:
To oversee an appropriate acquisition process within supply chain management which is fair, equitable, transparent, competitive and cost effective.
Ensure the formulation of procurement policy, procedures, planning and standards to support departmental activities.
Ensure the adherence of the prescribed acquisition process with respect to Evaluation Committee and Independent Bidding Committee.
Ensure the provisioning of training with regard to acquisition in the SAPS.
Ensure the provisioning of an acquisition and contract administration function to the SAPS.
Ensure compliance with Government Policy regarding acquisition processes in respect of service providers categorized as previously disadvantaged.
Ensure Legal Services assistance during the execution of acquisition management.
Manage and utilise human, financial, physical and information resources in the immediate post environment in accordance with the strategies, priorities and regulatory framework of the SAPS.
