    Section Head: Policing Research: Research (Brigadier)

    Appointment Requirements 

    Applicants: 

    • Must have at least a Doctorate Degree (PHD) recorded on the National Learner Record Database (accredited by SAQA on NQF level 10) within the fields of Social Science / Science and Technology. Relevant training and development in a Middle Management Learning Programme, Leadership and Management Training Programme, and / or Programme and Project Management may be an advantage; 
    • Must have proven competence to conduct independent research as well as practical and traceable research experience in quantitative and qualitative methodologies and research techniques; 
    • Must have a minimum period of three years’ appropriate managerial experience in the field of the post. 

    Core Functions: 

    • To ensure the rendering of an effective and efficient operational and tactical research in the field of policing research by ensuring that: - policing related research priority areas as per SAPS Research Agenda are conducted before new products, services and processes designed and developed by the SAPS in the field of policing research are researched and validated; - existing services and products rendered by the SAPS in the field of policing research are evaluated to ensure that they are still relevant and functional; - new trends within the field of policing are researched and analysed; - research and analysis is conducted on policing systems, models and strategies in the SAPS; - research is conducted to improve service delivery, enhance innovation and modernisation and infuse professionalism in policing. 
    • Monitor the implementation and application of the research recommendations in the field of policing research. 
    • Assess the impact of implemented research recommendations in the field of policing research. 
    • Maintain communication with research fraternities and different experts in the file of law enforcement. 
    • Manage and utilise human, financial, physical and information resources in the immediate post environment in accordance with the strategies, priorities and regulatory framework of the SAPS.

    Section Head: Tactical Operations (Brigadier)

    Appointment Requirements 
    Applicants:

    • Must have at least a three (3) year Degree or Diploma (accredited by SAQA on NQF level 6 or higher) in Policing / Criminal Law or equivalent 3 year qualification relevant to the core functions of the post. 
    • An applicable post graduate qualification relevant to the core functions of the post, relevant training and development in a Middle Management Learning Programme, Leadership and Management Training Programme, and / or Programme and Project Management may be an advantage; and 
    • Must have a minimum period of three years’ appropriate managerial experience in the field of the post. 

    Core Functions: 

    • Is directly accountable to the Component: Specialised Operations, 
    • To ensure the provisioning of tactical response capacity to complement normal policing. 
    • Manage Tactical Response Teams. 
    • Manage Anti-Gang Units. 
    • Manage Counter Terrorism.

    • An applicable post graduate qualification in the above relevant fields, relevant training and development in a Middle Management Learning Programme and / or admission as an Attorney or Advocate with successful bar examination / pupillage examination will be an added advantage; and 
    • Must have a minimum period of three years’ appropriate managerial experience in the field of the post. 

    Core Functions: 

    • To oversee the litigation services within the Province. 
    • Ensure labour and civil litigation services. 
    • Ensure arbitration services within the Province.

    Provincial Head: Legal Services (Major General)

    Appointment Requirements 

    Applicants:

    • Must have a Bachelor of Laws (LLB) / B Proc Degree (accredited by SAQA on NQF level 7 or higher).

    • Manage and ensure the provisioning of quality formal legal opinions relating to operational effectiveness, resource support environment and interventions.

    • Manage and ensure the conducting of resolution directed engagements with external stakeholders. 
    • Manage and ensure the conducting of legal risk and inspections at identified stations who are major contributors to civil claims. 
    • Manage and ensure the conducting of Standard relating workshops/ Interventions/ engagements with legal officials. 
    • Manage and ensure the submission of early warning reports within the prescribed time frame. 
    • Manage and ensure timeous instructions to investigate claims within the prescribed time frame. 
    • Manage and ensure timeous payment of court orders and judgement. 
    • Manage and ensure that the instructions to recover damages are forwarded to State Attorney or within the prescribed time frame. 
    • Manage and ensure that the instructions to recover damages are forwarded to Loss Management within the prescribed time frame. 
    • Manage and ensure timeous finalization of pending civil claim files against the state. 
    • Manage and ensure the compilation and distribution of the civil claim / litigation report for purposes of management information in the reduction of civil claims and litigation. 
    • Manage and ensure efficient, economic and effective preparations and presentations of employers’ cases at arbitrations. 
    • Manage and ensure efficient, economic and effective handling of labour litigation cases. 
    • Ensure the submission of quality pro-active recommendations regarding identified challenges pertaining to the application of legislation and policies. 
    • Manage and utilise human, financial, physical and information resources in the immediate post environment in accordance with the strategies, priorities and regulatory framework of the SAPS.

    National Head of the Directorate for Priority Crime Investigation (DPCI) (Lieutenant General)

    REQUIREMENTS:

    • The applicant must be a South African citizen and be a fit and proper person with relevant experience, conscientiousness and integrity to be entrusted with the statutory responsibilities of the position. Section 17E of the South African Police Service Act, 1995 requires that the applicant shall be subjected to a security screening investigation in terms of and in accordance with section 2A of the National Strategic Intelligence Act, 1994 (Act 39 of 1994). 
    • The successful candidate must hold a recognized degree or equivalent qualification in Policing/ Police Science/ Police Management/ Criminal Law/ Forensic Investigation/ Criminology/ Management/ Public Management and/or Administration or related relevant qualifications with a track record of at least seven years senior management experience and proven leadership skills. 

    The applicant must also have: 

    • Sound knowledge of the functioning of the criminal justice cluster. 
    • Sound knowledge of the principles of corporate governance; strategic capability, leadership and people management skills; and 
    • Sound financial skills with knowledge of the PFMA, coupled with good analytical and communication skills. 

    DUTIES:

    • The National Head of the DPCI must ensure that the DPCI performs its functions as provided for in section 17D of the South African Police Service Act, 1995; 
    • Determine the fixed establishment of the DPCI and appoint the staff of the DPCI; 
    • Manage and control all members of the DPCI in accordance with the provisions of the Constitution of the Republic and any other applicable legislation; 
    • Prepare and provide the National Commissioner with the necessary estimate of revenue and expenditure of the DPCI for incorporation in the estimate revenue and expenditure of the South African Police Service; 
    • Control monies appropriated by Parliament in respect of the expenses of the DPCI; 
    • Make presentations to Parliament on the budget of the DPCI; Lead and provide strategic direction to the DPCI at national and provincial levels; and 
    • Develop and maintain sound relationships with relevant government departments or institutions to assist the DPCI to achieve its objectives.

    Head: Supply Chain Performance Management & Services (Major General)

    Appointment Requirements 
    Applicants:

    • Ensure, formulate, implement and maintain national policies (including standards, procedures and guidelines) with regard to generic support (including recruiting, vetting and training of personnel, communication channels, the rendering of service, inspections, evaluation and monitoring of the effectiveness of service as well as other matters which require national uniformity). 
    • Ensure the evaluation of Supply Chain performance within the SAPS for Movable Government Property, Facilities and Fleet. 
    • Ensure the functioning of an effective and efficient Mechanical Support Service. 
    • Ensure the efficient and effective functioning and provision of the SAPS vehicle fleet. 
    • Manage and utilise human, financial, physical and information resources in the immediate post environment in accordance with the strategies, priorities and regulatory framework of the SAPS.

    Head: Procurement and Contract Management (Major General)

    Appointment Requirements 
    Applicants:

    • Ensure compliance with Government Policy regarding acquisition processes in respect of service providers categorized as previously disadvantaged.
