    HSSE TRANSPORT & CRISIS MANAGEMENT SPECIALIST

    Job Description

    Audits and reporting

    • To ensure all legislatively required licenses, permits, surveys and reports are initiated, audited, valid and compliance monitored.
    • To ensure implementation, effectiveness and compliance to HSSE Company Rules and legal requirements in the following areas:
    • Transport including heavy motor vehicles; light motor vehicles; aviation; rail & aviation
    • Incident Management Systems including IOPs, IMS Management, Marine Oil spill response and other emergency

    response requirements

    • Schedule & facilitate mandatory drills and training sessions on Incident Management with applicable scope
    • To ensure that all major HSE events and non-conformance’s are investigated and reported as required and advise on corrective and

    preventive actions

    • Evaluate the effectiveness of the implementation of corrective and preventive action plans
    • To ensure the development and dissemination of REX’s and the implementation of mitigation measures thereof
    • To recommend suspension of operational activities where justified, in consultation with Business.
    • To ensure that HSE business management systems are in place to satisfy the requirements of the Company, Legal and other

    Requirements

    • To ensure the constant reduction of HSE liability by:
    • Conducting internal HSE management system audits
    • Conducting HSE audits on new business where requested
    • Conduct quarterly inspections on all LMVs and advising management accordingly
    • Development, implementation and management of HSE initiatives both local and Company related.
    • Compile Company Reports in line with their requirements and ensure timeous transmission.
    • Carry out any other lawful and reasonable instruction by line & top management.

    Advising and training

    • To advise TMSA staff and management by providing specialized expertise in the implementation of legal and Company requirements.
    • To manage continuous improvement of the HSE Management Systems and set up a safety culture within Contracted Transporters
    • To ensure that all TMSA staff understands their responsibilities for Transport and IMS matters, that training needs have been identified

    and have obtained the appropriate level of competency

    • To recommend, consult and verify competency/approval status of Transport and IMS consultants for requirements in consultation with

    purchasing.

    • To conduct HSE training when mandated on behalf of TMSA
    • Review & input into draft legislation relating to transport & IMS

    Communication/ Liaison

    • Provide recommendations and feedback on:
    • Transport & IMS statistical analysis and actions required addressing deviations or initiating changes to improve safety

    performance.

    • To act as an Industry specialist on Transport HSE and IMS matters and represent the company on Transport and Oil

    Spill Industry Working Groups
    To provide Transport and IMS Related HSE support to all departments with Transport and Logistical related activities and ensu ring that these activities take place within Company policies and legislative requirements.
    Key Performance Areas: Compliance to Company Transport and Logistical Managements system.
    Context and environment

    • Risks: Transport and Logistic – Site operations, Road, Rail and Ship and LMV; Culture: Moderate culture of Transport Safety requirements, specifically among contractors
    • Legal: Culture of self-regulation on legislation and compliance.

    Candidate profile

    • Suitable 3 year Tertiary Qualification and/or a minimum of 5 year petrochemical experience
    • Extensive experience in HSEQ Management gained in the Petrochemical Industry

    Experience level required

    • Minimum 6 years
