    Manager: Campus Protection (Re-advertisement)

    Job Purpose

    The purpose of this position/job is to manage subordinate staff within Campus Protection Services Division in providing security, safeguarding, and protection of property and the lives of Cape Peninsula University of Technology and its Community. The position will provide support to the strategic operation within the Protection and Risk Services Department, to ensure effective management of security operations and services with a primary emphasis to create a safe and secure learning environment across all campuses, properties, and businesses belonging to the university.

    Job Knowledge, Skills and Experience

    • National Diploma in Security Management or equivalent relevant qualification related (NQF 6)
    • Grade A PSIRA Registration and/or Registerable with PSIRA within 3 months of assumption of duty. 
    • 7 years of proven work experience in leading and managing a broad range of security operations in a large organisation.
    • Valid driver’s license and be able to drive.
    • Experience in handling and managing technical security projects.
    • No criminal record and be willing to be subjected to security screening and vetting

    Key Performance Areas / Principal Accountabilities

    Manage campus protection services operations

    • Plan and implement security operations for Campus Protection Services.
    • Implement security strategies across CPUT facilities and premises.
    • Plan, manage and coordinate all campus protection services Assume leadership role in crisis and plan incident response
    • Manage the Tactical Response Unit to make sure that response to crisis is effective and efficient.
    • Manage physical security operations Enhancement of the campus protection operations
    • Ensure protection all students, staff, visitors, and residences as well as prevention, detention and prevention of crime including offsite campuses Manage and control all shift operations consisting of all CPUT facilities and premises.
    • Ensure effective management and coordination of shifts operations Manage and control roster and overtime through cost containment measures
    • Enhance safety and security of the university staff students and property and residence security deployment plans.
    • Manage physical control access with approval by management across the university premises through the provisioning of security and access control on all campuses and residences

    Internal and external liaison

    • Communicate and consult with Director Protection and Risk Services and external agencies who can assist in the provision of campus protection services on campus
    • Ensure effective liaison for campus protection services issues with external stakeholders which includes but not limited to SAPS, City of Cape Town and other University joint operational committees
    • Maintain good working relations with University and surrounding communities
    • Liaise with internal stakeholders and plan for University events to ensure maximum protection
    • Liaise and consult with other security department of other Universities to discuss common problems
    • Liaise and consult with SRC and other students association address complains and problems
    • Liaise with all other administrative sections and academic faculties and departments to learn of the problems and potential problems on campus protection services need.
    • Liaise with university Legal advisor on legal matters that affect university

    Manage and Support the work of the Investigation

    • Meet daily with Manager investigation and provide update on new matters which require investigation identified from operations
    • To allow for speedy and success on investigation matter received,
    • Address campus protection services loss control and investigation identified during security operations.

    Manage reports and all security registers

    • Ensure that all reports for management are done on time and that systems are properly managed and maintained.
    • Write management reports and make sure they are submitted on time.
    • Manage the campus protection services record keeping, filing and record and ensure they are up to date.
    • Manage campus protection services and ensure identified security risk are attended and addressed
    • Manage and control campus protection services registers for availability of audit purposes
    • Ensure the correct documents are always available for case management and reporting.
    • Ensure safe keeping of records documents and is maintained at all times
    • Monitor confidential of information at all times.

    Manage protests, mass demonstrations, and picketing

    • Ensure capability to deal efficiently and effectively with riots and fire.
    • To minimize fire and unrest damage on campus and residences.
    • Plans for students and protests action
    • Ensure regular Instruction to accommodate different shift levels. Being available 24/7
    • Safekeeping of keys on all campuses
    • Site Visits on campuses and students residences
    • Plans for protest situations by having trained available staff immediately available staff on short notice.
    • Give orders and instruction on any serious life threatening and serious property loss protests situations
    • Protest action plan

    Human Resource Management 

    • Documents all incidence of campus protection services staff indiscipline and forward such to Human Capital for ER office attention
    • Counsel campus protection services staff on the improvement of their work skills
    • Arbitrates inter-campus protection services disputes or grievances Discipline campus protection services staff when necessary
    • Train staff by means of on the job and lectures or specific advise to ensure that work policies and procedures are followed
    • To address campus protection services staff indiscipline
    • To improve campus protection services staff productivity
    • To maintain campus protection services team spirit and productivity To allow campus protection services to work effectively and efficiently
    • To allow Protection and Risk Services department to achieve its mission
    • Implement systems to improve staff morale and development.
    • Manager the requirement of shift supervisors per shift and ensure availability of equitable staff and other needed resources (cover 24/7 operations}.
    • Identify training needs and plan for training of staff

    Budget and resource management

    • Drawing up budget for Campus Protection Services
    • Safe Keep and maintenance of campus protection services operating equipment
    • Campus protection services vehicles
    • Campus protection radio communication equipment Protection Services Quad Bikes
    • Assess adequacy of operating equipment in use.
    • Motivate for new and upgrade equipment
    • Implementation of system technology
    • Maintains equipment movement registers and does periodic inventory checks
    • Prevent loss or theft of campus protection services equipment
