    Open Public Procurement - Junior Advisor

    To be eligible for this role, you should possess the following qualifications:

    • A post-graduate university degree in Social Sciences, Political Sciences, Law, or a related field
    • Having a professional qualification in Public Procurement/Supply Chain Management would be highly beneficial

    Required Professional Experience:

    To enhance your qualification, we are seeking candidates with a minimum of 2 years' relevant working experience and a strong understanding of the following:

    • Demonstrated solid understanding of open public procurement principles and their practical application.
    • Knowledge of public procurement policy and regulatory requirements.
    • Proficiency in open data standards.
    • Experience working in a public procurement environment.
    • Familiarity with beneficial ownership transparency standards and international practices.
    • Experience collaborating with civil society organizations and government bodies.
    • Sound knowledge of multi-sectoral and multi-partnership approaches for cooperation between state and non-state actors.
    • Understanding of South African anti-corruption policies and systems.
    • Ability to work both independently and as part of a team in a structured and methodical manner.
    • Excellent writing and communication skills, with fluency in English.

    What you will be doing:

    • Implementation of assigned work packages related to open public procurement, in consultation with the Senior Technical Advisor.
    • Providing advice to selected organs of state on the application of open public procurement principles, standards, and ongoing procurement reforms.
    • Guiding the setup of open procurement systems in selected organs of state by offering practical recommendations.
    • Assisting organs of state in making procurement data available in a format that ensures transparency, integrity, and accountability.
    • Strengthening the capacity of various stakeholders, including organs of state, civil society, faith-based organizations, academia, media, and businesses, in understanding and utilizing procurement data for accountability purposes.
    • Supporting the application of beneficial ownership transparency in relation to business integrity and open public procurement.
    • Advising on monitoring mechanisms and approaches for open public procurement.
    • Assisting in the development and implementation of innovative engagement, empowerment, communication, and education programs to promote open public procurement.
    • Carrying out all responsibilities in accordance with GIZ's corporate principles and the TIP's modes of working.

    Technical Assistance:

    • Contribute to the development of an operational plan for Outputs 1, 2, and 3 related to open public procurement, in collaboration with partners and the TIP team.
    • Provide technical advice to partners and team members on effective methods and approaches for implementing open public procurement.
    • Generate ideas for user-friendly content in educational programs focused on open public procurement.
    • Support the functioning of the multi-stakeholder partnership dedicated to open public procurement (Output 3).
    • Conduct research on national and international best practices in open public procurement.
