    Planning and Coordination Specialist - GS/00085/22

    Anova is looking for a Planning and Coordination Specialist to be seconded to the Gauteng AIDS Council to provide support to the Gauteng AIDS Council secretariat in strategic programme planning, multi stakeholder coordination, resource mobilization and strategic partnership building, as well as technical support to the Gauteng AIDS Council on multi sector coordination, advocacy and communication.

    Key Duties and Responsibilities

    Strategic programme planning, multi stakeholder coordination, resource mobilization and strategic partnership building, as well as advocacy and communication:

    • Provide advice on the formulation of concept notes for HIV, AIDS, TB and STIs intervention areas as well as the secretariat’s strategic note.
    • Develop the secretariat’s programming processes, including the annual work plan, and AIDS Council joint program documents.
    • Follow up on required action/outstanding issues and report on outcome/ result.
    • Alert the AIDS Councils on critical issues to be addressed.
    • Provide secretarial support to the AIDS Council, Programme Review Committee (PRC) and Resource Mobilization Committee.
    • Participate in and provide support to joint multi sector HIV, AIDS, TB and STIs planning processes and similar exercises.
    • Prepare briefing materials for PCA on issues to be discussed in the AIDS Council committees, events and meetings.
    • Provide advice to the Head of secretariat and the PCA sectors on the provincial HIV, TB and STI dynamics and opportunities to support the inclusive engagement of all stakeholders in the response.
    • Provide technical support to all PCA sectors.
    • Provide substantive support and representation at conferences and meetings, joint program development, joint advocacy in collaboration with multi sector partners.

    Provide technical support and guidance to the development of strategic partnerships and resource mobilization efforts:

    • Manage activities to engage bilateral and multilateral institutions/ donors, private sector and civil society to expand and/or sustain interest and resources for HIV, TB and STI programs.
    • Provide support and advice to the AIDS Councils in building and implementing strategic partnerships to increase outreach in the province.
    • Provide guidance and advice to development partners and provincial counterparts on implementation of key provincial frameworks and conventions on HIV, TB and STI.

    Coordinate capacity development programmes for PCA sectors on PCA plans to ensure effective development and application of guidelines, policies, tools, systems and guidelines in Government.

    • Coordinate with departments, Inter-Departmental Committee and AIDS Councils Secretariats.
    • Provide network and capacity development to partners, civil society sectors and other stakeholders.
    • Facilitate knowledge building and sharing.
    • Manage the development and dissemination of good practices and lessons learned; ensure incorporation into program planning.
    • Manage capacity building exercises.

    Monitoring, evaluation and reporting

    • Review programme objectives, targets, mission to ensure alignment or adjustments.
    • Obtain regular feedback from clients and other stakeholders.
    • Feedback on challenges and recommendations for betterment of the programme.
    • Provide reports as and when required.

    Any other tasks as agreed with line manager.

    Minimum qualifications, experience and skills required

    • A Master's degree (or equivalent) in Public Administration/ Social Science/ Public Policy/ Public Management.
    • A project management certification would be an added advantage.
    • 5 - 10 years’ experience in policy and planning, working with multi sector coordination and strategic program planning processes.
    • An understanding of the National Strategic Plan on HIV, AIDS, STI and TB is a key requirement
    • Experience in the development, planning, implementation, monitoring, and reporting of programs.
    • Knowledge of the functional responsibilities of the Department and relevant legislation are also essential.
    • Computer literate
    • Problem solving, conflict management, coordinating skills, good project management, financial and strategic thinking skills.
    • Excellent Communication and report-writing skills.
    • Great interpersonal skills and client relation skills.
    • Analytical and time management skills.
    • Non-judgmental, trustworthy and empathetic personality.
    • Driver’s license and willingness to travel as and when required.
    • Ability to speak English and any of the regional/district languages.
