Principal: Enterprise Architect at The South African Revenue Service (SARS)

Job Purpose

• The PEA pro-actively and holistically helps and guides the Enterprise Leaders, Product Managers, Product Owners and distributed product delivery teams through transformation and optimization initiatives, supporting the formulation of business strategy, outcomes and capabilities.
• The PEA’s scope of activities could include helping the organization achieve targeted business outcomes related to growing revenue, optimizing costs, mitigating risks and improving sustainability. They focus on the development of the business, IT strategy and overall enterprise architecture of the organization.

Education and Experience

Minimum Qualification & Experience Required

• Honours / Postgraduate Diploma (NQF 8) in Information Technology, Informatics, Computer Science, Computer Engineering or Finance AND a minimum of 10 years' experience in an Information Technology environment, of which 3-4 years at specialist level.

ALTERNATIVE#

• Bachelor's Degree / Advanced Diploma (NQF 7) in Information Technology, Informatics, Computer Science, Computer Engineering or Finance AND a minimum of 15 years' experience in an Information Technology environment, of which 3-4 years at senior specialist level.

Minimum Functional Requirements

• 10-12 years’ experience in an Enterprise Architecture discipline.
• Experience and knowledge of Enterprise Architecture frameworks, toolsets and MS Office.
• Certifications required:
  • Relevant Architecture Certification (TOGAF 9 or higher).
  • Microsoft Certification or CISCO Certification
• Knowledge of IBM Technologies – having certification in IBM is advantageous.
• Modelling and mapping technical skills.

• Facilitate alignment between business and technology functions. This includes innovation and support various operating models such as project-centric and product-centric as required.
• Engage business and technology delivery stakeholders, building and maintaining relationships.
• Be the connection point between core business and other technology related functions within the organisation.
• Be the initiator within the organisation that gathers business and technology related delivery stakeholders that drives improving and maintaining interdepartmental relationships.
• Be flexible to the ever-changing organizational and operating models that contributes to a smart and modern SARS.          
• Investigate patterns and potential technological disruptions and how those dynamics can have an effect on SARS.
• Anticipate what the future of what Enterprise Architecture looks like and utilise that to design SARS technological roadmaps.
• Be the Primary Ambassador of Enterprise Architecture within SARS and champion the catalogue of offerings and services to all the internal stakeholders.

Governance

• Develop and/or align governance and compliance policies for own practice area to identify and manage risk exposure liability.
• Participate and technically contribute in the applicable Enterprise Architect governance and compliance structures in place

• Provide specialist know-how support, advice and practice thought leadership in area of expertise.
• Integrate new knowledge and transfer skills attained through formal and informal learning opportunities in the execution of the job.

Finance

• Implement and monitor financial control, management of costs and corporate governance in area of specialisation.
