Senior Professional Officer Operating and Capital Budget
A relevant 3-year tertiary qualification, B Degree or higher with Financial Accounting as a major
At least 5 8 years relevant experience, as well as 2 years supervisory experience
In-depth knowledge and understanding of the relevant local government legislation, financial policies and procedures, specifically the Municipal Finance Management Act
Proficient knowledge and understanding in the field of budgetary and financial management
Proficient in MS Office Suit, specifically Excel
Proficiency in SAP
Excellent analytical and problem-solving skills
Ability to work under tight timeframes with various deadlines
Key Performance Areas
Assists with the compilation of the annual operating, revenue and capital budgets across the Directorate
Administer the financial management processes, financial year-end procedures, audit queries and review processes in terms of the Capital Budget or Operating Budget for the Directorate
Controls the financial requirements of the Directorate in order to comply with the MFMA (Municipal Finance Management Act), GAMAP (Generally Accepted Municipal Accounting Practice) and other pertinent legislation and procedures pertaining to financial management within legal government
Compilation of the annual and adjustment capital or operating budgets
Co-ordinate the consolidation of monthly management reports on actual financial performance against budget
Coordinate all financial and audit matters
Monitor capital or operating expenditure, and revenue
Supervise the staff that provide Financial Support
Control the administrative functions associated within the unit
