    Senior Professional Officer- Professional Officer CID Finance

    Requirements

    Senior Professional Officer

    • A Relevant BCom in Finance and/or Accounting or 3-year tertiary qualification with Financial Accounting as major.
    • 5- 8 years relevant experience required which includes 2 years of supervisory experience.
    • Relevant experience in compilation of budgets, financial planning & control, financial management and reporting.
    • Analysing Financial Statements with the ability to work with large quantities of data.
    • Ability to do extensive financial modelling and analysis to provide strategic advice to CID Boards and communities on financial matters.
    • High level of proficiency in MS Excel, MS Word and PowerPoint while SAP working knowledge will be advantageous
    • Good verbal and writing communication skills as ongoing interaction with communities on a technical level is essential.
    • Engaging with internal / external auditors and Auditor-General.
    • Must have a valid motor vehicle driver’s license and be willing to travel locally to attend in person meetings Professional Officer
    • Relevant 3-year tertiary qualification preferably a B-Degree;
    • B-Degree in Commerce and/or Public Management will be deemed advantageous.
    • 3-5 years relevant experience in corporate governance and legal compliance
    • The ability to interpret & apply relevant legislation
    • Sound Project Management skills.
    • High level of proficiency in MS Excel, MS Word and PowerPoint while
    • SAP working knowledge will be advantageous
    • Good communication skills as ongoing interaction with local communities on technical level will be deemed essential.
    • Must have a valid Motor vehicle driver’s license to travel locally and attend in person meetings.
    • Must be Physically Fit to verify assets and collect items from Corporate Store.

    Key Performance Areas
    Senior Professional Officer

    • Responsible for co-ordinating, advising and guiding pending and existing CIDs with the compilation / review of their budgets / adjustment budgets which are approved by Council as part of the City`s budget process. This includes financial modelling to ensure affordability and sustainability as well as legal compliance.
    • Responsible for financial oversight of CIDs to ensure affordability, sustainability, legal compliance and good governance when implementing the additional municipal services in the CIDs’ Business Plans.
    • Responsible for ensuring that CIDs and the City have sound financial management systems and processes in place to ensure legal compliance and accurate reporting.
    • Co-ordinate the process of reducing CID arrears by following a transversal approach through regular engagement with the Revenue Department and interacting with the relevant existing and pending CIDs.
    • Ensure that the CID By-law and/or Policy and Finance Agreement is aligned with changes in legislation including the Constitution, Municipal Finance Management Act, Municipal Property Rates Act and Municipal Systems Act, Companies Act, and any other applicable legislation and that templates and forms are reviewed regularly.
    • Ensure that CID related matters are correctly conveyed and understood at internal and external meetings due to the complex legislative framework to facilitate enhanced service delivery.
    • Ensure that departmental administration is conducted effectively and efficiently to ensure optimal service delivery Professional Officer
    • Assist pending and existing CIDs with the compilation / review of their budgets / adjustment budgets which are approved by Council as part of the City`s budget process which includes financial modelling to ensure affordability and sustainability as well as legal compliance.
    • Perform financial oversight in respect of financial reporting.
    • Review and maintain financial management processes to ensure legal compliance and accurate reporting the relevant existing and pending CIDs.
    • Assist with reducing CID arrears by following a transversal approach through regular engagement with the Revenue Department and interacting with the relevant existing and pending CIDs.
