Key Responsibility Areas

• Compile a budget plan to direct the budget process.
• Provide guidelines to the finance staff, cluster heads.
• Preside at meetings to outline the budget process and budget requirements.
• Discuss the budget with the budget steering committee.
• Effect budget cuts where necessary.
• Control and supervise the consolidation, collation and finalisation of the budget.
• Prepare final budget reports indicating a balanced budget.
• Compile the draft estimate report.
• Prepare draft recommendations.
• Co-ordinating the printing and publishing of the budgets and relevant documentation.
• Assist in the co-ordination, compiling and printing of the Mayors budget speech.
• Prepare application to National Treasury for approval of budgets.
• Prepare notices on the budgets.
• Participate in road shows pertaining to the budgets.
• Budget review and evaluation in terms of National Treasury reform programme.
• Provide financial support regarding deviations and adjustments to the budget.
• Supervise the provision of statistical information.
• Coordinate and supervise the preparation of monthly progress reports, in-year monitoring reports, statistical and ad hoc reports to Council, Provincial and National Government
• Provide training to interns.
• Assist with the interpretation of councils expenditure policies, procedures and methods

Essential Requirements

• Tertiary qualification (NQF Level 7) in Accounting with Financial Accounting as a major subject or any other related and equivalent qualification.
• Professional registration of either CA(SA) or CIMA or ACCA or CIGFARO.
• Must be in a possession of National Treasury MFMA minimum competency qualification (NQF Level 6) OR Must obtain a National Treasury MFMA minimum competency qualification (NQFLevel 6) within 18 months of the date of appointment.
• Valid motor vehicle driving license
• 6 years relevant experience of which 2 years must be at a management level within the public sector.

Preferred Requirements

• Postgraduate qualification (NQF Level 8) in Accounting with Financial Accounting as a major subject or any other related and equivalent qualification.
• 7 years relevant experience of which 3 years must be at a management level within the public sector.

Key Responsibility Areas

• Identifies and defines the immediate, short and long term objectives/plans of the branch.
• Applies civil engineering principles to provide direction on the technical design and construction of a variety of operations.
• Disseminates strategic, functional and operational information on the immediate, short and long term objectives.
• Co-ordinates specific administrative and reporting requirements.
• Directs and control outcomes associated with utilization productivity and performance of personnel within the branch.
• Prepares capital and operating estimates for the branch and approves and controls operational and project related expenditure against budget allocations.
• Manages the formulation of contracts and tender documents and controls contractual obligations. 

Essential Requirements

• BSc (Engineering) Degree (NQF level 8).
• Registration as a Professional Engineer (Pr. Eng) with the Engineering Council of South Africa.
• Valid motor vehicle driving license.
• 8 Years post registration Civil Engineering experience in water and sanitation.
• Computer Literacy

Preferred Requirements

• 9 Years post registration Civil Engineering experience in water and sanitation disciplines.
