    Manager - Radio Planning and Quality Technology Information

    Responsibilities

    Key Performance Areas: Core, essential responsibilities / outputs of the position (KPAs)

    • Special Projects: Research, investigate, test and evaluate and implement all technologies, features and processes which will result in improvement of the quality of the network and without compromising it’s profitability. 
    • Customer Relations: Using people skills while responding to technical problems experienced by customers and negotiating with land-owners and management companies to acquire new site locations.
    • Management and supervision of wide range of staff activities and performance.
    • Communicate key business directives to the team(s) (changes in policy/managerial interventions etc.)
    • Bears the responsibility to act as a manager and leader in the interests of both management and the team(s) represented.
    • Capex management on regional site rollout budget.
    • Managing regional strategy for network rollout.
    • Identifying sites: planning the growth of the radio network considering general engineering principles, analysis & interpretation of network statistics, knowledge of market requirements & profitability. 
    • Planning of sites: achieving the most effective design of RF installation which will satisfy all the demands of the market while delivering satisfactory return on investment. This requires the considerations of the cost of installation, market requirements and expected traffic, environmental management legislation and knowledge of the existing radio network. 
    • Optimisation: improvements to the radio network through technical skills – made possible by detailed knowledge of RF technology features, detailed knowledge of geographical area; understanding of the role of peripheral parties (other departments within MTN and external parties such as Telkom) and the impact of their performance on network quality. Creativity and experience are essential.
    • Trouble-shooting optimisation: solving network problems through knowledge-sharing, experience in radio network design and operation, detailed knowledge of GSM system design and principles, as well as vendor specific operations.
    • Special projects: involvement in key technology development projects.

    Qualifications

    Job Requirements (Education, Experience and Competencies)

    Education:

    • Minimum of 3 year degree/diploma (BSC Electrical/Electronic Engineering)
    • Fluent in English and language of country preferable

    Experience: 

    • 3 Minimum of 5 years’ experience in RF or telecommunications. GSM experience necessary with experience in supervising/managing others.

    Senior Manager - Group R&C Region Partner and Trade Compliance

    Responsibilities

    The SM: Group R&C Region, Partner and Trade Compliance will work towards the following objectives, as further directed by management:

    • Provide Group R&C 2nd line assurance on certain MTN Group subsidiaries, as directed, currently GSSC entities and MTN (Dubai) Ltd.
    • Provide Group R&C 2nd line assurance on separation and other mega-projects as directed by management.
    •  Provide input to and take lead in parts of the design, implementation, and embedment of a MTN Group wide, adequate and effective Partner and Trade Compliance framework for second line assurance of MTN compliance in the Subject Areas.
    • Contribute to, support and manage the PTC function as a Center of Excellence and Advisory office in all Subject Areas where Group Policy is owned by Risk and Compliance.
    • Provide input into development of and maintenance of relevant and effective MTN policies in Risk & Compliance owned Subject Areas, such as the existing Group Sanctions and Export Control Policy.
    • Provide input into the creation and updates of MTN policies in Subject Areas not owned by R&C.
    • Create and maintain Compliance Universe in the Subject Areas, i.e. risk-based mapping the Subject Area external requirements on MTN arising from applicable laws, regulations, MTN commitments made to key Business Partners. 
    • Design and execute monitoring and testing against the Compliance Universe.
    • Identify potential areas of non-compliance, compliance vulnerability and risk in the Subject Areas, along with corrective and risk mitigating measures. 
    • Assist in augmenting an effective PTC training and awareness program, including appropriate introductory training for new employees as well as ongoing training for all relevant employees.
    • Create and provide training and awareness sessions on Subject Areas for an audience in MTN Group and MTN Group subsidiaries.
    • Be instrumental in the operationalization of the Partner and Trade Compliance Framework across MTN Group subsidiaries.
    • Record and Report on the roll-out and embedment of Partner and Trade Compliance Framework across MTN Group and MTN Group subsidiaries.
    • Provide input into the creation and updates of Playbooks in the Subject Areas owned by Risk and Compliance.
    • Manage incoming Business Partner Compliance Questionnaires responses on Subject Areas, collecting input and alignment from non-R&C Policy Owners and collating into formal response to be sent.
    • Manage the program in requesting Business Partners to respond to MTN Compliance Questionnaires on Subject Areas, ensuring record keeping and frequency of Questionnaires.
    • Perform assessments of Business Partners’ Compliance Programs in Subject Areas, looking at their adequacy and effectiveness. 
    • Assist in Sanctions and Export Control assessments of Key Business Areas and Key Projects (Hyperscalers, Cloud based platforms, Hub & Spoke Deliveries, etc).
    • Assist in Sanctions and Export Control regulation monitoring, Sanctions and Export Control risk analysis and Sanctions screening.

    Key Deliverables

    • Implementation of Partner and Trade Compliance Framework that is adequate and effective
    • Business Partner Compliance Questionnaires relevant to key Business Partners
    • Effective handling of incoming Business Partner Questionnaires Subject Area questions 
    • Subject Area Compliance Universe with risk-based mapping of Subject Area obligations
    • Monitoring and Testing of Subject Area obligations
    • Up to date and documented policies and procedures in Subject Areas owned by R&C PTC
    • Established and operational Partner and Trade Compliance monitoring framework
    • Increased awareness on Partner and Trade Compliance initiatives and Subject Areas
    • Mitigation of Subject Area risks through updated processes and procedures
    • Alignment of internal policies and procedures to industry best practices

    Role Dependencies

    • Active and timely support from GM: Partner and Trade Compliance
    • Deep understanding of the MTN business strategy 
    • Understanding of the relevant legal environments 
    • Timely decision making and reporting 
    • Alignment of MTN Group and Group Risk and Compliance initiatives
    • Good communication and collaboration with Group Manco and MTN Group subsidiary representatives 

    Qualifications

    Education:

    • Minimum 4-year Academic Degree
    • Post graduate qualification (MBA/CA/Masters/PhD) will be an advantage
    • International certification in Risk Management or Compliance will be an advantage
    • Admitted attorney / advocate / auditor will be an advantage
    • Fluent in English is a must, and if coupled with French and/or Arabic it is an advantage 

    Experience:

    • Minimum 5 years’ experience or more in areas of specialisation (cf. Subject Areas); with at least 3 years in relevant sector / industry (an understanding of emerging markets is advantageous)

    Administrator - Compliance GSSC

    Responsibilities

    Staff Leadership and Management

    • Able  to work in a team
    • Responsible for self-learning and development with guidance from Manager
    • Ensure an ‘MTN centric’ and a partnership approach to develop strong
    • Relationships with other working groups
    • Ensure effective communication across the SSH and working groups on an on-going basis

    Governance

    • Participate and provide inputs in adhoc meetings

    General Reconciliations

    • Perform reconciliation for general ledger accounts for Opcos and SSH
    • Follow up on reconciling items, while limiting the requirements to process manual journals
    • Drive the service level agreements for the resolution of outstanding items on reconciliations
    • Track and manage the processes around performance of reconciliation and ensure all reconciliations are performed within the required month end schedules
    • Perform month end reconciliations and operational reporting such as vendor balance reconciliation and AP sub-ledger review

    Reconciliation  Administration

    • Receive local and foreign supplier statements into SSH
    • Based on a monthly selection of suppliers, use sub-ledger reports to reconcile the accounting system to the closing balance on the supplier’s statement and provide valid reasons for reconciling items
    • Ensure that a current/provisional statement or open item listing, is received on time in order to accrue for invoices that have not yet been received and reconcile to the Accounts Payable Trial Balance (APTB) before the next payment due date
    • Initiate queries on long outstanding reconciling items and escalate. .
    • Do housekeeping on APTB and resolve all items that do not appear on the supplier statement
    • Ensure adherence to departmental cut-off dates, in support of General Ledger month end deadlines
    • Monitor supplier reconciliations to ensure the status and escalation on outstanding invoice queries are resolved.

    Review and Audit Management

    • Help with the generation of reporting files to be presented to the Opcos/SSH for review
    • Manage the queries and request resulting out of the review processes and provide the information that is requested by the business
    • Help with the preparation of audit and tax schedules for the Opcos
    • Obtain and collate audit evidence that is required from both internal and external auditors

    Qualifications
