Purpose of the job:
- Site quality director manages the Site Quality Teams in order to ensure the deliveries from the Site are at the right quality level. He/She cascades & implements the Site objectives within the Quality organisation and implements quality policy & tools at Site level.

MAIN RESPONSABILITIES
Accountabilities & Authorities:
Quality Action Plan:
- Develop Quality Culture & Right First Time Approach.
- Ensure consistency of QCD objectives and the contractual/regulatory obligations applicable to the projects.
- Drives continuous improvement plans to analyze and reduce the CONQ, NCR, Safety issues and Demerit
Quality embedded in operations:
- Deploy Quality Policy within the management committee of the Site,
- Responsible for Quality and Safety assessment of the products & services delivered, according to the contractual quality requirements.
- Increase Customer satisfaction through periodic meetings, Customers Surveys, product delivery controls,
- Manage and escalate Top issues impacting safety and customer
- Ensure that DFQ Gate Reviews and Suppliers FAI are done in time, including waiver when required
Quality Resources Management:
- Lead, Manage and develop Quality teams, using quality school, expertise, and APSYS.
- Deploy standard tools and indicators, and contribute to their improvement
QMS and Process management:
- Ensure Process governance, Risk and Opportunity management with site interested parties.
- Evaluate by Internal Audits the quality performance in each process.
- Ensure the right update about the Quality (QMS) Reference documents, using REX process.
- Ensure site QMS conformance against Alstom standards, Customer standards and ISO9001/IRIS requirements/CMMI/ECM...
Performance measurements:

MAIN REQUIRED COMPETENCES
Educational Requirements
Mandatory:
- Degree in Engineering and General Management Qualification
Desirable:
- Knowledge of railway industry (norms, certifications…) would be an asset
Experience
Mandatory:
- 10 years of experience Quality, project and operation.
- Experience in managing Quality tools and problem-solving tools.
- More than 5 years experience managing Engineering/Quality/Operations population of more than 20 employees.
Desirable:
- Senior management experience, with preferably good knowledge of all type of products.
- Green/Black Belt Qualification

PURPOSE OF THE JOB:
- Manage the technical contractual scope of the project ensuring its delivery according to the quality, cost, performance and scheduled commitment originally agreed and, if applicable, updated as a result of negotiated variation orders.
POSITION IN THE ORGANIZATION –

- Located in Nigel (Ekurhuleni) at the production site
- May also be required to visit suppliers and other Alstom sites/offices
RESPONSIBILITIES:
MANAGE THE TECHNICAL CONTRACTUAL SCOPE OF THE PROJECT:
- Be accountable for the customer acceptance of the project solution
- Manage the project technical risks and the corresponding mitigation plan
- Together with the Project Manager, in case of contractual scope evolution, rise variation order and manage it
- Validate the technical design choices with the peers and Solution Director
- Identify which are the applicable regulations in the customer country/city and ensure they are taken into account in project solution design
MANAGE THE PROJECT SOLUTION, INCLUDING THE CUSTOMIZATION AND SPECIFIC CONFIGURATION OF THE GENERIC SOLUTION TO MEET QUALITY, COST, DELIVERY AND PERFORMANCE (QCDP) COMMITMENTS:
- Ensure, with support of the required experts and involving all stakeholders, that all the technical requirements of the contract are fully addressed throughout the project lifecycle, from the capture stage up to the demonstration
- Act as a chairman of Project Change Control Board (CCB)
- Be responsible of the project design and application engineering activities
- Supervise Verification & Validation activities
- Be accountable for Engineering WP QCD
- Provide BOM
- Verify Project Safety Case (scope, strategy and exported constraints)
FUNCTIONALLY LEAD THE PROJECT ENGINEERING TEAM:
- Allocate Task(s) across Project Engineering team and ensure engineering activities follow-up
- Together with Domain / Metier Leaders and RC Project Engineering Metier / Domain Department Heads, define the project engineering team organization according to the project phase (and as defined in the EMP)
- Deploy the applicable engineering process, methods & tools on the project
- Manage and participate in the evaluation of the project engineering team
- Share Environment, Health and Security (EHS) rules with project engineering team (receiving inputs from PM/Project EHS Manager/Coordinator or RC EHS Manager)
- Support assessment of the teams involved in project engineering activities, including the ones belonging to a different Regional Center.
MANAGE THE INTERFACE WITH THE PROJECT CORE TEAM:
- Provide all technical documents to the project core team members for the industrialisation, sourcing, installation, test and commissioning (product BOQ, architecture schematics, ...)
- Provide support to the Project Technical Manager on execution of technical activities on-shore (delegation of responsibility could be defined and formalised in the Engineering Management Plan of the Project)
- Solve technical issues detected by different core team members
- During project warranty, coordinate actions to support resolution of pending technical issues following Project Warranty Manager (PrWM) requirements
- Support PrQSM to consolidate the REX of the Project and the Reliability Growth
- Support RC Project Engineering Domain/Metiers Department Head to define/perform knowledge capitalization
PERFORMANCE MEASUREMENTS:
- Project QCDP (quality, cost, delivery and performance)
- Project Specification, including Design documents & Projects V&V documents approval status
- Project requirement database maturity (it covers “traceability & coverage of requirements by V&V”)
- Engineering management plan application
- Assessment results based on internal audits and process inspections (applied in the project)
CANDIDATE REQUIREMENTS
