    Director (P5) (Financial Support Services: Supply Chain Management)

    • The Department of Supply Chain Management is responsible for the acquisition of all goods and services, tender administration, warehousing & distribution of stock and non-stock, supplier management, commodity, and contract management.

    Responsibilities:   

    The core responsibilities will include but not limited to:

    • Ensure an effective and efficient Supply Chain Management value chain.
    • Drive SCM unit to excellence in all aspects of supply chain management aligned to the institution’s strategic objectives.
    • Develop initiatives to optimize value of the entire functions in creating a world class SCM unit.
    • Manage performance to ensure attainment of institutional goals and objectives.
    • Develop, implement and monitor SCM, Travel and asset management policies and procedures in line with relevant legislation and fit for purpose industry practices. 
    • Ensure high quality consistent performance and standards across all operations.
    • Drive compliance with all regulatory requirements and ethical standards related to procurement.
    • Demand Management and Expenditure Control.
    • SCM Unit Talent Management.
    • Customer Relationship Management.
    • Supplier performance and relationship management.
    • Ensure attainment of the University Supplier and Enterprise Development targets.
    • Continuous risk assessment and mitigation thereof.
    • Overseeing the asset management function of the University.
    • Continuous control environment enhancement.

    Minimum requirements

    • A Postgraduate/Honours in Business Administration, Supply Chain Management, or related field (NQF 8).
    • Eight (8) years’ finance management experience - preferably in the supply chain management role.
    • At least five (5) years of proven people management skills within medium to large environment, at senior leadership level.
    • Three (3) to five (5) years’ experience within an SCM environment.
    • A Chartered Institute of Procurement & Supply (CIPS) qualification would be an advantage.

    Recommendations:

    • A Masters qualification will be an added advantage.
    • Understanding of the higher education sector.
    • Experience in forecasting and project management.
    • Financial management - Knowledge of economic and accounting principles, forecasting, and analysing data and financial information.

    Financial Officer III: Tender Administrator (P8) (Financial Support Services: Supply Chain Management: Contracts and Tenders)

    Responsibilities:

    • Plan, organise and manage the end-to-end tender process in a fair, transparent and equitable manner in accordance with the Supply Chain Management Policy.
    • Ensure quality submissions of tender reports or packs to various committees.
    • Process and send tender related purchase orders to the end-user departments and service providers.
    • Ensure effective stakeholder engagement and communication with committee members, project leaders, managers, peers and externa stakeholders.
    • Ensure timeous and proper tender progress reporting.
    • Effectively manage and ensure timeous execution of tender requests.
    • Provide supervisory role to junior Tender Administrators where required.
    • Ensure adherence to policy during the tender process.
    • Attend to audit queries and provide required documentation.
    • Ensure effective document storage, archiving and record management for tender related documents.
    • Proactively assess personal skills, knowledge, and competency gaps relevant to the procurement, tendering, and financial administration functions.
    • Attend internal and external training programs, workshops, and seminars focused on procurement and supply chain.
    • Ensure cost effectiveness during the sourcing process.
    • Engage in tender negotiations, where applicable.

    Minimum requirements

    • A Bachelors’ degree (NQF 7) in Procurement or Supply Chain Management or equivalent qualification.
    • Three (3) years' relevant experience in tender administration.
    • Experience working on the SCM modules, experience on Oracle will be an advantage.
    • Knowledge and understanding of procurement Act, policy and principles.
    • Understanding of the procure to pay processes.
