    Administration Assistant - Stakeholder Management

    Job Description

    • Manage filing system including electronic filing
    • Record all incoming and outgoing documents, and maintain confidentiality of their contents
    • Do typing, photocopying, scanning, and binding of documents
    • Do data capturing on applicable database and case management system;
    • Register  and maintain stakeholder information database and case management system;
    • Manage the case flow on database and case management system;
    • Create hard copy case files and submit to analysts;
    • Compile and disseminate acknowledgment of receipt letters to all stakeholders who have submitted requests for information;
    • Maintain and update data on Sharepoint;
    • Perform any other administrative duties that may arise.

    Education, Skills and Experience

    Administration Officer: CAP

    Job Description

    • To provide comprehensive administration and support services to management and staff of the Compliance and Prevention Division of the Financial Intelligence Centre

    KEY PERFORMANCE AREAS

    • Provide general administrative support to managers and staff.
    • Coordinate and arrange meetings, prepare meeting packs, and take minutes.
    • Consolidate and prepare operational month end reports as required.
    • Support and assist with documentation preparation and filing for the Data Systems Reporting Unit. 
    • Administer HR related documents for the Division including leave, performance agreements, training documents etc. 
    • Perform all administrative functions related to Finance documents including travel claims, petty cash requests, invoices etc.
    • Perform all administrative functions relating to procurement (prepare requisitions, liaise with the Supply Chain Management etc.) in the Division
    • Manage and maintain the filing system and document tracking system in terms of the FIC records management policy e.g. case files, correspondence and minutes, including for other units within the division when necessary.
    • Recording of all outgoing and incoming correspondence and issuing of reference numbers for correspondence and follow up to ensure timeous sign off of documentation.
    • Assist with maintaining and managing Divisional assets. 
    • Ensure office equipment are in working order and logging calls with ICT to report any malfunction.
    • Coordinate and make travel arrangements.
    • Typing, scanning, photocopying, and binding of documents as requested
    • Assist administration staff with work overflow and relief when required.
    • Assist new employees with access cards, parking, and stationery.
    • Screen calls and take messages for managers.
    • Perform any other ad hoc duties as assigned.

    EDUCATION, SKILLS AND EXPERIENCE:

    • Matric
    • Diploma in Administration preferred.

    Senior Enforcement Officer

    Job Description
    JOB PURPOSE:

    • To administer and process non-compliance matters arising from FIC supervision, including inspections, for remediation action via directives or for enforcement by way of administration sanctions to the adjudication panel, and defending appeals in terms of the Financial Intelligence Centre Act, No 38 of 2001 (the FIC Act). 

    KEY PERFORMANCE AREAS:
    Technical Competencies

    • Correctly evaluate and assess the seriousness and extent of non-compliance with the provisions of the FIC Act, arising from FIC supervision, including the strength and admissibility of evidence as contained in an inspection report.
    • Draft remediation directives in matters not referred for administrative sanction, and draft administration sanction notices with the view to ensuring effective, proportionate and dissuasive enforcement, in terms of the FIC Act.
    • Present post inspection remediation action by directive to the Enforcement Manager for approval.
    • Present administrative sanction matters to the FIC Adjudication Panel and/or Director of the FIC, including oral and written arguments on the merits of the matter.
    • Monitor and report on all historic and current administrative sanctions issued and payments received, and progress regarding civil recovery of financial sanctions imposed. 
    • Draft all pleadings and heads of arguments in an appeal lodged with the FIC Appeal Board.
    • Provide assistance and support in respect of matters referred to the High Court of South Africa.
    • Monitor and report on the supervision and enforcement of the FIC Act by supervisory bodies Assist in providing guidance, advice and training on the supervision and enforcement of the FIC Act.
    • Attend and respond to correspondence relating to supervision and enforcement.
    • Respond to public queries relating to enforcement.
    • Conduct legal research.
    • Draft cogent, legally sound and persuasive arguments and opinions.
    • Deliver on operational goals and tasks with minimal supervision.
    • Assist the Manager of Supervision and Enforcement in giving effect to the aims and objectives of the Supervision and Enforcement Unit as these objectives and processes evolves. 

    EDUCATION, SKILLS AND EXPERIENCE:

    Education

    • Degree in law i.e. LLB, BCom Law degree.
    • Admitted attorney and/or advocate.
    • Qualifications in anti-money laundering risk, combatting terror and proliferation financing risk and compliance management would be advantageous.

    Skills

    • Strong litigation skills.
    • Proven criminal and/or civil procedure knowledge.
    • Knowledge of the FIC Act and international anti-money laundering standards. 
    • Exceptional legal drafting skills.
    • Good verbal communicator.
    • Proven interviewing, interpersonal and problem-solving skills.
    • An intermediate to advanced level of computer literacy, including MS Word, MS Excel, MS Power Point.
    • A high level of judgement and integrity.

    Experience

    • At least 8 years' experience in a relevant field i.e. prosecution, relevant civil litigation or regulatory experience in a similar position;
    • The prospective candidate should have an advanced understanding of administrative law and enforcement;
    • Possess exceptional writing and legal drafting skills and be a good verbal communicator with proven interviewing, interpersonal and problem-solving skills;
    • A high level of judgement and integrity is crucial for this position.

    HR Business Partner

    Job Description

    • Partner with internal clients to develop and implement people management practices thereby enabling optimal operation of the FIC.

    KEY PERFORMANCE AREAS:

    • Provide guidance and advice on HR framework to improve performance and integrate people management solutions.
    • In collaboration with the Senior HR Business Partner, proactively supports the delivery of HR Processes and promote the use of HR systems, policies and processes at the business unit level.
    • Influence management around the people agenda and issues.
    • Provide input to the development of an HR strategy and facilitate implementation across the business.
    • Recruit for business and recommend appointments based on the fit to the business.
    • Actively identifies gaps, proposes and implement changes necessary to cover risks. including drafting of policies and procedures.
    • Conducts post implementation evaluation and monitor effectiveness.
    • Actively assist managers with the implementation of the transformation agenda within their area of responsibility 
    • Support and partner with the Senior HR Business Partner in the implementation of the strategic HR initiatives and change management programmes.

    • Resolve complex people management matters, apply linkages and connecting the dots of the different solutions to other HR offerings.
    • Support, develop and coach managers in relation to their approach and consideration of people issues ensuring that they understand the impact of these on the individual and the business (employee relations, performance management, talent management, etc).
    • Manage exit processes for employees, carrying out exit interviews etc
    • Monthly planning, coordination, and project management of HR intervention. 
    • Compile and report on people management issues, identify implications for business and recommend solutions e.g effectiveness of provided solutions, trends and forecasts. 
    • Provide input to SLA and achieve set SLA targets.

    EDUCATION, SKILLS AND EXPERIENCE:

    • Relevant Bachelor’s degree 
    • 5 years’ experience in a generalist role
