    Part-time (4/8ths) Senior Financial and Administrative Officer

    The position involves the following responsibilities:

    Income management:

    Liaising with clients regarding the following:

    • Obtaining the necessary documents to register a debtors code for new clients.
    • Registration and follow-up of CAFids for new clients.
    • Invoicing (monthly and upon request) for analysis performed at BIOGRIP/CAF labs.
    • Following up on outstanding payments for internal and external clients.

    Expense management:

    • Performing routine administrative tasks, including loading requisitions for processing payments and reporting.
    • Sending purchase orders to companies.
    • Keeping a detailed record for expenses according to specific budget categories.
    • Liaising with the purchasing and finance divisions.
    • Following up with suppliers for documents and vendor registration.

    Reporting:

    • Performing BIOGRIP statistics.
    • Liaising with the BIOGRIP-UCT-Hub.
    • Preparing monthly reports linked to the BIOGRIP budget.
    • Preparing annual BIOGRIP reports.

    General responsibilities:

    • General office administration.
    • Receiving deliveries and samples.
    • Assisting with organising training and workshops.
    • Assisting central finance with various financial queries.
    • Loading Planon requests.
    • Ordering stationery and office equipment, certification and in-transit registration of assets, as well as handling all payment requests.
    • Assisting with asset management.
    • Handling correspondence and general telephonic and electronic enquiries.
    • Maintaining an effective filing system (electronic) and keeping all filing up to date.

    Job Requirements        

    • BCom degree.
    •  At least four years relevant administration experience.
    • Experience with the preparation of financial reports.
    • Proven experience with Office (Word, Teams) and advanced Excel.
    • Sound verbal and written communication skills.
    • Outstanding interpersonal relations.
    • Effective planning, organisational and prioritisation skills.

    Manager: Network Services and Infrastructure (Post Level 6)

    Duties    
    Project and Maintenance Funding:      

    • Negotiating and securing funds for network upgrades and maintenance projects.       
    • Identifying and budgeting projects for network upgrades and maintenance.       
    • Managing network projects cost effectively within budget.

    Network Infrastructure Management:

    • Designing, implementing, and maintaining the organisation's network infrastructure to ensure high availability, scalability, and security.
    • Evaluating and recommending new technologies, hardware, and software solutions to enhance network performance and capabilities.
    • Managing network configuration, including routers, switches, firewalls, load balancers, and other networking components.
    • Maintaining SU Network Infrastructure Specification, and managing design, installations and deviations of network infrastructure projects accordingly.

    Network Connectivity:       

    • Managing cloud services and service providers, site to site connections, security and monitoring.       
    • Managing TENET internet links and service providers.      
    • Managing secure remote access for SU staff, students and associates.

    Campus Unified Communication and Collaboration:       

    • Managing, installing and maintaining Open Scape Voice contracts and systems and Telkom phone lines.       
    • Managing, installing and maintaining Microsoft Teams for voice services.

    Network Services Management:       

    • Overseeing the deployment and management of network services such as DNS, DHCP, VPN, and VoIP.       
    • Ensuring the proper functioning of network-related services and troubleshooting issues as they arise.       
    • Managing campus network connections and access to cloud services.

     Network Security:       

    • Developing and enforcing network security policies and procedures to safeguard sensitive data and prevent unauthorised access.
    • Managing and designing network firewalls (on-prem and cloud), including network layout and configuration according to current security standards and policies.       
    • Staying updated on emerging security threats and implementing appropriate measures to mitigate risks.

    Monitoring and Optimisation:       

    • Implementing monitoring tools to proactively identify and address network performance issues.      
    • Analysing network traffic patterns and optimising network configurations to enhance performance and efficiency.

     Documentation and Reporting:         

    • Maintaining accurate documentation of network architecture, configurations, and changes.
    • Generating regular reports on network performance, uptime, and security incidents for management review.

    Project Management:         

    • Planning and executing network infrastructure projects such as upgrades, migrations, and expansions.         
    • Defining project scope, objectives, timelines, and resource requirements.         
    • Collaborating with cross-functional teams to ensure successful project delivery.

    Team Leadership:         

    • Managing all staff appointments in the Department.         
    • Managing all job descriptions, key performance areas and performance evaluations for staff in the Department.         
    • Leading and mentoring a team of network engineers and technicians, providing guidance, performance feedback, and professional development opportunities.         
    • Delegating tasks effectively, managing workloads, and ensuring the team's productivity and collaboration.

    Vendor and Stakeholder Management:         

    • Managing tenders for supply, installation and maintenance of network infrastructure and services according to the procurement policies of the SU.         
    • Negotiating and managing SLAs with suppliers of network equipment and services.       
    • Collaborating with vendors to procure networking equipment and services, ensuring the best value and quality.        
    • Liaising with internal stakeholders to understand business requirements and aligning network strategies accordingly.

    Data Centres Infrastructure:        

    • Managing SU data centres infrastructure on campus, including Tygerberg and DR site.         
    • Managing and monitoring power, generator, UPS, aircon, fire and alarm systems in data centres.         
    • Managing SLAs with our Facilities Management Division for electricity, UPS, cooling, alarms, etc.         
    • Managing space and power allocation in data centres.         
    • Managing network and internet services in data centres.

    Job Requirements        

    • Bachelor's degree in Information Technology, Computer Science, or a related field with six years' relevant experience (a masters degree is preferred); OR a National Diploma in Information Technology or a related field with ten years' relevant experience.
    • Eight years' experience in network engineering, financial planning, and leading and managing a team of network professionals. Strong knowledge of networking protocols, technologies, and best practices.
    • Experience with network security principles and practices.
    • Experience in cloud network setup, integration and management.
    • Experience in relevant vendor and stakeholder management.
    • Excellent communication and interpersonal skills.

    Recommendation        

    • Network certifications like Cisco CCNP, or Huawei Certified ICT Professional (HCIP), or equivalent.
    • Project management certifications and five years experience, including planning, execution, and risk management.
    • Network Cloud certification for services such as AWS, Azure, Google, or similar.

    Social Impact Manager (Post Level 8)

    Duties        

    The overarching purpose with this post is to manage the social impact of SPL's academic capacity through:

    • Optimising social impact initiatives from the SPL's research and teaching activities.
    • Managing the whole portfolio of short courses and MMC programmes within the School.
    • Maximising research and teaching benefits from social impact initiatives.
    • Promoting greater integration between research, teaching and social impact.
    • Managing and integrating all social impact related administrative functions, including the preparation and control of social impact budgets and other social impact funds, record-keeping and reporting, as well as the collection and distribution of appropriate information.
    • Acting as an active member of several public service and institutional committees when required.
    • The specific functions emanating from these are dynamic and must be renewed and supplemented continuously, but include:
    • Continuous building of relationships with stakeholders, including practitioners, policy makers, regulators, activists and other stakeholders fulfilling a role in public policy and management, sustainable development and environmental management.
    • Supporting academic staff to maintain a balance between the above-mentioned three roles.
    • Seeking new social impact opportunities, including completing tenders.
    • Managing personnel within the social impact section.

    Job Requirements    

    • A master's degree in one of the three knowledge areas of the SPL, namely Public Policy and Management, Sustainable Development, or Environmental Management.
    • Knowledge of and work experience in the higher education environment.
    • Knowledge and experience in sourcing short courses through the tendering process.
    • Knowledge and experience of how Seta policy process work and of public sector short courses.
    • Senior level management practice experience in the public sector.
    • Excellent verbal and written communication skills, and the ability to maintain sound interpersonal relationships

    Administrative Officer A1 (Post Level 10)

    Duties        

    • This position coordinates the academic administration short course processes, liaising with high level networks and various e-learning relating to students and staff within the Municipal Minimum Competency (MMC) Levels Certificate Programme.

    Responsibilities will include, but will not be limited to:

    • Drafting and coordinating MMC programme schedules and handling all administration and logistics related to contact sessions (local, provincial and national), telematics/virtual classes, assignments, examinations and reporting.
    • Short Courses student registration, portfolio of evidence of students, student orientation, answering queries of students relating to academic administration and appropriate referral with regard to course-related issues.
    • Supporting students and academic staff in the use of the SU e-learning platform /SPL short course website and other interactive learning mediumsa, acting as administrator to keep module/unit standard content up to date, extracting reports from the SPL short course website and general trouble-shooting on the learning platform.
    • Liaising with clients, academic staff and managing the production of course material, such as workbooks/learner guides, ordering and distributing text books and electronic course material, and production and distribution of pre-recordings of video material, etc.
    • Supporting the Social Impact Manager with short courses schedule planning, and financial planning and management of budgets.
    • Assisting the Social Impact Manager in sourcing tender for short courses, providing support with tender administration, including the completion of tender forms  and documents relating to tender applications.

    Job Requirements        
    Given the specific nature of the programme presentation, the incumbent will be required to have:

    • A bachelor's degree in Public and Development Management, or in a related subject area.
    • Knowledge and understanding of policies and processes relating to the administration of short courses and support of programmes within a higher education context.
    • At least three years' experience relating to administration / short course administration, or other similar social impact activities within an academic environment.
    • A valid driver's licence and willingness and ability to travel to provide logistical and administrative support off-campus as needed.
    • Good written and verbal skills in English.
    • Good organisation and interpersonal skills.
    • The ability to work under pressure and meet deadlines.
    • The ability to show initiative and flexibility, reliability and integrity.
    • Attention to detail is important.
    • Familiarity with the MS Office package (i.e., Word, Excel).

    Recommendation

    • Fluency in other official South African languages would be advantageous.
    • A diploma in Project Management would be advantageous.

    Administrative Officer B1: Makerspace (Post Level 11.1)

    Duties    

    • Assisting clients with using Makerspace equipment, tools, and software, including providing booking and basic training support.
    • Ensuring the readiness and technical functioning of all Makerspace facilities, equipment, and consumables.

    Recommendation

    Duties        

    • Installing, daily maintenance of and monitoring computer systems and servers at Stellenbosch University. (This position may from time to time require after hours system maintenance).

    Job Requirements
