    Administrative Officer: Supporting and Interlinked Financial Systems. Ref No. PT 21/2026

    Minimum Requirements

    • An appropriate 3 year relevant tertiary qualification (NQF 6) in Business Administration/Economics / Accounting / Public Finance / Admin etc; A minimum of 3 years' clerical experience on financial systems

    Key Performance Areas

    • Administration and co-ordination for nominations for training of transversal financial systems;
    • Building capacity of transversal financial system users;
    • Maintaining and verifying of various databases and reports of all training interventions; Handling, verification and reconciliation of 

    accounts;Supervise human resource staff.  

    Competencies

    • Constitution of RSA (Act 108 of 1996); Public Financial Management Act (Act of 1999); Public Service Act (Act 103 of 1994); National Treasury Regulations (NTR);  Provincial Treasury Instruction (PTI`s);
    • Knowledge of clerical duties, practices as well as the ability to capture data, operate computer and collecting statistics; Knowledge and understanding of the legislative framework governing the Public Service;
    • Knowledge of working procedures in terms of the working environment; Relevant prescripts to PERSAL; Basic knowledge of PERSAL, BAS and LOGIS; Basic knowledge of Financial Administration; Labour Relations Act; Knowledge of HR practice.

    Deputy Director: Supporting and Interlinked Financial Systems, Ref No. PT20/2026

    Minimum Requirements

    • An appropriate tertiary qualification (National Diploma/B-Degree or higher) at NQF Level 6 or equivalent in Financial Management/Accounting/Supply Chain Management, PublicAdministration/Management/Information Technology; A minimum 3 years middle management level experience.

    Key Performance Areas

    • Manage the implementation and maintenance of the financial systems which includes system access security and controls; Oversee the establishment and maintenance of uniform systems policies, norms and standards, which includes governance mechanisms and reporting processes to enforce compliance for financial systems;
    • Manage capacity building within Provincial Departments to ensure the effective utilization of the financial system;
    • Oversee the establishment and maintenance of uniform systems policies, norms and standards, which includes governance mechanisms and reporting processes to enforce compliance for financial systems; Plan and manage the work of and account for the overall performance of the Subdirectorate; People Management; Financial Management.

    Competencies

    Knowledge of and working experience in the following: 

    • legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions;  information systems that aid in the management of knowledge and information pertaining to the line function;  
    • project management; operational management practices;  procurement and tendering processes; policy development, and operational management, monitoring and review processes; modern systems of governance and administration;  
    • public service procedures, processes and systems;  the regional and local political, economic and social affairs impacting on the provincial government of the Western Cape;  Constitutional, legal and institutional arrangements governing the South African public sector;   public finance, human resources and discourse management processes;
    • the Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements. functioning of the province and the activities of sister departments/related functional areas; Knowledge and understanding of the policies of the government of the day;  Labour Relations legislation and regulations;  performance management in general.
