    Regulatory Reporting Manager

    Job Description

    • To manage the implementation of new regulations, standards and changes in regulatory reporting, to ensure daily operations are managed according to stakeholder requirements including the submissions and analysis of returns, to ensure compliance with set legislation, and to manage the regulatory reporting team.
    • Establish and drive governance processes across the Group’s BA landscape to ensure appropriate oversight, monitoring and resolution of risks, process constraints and audit findings through the BA Oversight Forum and collaboration with the ERM Regulatory Liaison office.
    • Manage and co-ordinate the implementation of the new SARB submission portal, Umoja, with the IT and segment regulatory specialists.
    • Manage the timely production, coordination, review, preparation, and submission of financial and economic regulatory returns for FirstRand Bank Ltd and FirstRand Group Review financial regulatory reports and South African Reserve Bank (SARB) query responses prepared by the regulatory reporting team.
    • Support the collation of monthly regulatory reporting by planning, coordinating, facilitating, and assisting with the submission for all regulatory credit and operational risk returns.
    • Lead and coordinate the reg 46 audit of regulatory returns in compliance with the Bank Acts, in collaboration with relevant parties.
    • Plan and coordinate ad-hoc regulatory reporting changes, new requirements, and projects.
    • Manage systems and processes required for successful compilation and submission of regulatory returns.
    • Review team output to provide useful and insightful information based on regulatory returns.
    • Represent FirstRand in industry forums on regulatory matters and changes with SAICA, BASA, SARB and other industry bodies.

    Role Purpose

    • To be the FirstRand Group Project, Programme and Portfolio Management Capability (PMC) Lead, directing the organisation in building, modernising, and running this shared Group capability.

     Are you someone who can:

    • Collaborate with the various segment PMO’s, to direct, own, evolve and govern the Group wide standards, principles, frameworks, measurement, operating model and associated enabling tooling across people, process, technology, and data.
    • Build working relationships across segments, countries, and functional lines to enhance work delivery, collaboration, and innovation. 
    • Facilitate the decision-making process on build, buy or partner for PMC technologies, within the context of the Group principles and frameworks.
    • Drive a commercial mindset within the PMC community through measurement, up-skilling and change management.
    • Drive the ‘get, keep and grow’ Group people strategy for the PMC.
    • Group portfolio level (enterprise-wide programmes):
    • Facilitate resources and capacity prioritisation for budgeting across “Build & Run”
    • Report across risk, delivery, costs vs budget and resourcing with associated actionable insights. Consumption of this reporting being for both internal and external e.g. regulator purposes.
    • Demonstrate the quantitative and qualitative successful outcomes of the investment in modernising our PMC, in contributing to the achievement of our Platform objectives.
    • Conduct external and competitor benchmarking to validate and evaluate our approach and progress in modernising our PMC.

    You will be an ideal candidate if you:

    • Have a relevant post-graduate degree and qualification in Programme/Portfolio Management
    • Have other relevant studies in strategy, enterprise architecture, artificial intelligence and machine learning would be beneficial.
    • Have previously headed up a large Programme Management Office
    • Possess 10 – 15 years relevant experience, 5 within the financial services industry.

    Financial Crime Risk Assessment Specialist

    Job Description

    • The purpose of this role is to provide ongoing oversight of the compliance issues impacting the financial crime risk profile. The role includes active engagement with segments on non-compliance issues raised by assurance providers or identified through breaches in key risk indicators. In addition, the incumbent will co-ordinate and participate the group’s response to quarterly regulatory returns, periodic inspections, and progress reports on remediation.

    Role Purpose:

    Are you someone who has experience with:

    Process

    • Evaluation and assessment
    • Coordinate (manage/direct/contribute to) requests for information, quarterly returns to the regulator, and self-assessment questionnaires or declarations.
    • Co-ordination of group response to inspections by the regulators, requesting information from segments, evaluation and assessment of segment feedback, submission to regulators and co-ordination of presentations.
    • Perform monthly Archer logs reviews and facilitate meetings with the respective segment compliance teams. The aim is to ensure that non-compliance issues are complete, accurate and valid when logged on Archer. Critically review risk rating, root causes and action plans and the adequacy of actions to close the findings on a timely basis.
    • Oversight through attendance of key segment or business unit meetings.
    • Reporting
    • Regulatory reports (management meetings, internal governance meetings, regulators): Co-ordination of submissions, consolidation to create group view, evaluation and assessment of segment feedback.

    Assurance

    • Facilitation of assessments and evaluation of the adequacy and effectiveness of established controls.
    • Logging, tracking and follow up of corrective actions to address deficiencies identified through assessments.
    • Preparation of the high-risk themes for monitoring based on legislation, frameworks, policies, minimum standards and guidance notes.
    • Other
    • Any other ad hoc task or work requirement which may be allocated to the incumbent by the Group Head of Financial Crime Compliance or the Group Financial Crime Compliance Manager.

    Customer

    • Manage/direct/contribute, as appropriate, to engagement with regulators.
    • Maintain effective working relationships across FirstRand’s financial crime centre of excellence including business unit compliance officers.

    Qualifications and Experience

    • Post-graduate degree or an honours degree in Commerce with specialisation preferences in Auditing or Risk Management or Compliance or Legal,
    • At least 5 years relevant experience in compliance, risk management, internal or external audit, and
    • Financial crime experience financial service industry will be beneficial.
