    Specialist Analyst - Market Risk and Transparency Department (Pretoria)

    Key Performance Areas

    • Implement and administer the CRS Act, Conduct Standard - Requirements relating to the provision of a benchmark and any other subordinate legislation.
    • Conduct routine market conduct on-site inspections of CRAs and FBA in terms of the Risk-Based Supervision approach.
    • Review and recommend for approval or refusal of applications for licence, amendments, exemptions, and outsourcing arrangements for CRAs, and assist the   licencing division in the review of applications for license for FBAs. 
    • Conduct relevant research to improve the standard of regulation in line with international developments. and initiate the development of regulatory   instruments and guidance notices.
    • Initiate, participate, and contribute to the development of applicable legal frameworks, regulatory instruments, guidance notices and policy direction on   the regulation and supervision of CRAs and FBAs. 
    • Provide input into requests from local and international standard setting bodies and regulators, including questionnaires and consultative papers, when   required.
    • Organise, participate, and represent the department at relevant internal and external meetings, committees, information sessions/seminars and forums in   area of responsibility in line with stakeholder engagement plan. 
    • Compile routine management reports and commentaries within the set timelines. 

    Requirements

    • A bachelor’s degree in finance, economics, accounting, or law with at least 7 years of experience in the financial sector and/or the regulatory environment within the financial services industry.
    • Good knowledge and/or experience of the functioning of the financial markets, credit rating services or financial benchmarks will be an added advantage.

    • Understand and apply provisions and conditions of the legislative framework;
    • Ability to apply risk assessment and risk management techniques;
    • Plan and execute on-site reviews with professionalism and the required technical standards;
    • Assist with the monitoring of compliance with the provisions of the Financial Markets Act, subordinate legislation and the applicable conduct standards.
    • Assist to plan and conduct on-site visits and inspections;
    • Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Specialist Analyst and the Manager; and
    • Conduct investigations where necessary and ensure that all relevant complaints are dealt with.

    Requirements

    • A bachelor’s degree in commerce, Finance or Mathematics with 2 to 3 years of experience in the financial sector and/or the regulatory environment within the financial services industry.
    • The candidate must also demonstrate an understanding of the financial markets, financial instruments, and the mechanics of OTC derivatives instruments.
    • Good knowledge of financial analysis and risk management is essential.

    Junior Analyst : Markets Issuers and Intermediaries Department (Pretoria)

    Key Performance Areas:

    • Assist in Identifying shortcomings and anomalies to the regulatory framework;  
    • Assist in proposing changes to the regulatory framework and assist the Department with the implementation of such changes;  
    • Assist to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation;  
    • Assist with the monitoring of compliance with the provisions of the Financial Markets Act and subordinate 
    • legislation;  
    • Assist to plan and conduct inspections;  
    • Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Specialist Analyst and the Manager; and  
    • Assist in conducting investigations regarding Market Infrastructures and to ensure that all relevant complaints are dealt with.  
    • Represent the organisation at relevant meetings of the market infrastructures; 
    • Apply risk assessments and risk management techniques.

    Requirements

    • A Bachelor’s Degree in Commerce, Finance, Financial Markets, Mathematics or similar with working experience in the financial sector and/or the regulatory environment within the financial services industry.
    • The candidate must also have basic understanding of financial markets, financial instruments, and the mechanics of Market Infrastructures.
    • Basic knowledge of financial analysis and risk management is essential

    Programme Manager - Project Management Office ICT Department (Pretoria)

    Key Performance Areas:

    • Manage internal and external development projects from inception to successful implementation and develop a programme roadmap for delivery.
    • Unpack the programme into project work streams and work packages and align and prioritize the project work streams along programme critical paths.
    • Provide leadership and motivation to project team members, business executives and programme stakeholders throughout the project life cycle to balance long and short-term objectives considering business value of the programme.
    • Manage and chair internal programme sessions with project managers and delivery managers across the organization.
    • Implement risk management strategies and review project risks and activities that could pose a risk to the programme.
    • Drive change management on the programme.
    • Implement a programme communication strategy.
    • Ensure effective budget management techniques are implemented on all projects and adhere to all Supply Chain processes and timelines and jointly develop   strategic sourcing strategies;
    • Respond and attend to escalations and queries raised against delivery of ICT services.
    • Produce all relevant reports as and when required

    Requirements

    • A postgraduate qualification in Computer Science or Information Systems, Business Administration or related field.
    • At least 8 - 10 years’ relevant experience in Project Management, broad-based information systems and business experience of which 5 years must be at a management level.
    • Demonstrated experience in leading diverse teams, experience with one or more project management methodologies (e.g. PMI, PMBOK, PRINCE2 and Agile).
    • Great Stakeholder and Communications skills, in order to Communicate effectively with stakeholders to understand requirements and provide project updates.
