Provide management oversight and strategic direction for the GIS & Planning Unit

Implementation Management
Develop and strengthen GIS services across RTC Group
- Develop and introduce appropriate spatial solutions to increase RTC Programmes performance.
- Strengthen geographical targeting by RTC programmes
- Provide GIS specialist support and guidance to RTC Programmes.
- Strengthen GIS infrastructure and systems for RTC SA and RTC International.
- Maintain and manage GIS systems and infrastructure to ensure scalability and compatibility.
- Ensure GIS solutions integrate well with other RTC health care solutions.
Staff Management
Manage and Strengthen staffing for the GIS & Planning Unit
- Recruit qualified staff to support both RTC SA and RTC International programmes.
- Capacitate staff on GIS systems, tools, and innovations.
- Ensure continuous staff development
Financial Management
Develop and grow a financially viable and sustainable business
- Develop and implement an effective marketing strategy for the unit
- Pursue new opportunities that include both health and non-health work
- Grow and diversify consulting work including into non-GIS
- Pursue new business strategic partnerships as part of growth strategy
- Strengthen management of GIS activities to ensure cost sustainability
- Develop appropriate brand identity for non-health work
- Continuously scout for business opportunities
- Prepare and contribute to all health RFPs/ proposals and suitable non health opportunities.
Research
Lead research towards innovative, relevant, and cutting-edge GIS and non-GIS solutions and products
- Develop GIS and non-GIS products to suit different RTC programmes and requirements
- Develop innovative and cutting-edge GIS and non-GIS solutions
- Facilitate continuous research, development, and innovation
- Promote partnerships with other lead research institutions and innovators
Program Output
Facilitate Primary Health Care Programme development through suitable sites identification and purchases
- Oversee development of credible locational models for health facility planning including population projections
- Oversee and support the development of community profiles
- Research and prepare briefing papers on relationship between settlement planning/built environment and health outcomes
- Develop and maintain a land identification and acquisition strategy for RTC
- Lead site identification for Primary Health Care programme growth in RTC targeted areas
- Develop and maintain a database of landowners of targeted sites
- Prepare site feasibility reports
- Assist with development of bankable feasibility studies
- Ensure undertaking of property valuations for all potential sites for acquisition by RTC
Clinical Output
Lead and Coordinate Town Planning, Property Conveyancing and Primary Health Care site development
- Lead land development processes, related to Spatial and Town planning, Property conveyancing, and Engineering services installations at sites
- Lead and manage procurement and tendering processes related to primary health care sites development
- Manage and co-ordinate professional site development team (s)
- Oversee Primary Health Care facilities construction processes
- Oversee site infrastructure upgrades
Reporting
Provide regular reports and present to RTC Executive, Funders, and partners
· Prepare Department and project reports as per funder and RTC Executive requirements.

Requirements
Minimum Qualification:
- Masters in Town and Regional Planning, GIS, Geoinformatics /Surveying, Geography, or related field
Minimum Experience:
- 10 years’ experience in health care services planning, development sector, GIS, Public health services
Desirable Qualification:
- PhD Degree in a discipline related to Town and Regional Planning, GIS, Geoinformatics/Surveying, Geography, or related field; and/ or Post grad qualification in Management
Desirable Experience:
- 15 years plus experience in health care services planning, development sector, GIS, Public health services
- Previous experience working in a similar role within the NGO sector and regional experience will be advantageous.

Data Management
- Perform routine entry of spatial and non-spatial data in GIS databases.
- Perform data verification and quality assurance of spatial and non-spatial data in GIS databases.
- Identify and correct data errors arising from routine data entry.
- Support data collection activities in the field.
System Support
- Support database querying relating to spatial and non-spatial data in GIS databases.
- Support data analyses and manipulation of various GIS databases.
- Support data visualisation for GIS projects.
- Provide geo-IT infrastructure support to the GIS Unit.
System Development
- Support development of appropriate web- and sever-based solutions for GIS applications.
- Support the development of appropriate GIS mobile applications for various Right to Care-supported grants and external projects.
- Support development of appropriate desktop applications and databases.
Reporting
- Provide the line manager with input and a high-level summary of all GIS-related and activities as and when required.
Requirements
Required Minimum Qualifications and Experience
- National Diploma in Date Science, GIS
- One to two years’ experience in Data Science, GIS, Database Systems Development and Microsoft Excel (Intermediate level).
Desirable Qualifications and Experience
- Bachelor’s degree relating to Data Science, GIS or related.
- Three to five years’ experience in Data Science, GIS, Database Systems Development and Microsoft Excel (Advanced level). Previous experience working in a similar role within the NGO sector advantageous.

Description
Provide leadership, coordination and formulate the QI/QA agenda within RTC programmes
KEY PERFORMANCE AREAS
- Implement Voluntary Male Circumcision Programme (VMMC) at facility level in accordance with provincial and SA National guidelines.
- Ensure comprehensive package of VMMC services are available.
- Ensure all Circumcised Clients are followed up as per SA/WHO guidelines.
- Management of VMMC related adverse events effectively.
- Keep abreast with present developments in the field.
- To participate in research projects relevant to the specific field
- Liaise with the outreach officer and field recruiters to ensure effective recruitment of clients.
- Support in establishment of new facilities.
- Demonstrate integrity by upholding the highest values and ethical standards.
- Assess management systems in all facilities.
- Assess Leadership and planning standard in all facilities.
- Assess Monitoring and evaluation standard in all facilities.
- Assess the surgeon/Clinical associate during surgical procedure.
- Ensure that all facilities have proper linkage to care systems.
- Ensure all facilities receive adequate CQI support based on performance in previous assessment.
- Ensure the Quality improvement team transport is always ready for use.
- Schedule CQI visits.
- Ensure the Quality Improvement team arrive in facilities at the right time and leave after all completed tasks.
- Compile reports and send to facilities within 10 working days.
Requirements
Minimum Required Qualifications and Experience
- Bachelor’s degree in clinical medical Practice.
- Valid registration as a Clinical Associate at HPCSA
- Quality Improvement Training (Clinical).
- VMMC training
- Infection Prevention and Control Training/course
- Project Management course.
