    Sub Unit Head: Children’s Services Programme (DD level)

    Minimum Requirements: 

    • Grade 12 plus a relevant and completed Degree in Child Development/Education/Community Development/Social Sciences or a related field at NQF level 7; 
    • A relevant postgraduate degree will be an added advantage; 
    • A proven track record and 3 years working experience with children and in a child development environment, and should include the development, implementation, monitoring and assessment of programmes for children aged 0 – 18 years old; 
    • Valid code 8 driver’s license; 
    • 7 – 9 years of experience working in a Social development field and at least 6 years in a management position; 
    • Skills required: Computer literacy, Professional and Communication skills, Report writing, Ability to work independently, Financial skills, Presentation and Interpersonal skills. 
    • Knowledge required: Extensive knowledge in Child Development, Staff Management, Knowledge of Local Government, Municipal Financial Management legislation, Project Management and Planning and Reporting. 

    Primary Function:

    • Lead, develop, manage and oversee the implementation of all Children’s Services Programme City-wide. Design and coordinate programmes for children across the City and ensure that programmes are aligned and adhere to all relevant legislation, acts, and policies. Programmes to be implemented are for children between the ages of 0 and 18 years old.
    • Programmes should be developmental in nature and in alignment with various legislative frameworks and policies. Provide integrated professional input, guidelines, support and ongoing monitoring of programmes implemented across the City in terms of Children’s Services Programmes, and to ensure that Standard Operating Procedures are developed and implemented as part of programme implementation. 

    Key Performance Areas: 

    • Ensure that programmes are effective in terms of their implementation for children across the City of Johannesburg; 
    • Implement performance management policies within the City in an effective manner to ensure service delivery efficiency; 
    • Execute all administrative and management support functions required by this position; 
    • Ensure that policy implementation is facilitated as part of ongoing service delivery within the Sub-Unit; 
    • Ensure that all implementation of projects is executed effectively and that projects align with the service delivery objectives of the Sub-Unit and the Department as a whole; 
    • Build partnerships and strengthen collaboration with various stakeholders within the Children’s Services Sector; 
    • Ensure sound financial and risk management, according to all relevant legislation and requirements; 
    • Facilitate the implementation of HR related matters; 
    • Engage with various stakeholders in terms of programme planning, resource mobilization and implementation to strengthen service delivery within communities.

    Enrolled Nurse

    Minimum Requirements: 

    • Grade 12/NQF level 4; 
    • Certificate of Enrolled Nursing Course equivalent to Higher National Certificate (HNC) NQF level 5; 
    • Current Registration with the South African Nursing Council (SANC) as Staff under Regulations (R2175); 
    • 2 years’ experience post-enrolment as a staff Nurse with the South African Nursing Council; 
    • 1 year or more experience in a similar (PHC) environment. 

    Primary Function:

    • Provide humane, scientific, safe, and comprehensive quality nursing care to individuals, families and communities within the legal bond and ethical code of conduct. Functions independently within the prescribed scope of practice to provide preventive, promotive, curative and developmental health care to individuals and groups and internal referral for any condition outside her scope of practice. Maintain professionalism, promote Health, and prevent illness.  

    Key Performance Areas: 

    • Assess, diagnose and provide preventative, curative, promotive, rehabilitative and referral health care services to clients within the boundaries of a defined scope of practice, on various clinical specialities (communicable and non-communicable diseases, childhood illness, uncomplicated pre- and post-natal care, etc; 
    • Provide support to professional staff/clinicians’ respect to specific applications associated with the provision of treatment for communicable and non-communicable diseases; 
    • Participate and adhere to the prescripts of GHMIS policy; 
    • Participate in the delivery of awareness and educational programs on clinical approaches to safe and healthy living to the community; 
    • Perform specific administrative sequences associated with the updating of clinical records and registers; 
    • Customer-focused service delivery, internal and external.

    Internship Administration: Citizen Relationship and Urban Management

    Minimum Requirements: 

    • Grade 12/Matric plus a National Diploma / Degree in Public Administration / Business Administration / Public Relations / Journalism / International Relations / Marketing and Communications or related qualification (Qualification completed with min 360 credits); 
    • Knowledge of Computer Applications (MS Office Applications); 
    • Only City of Joburg residents will be considered. 

    Primary Function:

    • Provide effective and comprehensive administrative support services to Citizen Relationship and Urban Management Department (CRUM): Integrated Service Delivery and Stakeholder Interface Unit in order to ensure efficiency of the Department.  

    Key Learning Areas: 

    • Coordinate administrative requirements associated with Integrated Service Delivery and Stakeholder Interface function; 
    • Promote efficiency in hosting the service delivery operations across various regions; 
    • Promote the efficiency in stakeholder management/Interface and performing specific tasks/activities associated with the provision of internal communications services; 
    • Collate and prepare qualitative and quantitative information for inclusion in specific statutory reports.

    Internship: Policy, Planning & Research

    Minimum Requirements: 

    • Grade 12 (NQF level 4) plus NQF level 7 qualification in the following fields: Housing / Human Settlements / Public Administration / Public Policy / Development Studies / Law / or related Social Sciences discipline; 
    • Enrolment Confirmation letter from institution; 
    • Only City of Joburg residents will be considered. 

    Primary Function:

    • Contribute towards the undertaking of research in the directorate. Assist with the development of policies and guidelines through baseline research. Facilitate the coordination of forums, stakeholder engagements and public participation processes. Support the administrative functions within the directorate.  

    Key Learning Areas: 

    • Contribute towards the producing/undertaking of quality research and research reports in the Directorate; 
    • Assist with policy development processes in the Directorate; 
    • Support the coordination of forums, stakeholder engagements and public participation processes; 
    • Assist with administrative duties to ensure effective administrative support for the smooth operations within the Directorate.
