    Security Operations Manager - East London

    Position Purpose:

    • Lead, co-ordinate, plan and organise the total Transnet NPA security operations function within the Port by ensuring command, control and the enforcement of disciplinary procedures, over all Transnet NPA security operations personnel and private contract security personnel under his/her control, in order to ensure the protection of the assets of Transnet NPA,
    • Clients and employees, to provide comprehensive security services that minimise security risks and ensure a safe and secure Port environment to all stakeholders, through-identification, planning and implementation, monitoring of security operational standards and procedures within a seaport. as well as to facilitate, monitor and ascertain the implementation of maritime security measures and procedures within Transnet NPA Port Facilities in compliance with the ISPS Code, the Merchant Shipping (Maritime Security) Regulations 2004 and other related maritime security legislation and arrangements.

    Position outputs:

    • Management of the security operations functions within the Transnet NPA Port Facilities to ensure the safety and security of Transnet NPA assets and that of the Port users
    • Monitor compliance/adherence to security operational policy, standing procedures, standards and legislation through regular audits, in order to ensure that corrective/disciplinary action in cases of non-compliance, in line with Transnet NPA disciplinary procedures are initiated.
    • Co-ordinate security risk and threat assessments within Transnet NPA Port Facilities to ensure those relevant measures to counter the threats to Transnet NPA and its clients are introduced.
    • Monitor, co-ordinate, control and ensure the implementation of Port Security Operations Personnel training programme ,in order to ensure career enablement and that the training of Transnet NPA security operations functions are in line with the strategic objectives of the Security Department.
    • Develop, maintain, review and update and distribute Departmental Security
    • Operations Policy Framework in order to ensure Security awareness within Transnet NPA Port Facilities.
    • Manage, control and monitor expenses with regard to the operational and capital budget, to ensure cost effective security operational functionality and maximise operations resource utilisation.
    • Co-ordinate the development, implementation and review of the Port Facilities Security Operations Plans, to ensure the effective Project Management of Port Security Operations upgrade initiatives and alignment to Transnet NPA Business

    Planning process.

    • Regular liaison with relevant Law Enforcement Agencies for purposes of special / joint operations and physical security needs to ensure effective Port Facilities Security Operations.
    • Implement security operations business plan with regard to Transnet NPA Port Facilities and lease holding sites to ensure alignment with the Port’s security business plan.
    • To provide Port Management with the relevant security operations information and advice with regard to the implications to security operations of certain

    Management decisions in order to ensure efficient, decisive and informed Management decisions.

    • Monitor, co-ordinate and control the uniformed Port Security permit system to protect the operational integrity of the system, particularly within Transnet NPA

    Port Facilities.

    • Maintain security systems and equipment and ensure effective operational resource utilisation within Transnet NPA Port Facilities through appropriate co- ordination with other Transnet NPA Departments, Clients and Stakeholders.
    • Conducting an initial security survey of Transnet NPA Port Facilities and facilitating the completion of the security assessments for the port operator's Port Facilities Security Plans.
    • Ensuring the development, submission, and maintenance of the Port Facilities

    Security Plans for the port operator.

    • Implementing the Port Facilities Security Plans for the port operator.
    • Undertaking regular security inspections of Transnet NPA Port Facilities to ensure the effectiveness and adequacy of security measures.
    • Facilitating Port Facilities Security Plans’ reviews for the port operator.
    • Recommending and incorporating modifications to the Port Facilities Security Plans for the port operator in order to correct deficiencies in the plans and/or update the plans to take into account changes to the Transnet NPA Port Facilities.
    • Enhancing security awareness and vigilance of NPA Port Facilities’ personnel, including conducting drills and exercises
    • Ensuring that standards for personnel with, or who have been assigned, security operations duties and responsibilities are met, and that adequate training is provided to such personnel.
    • Reporting to the relevant authorities ,particularly the Port Security

    Officer/Manager and maintaining records of, occurrences that threaten the security of the Transnet NPA Port Facilities.

    • Liaising with the Port Security Officer, Ship Security Officers, Port Service Provider Security Officers, Company Security

    Officers and other Port Facility

    • Co-ordinating with security, police, fire, ambulance, medical, search and rescue services, as appropriate.
    • Ensuring that Transnet NPA Port Facilities’ security equipment is properly operated, inspected, tested, calibrated and maintained.
    • When requested by an SSO, assisting in signing and implementing the Declaration of Security (DoS) as prescribed in the ISPS Code and the Maritime Security Regulations.
    • Providing advice to the Port Security Officer/Manager on the operational and safety aspects of the implementation of security and control directions within Transnet NPA Port Facilities.
    • Communicating and co-ordinating the implementation of security and control directions within Transnet NPA Port Facilities.
    • Facilitate audits and reviews of all the Port Facility Security Plans within Transnet NPA Port Facilities.

    Qualifications & Experience:

    Specialist: Cyber Security Threat Hunter

    • The purpose of this role is to Develop and implement a proactive, ongoing and ever evolving discipline to prevent, detect, monitor and analyse cybersecurity traffic activities across the entire TFR network. The incumbent should be able to employ advanced detection technologies that go beyond the traditional technologies such as security information & event management (SIEM), endpoint detection & response (EDR) and others.
    • Investigate possible anomalies to find any yet to be discovered malicious activities that could lead to a full-blown breach.
    • Be able to use a combination of advanced analytics, machine learning and rule-based detection to identify suspicious activities throughout the network
    • Execute on information security activities such as vulnerability management, application development security, business continuity, networking, risk management, etc.
    • Research security trends, new methods and techniques used in order to pre-emptively eliminate the possibility of system breaches
    • Identify threat actors based on the environment, domain and attack behaviours
    • Install software that monitors systems and networks for security breaches and intrusions

    Strategy

    • Responsible for processes that are designed to enhance the Security Operations and Threat Intelligence workflow by redesigning process and approach to operationalize the sharing and utilization of actionable intelligence and indicators.
    • Benchmarking of leading and industry best practise and technology trends to ensure that threat detection, response and remediation tools implemented are effective and enhance resilience to cyber threats in the ever-changing cyber threat landscape.

    • Provide input towards Intelligence production, reporting, collection and operations which will support information assessments for the purpose of informing leadership which will aid operational planning and execution.
    • Monitor and report changes in threat dispositions, activities and tactics which relate to designated Cyber Operations warning problem sets.
    • Monitor open-source websites for hostile content directed towards TFR.
    • Active monitoring of operational environment which fulfils leaderships priority on information requirements.
    • Produce all cyber operations intelligence, indications and warnings in line with threat assessments.
    • Conduct ethnical hostile intentional activity which could possibility impacts TFR’s operations and information integrity.

    AI Driven Intelligence Threat Operations and Hunting

    • Responsible for the functions of threat operations and hunting and serve as the liaison for Threat Intelligence in the Security Operations Center.
    • Responsible for the analysis of large amounts of data from vendors and internal sources, including various sources such as Technologies, Systems, indicator feeds, IIoT, logs, dumps, network packets employing several threat hunting tools.
    • Responsible for the monitoring of the incident handling, incident response, and forensics processes and outcomes to ensure implementation of recommendations designed to improve the security posture and resilience of the digital-eco-system and landscape.
    • Assist in identifying (hunting) and profiling threat actors and hackers.

    Response Management

    • Report into SOC with Malicious Operations (Mal Ops) validated threat activity and changes to threat dispositions in relation cyber operations warnings.
    • Report intelligence on significant network events and intrusions.
    • Continual consultation on response management internally and externally where required to do so.
    • Collaborate with various teams in Fraud on cases, providing technical investigative capabilities that will assist in responding vulnerabilities and curbing cyber threats.
    • In the event of a breach occuring, responsible to minimize damage, recover compromised data and preserve evidence for forensic and legal action.

    Information and Cyber Security Programme Management

    • Ensures implementation of integration/orchestration of security infrastructure, standards, control measures and indicators with TFR Digital eco-system and existing landscape.
    • Ensure collaboration with all ICTM programmes within TFR with the intent to detect and protect.
    • Support Cyber Operations actively and Response Management.
    • Implement Cyber Threat Automation within TFR.

    Policies and Procedure

    • Implement regulation and legislative requirements in line with to South African and International frameworks adopted for Cyber Security and Privacy such as NIST and ISO270001.
    • Ensure compliance and adherence to all internal policies and procedures.
    • Keep abreast of cyber operation policies in line with environment preparation for defence and attack

    Financial Management

    Qualifications & Experience:

    • NDip or Bachelor’s degree in computer Science, Information technology, software, computer engineering, information systems or Cyber Security or related or equivalent field.Certifications:
    • At least one of the following certifications from a professional body, Certified threat Hunting Professional, OSCP, CEH, CISSP, GWAPT, GREM, GCFE.
    • ISO 27001 is an advantage.

    Experience:

    • 2 – 3 years of experience in the Information Security field especially in penetration testing execution.
    • Established experience with record of identifying threats.
    • Experience in Cloud computing Technology and Mobile platforms and tablet platforms.
    • Experience with log analysis and familiarity with various SIEM tools (Splunk, Elastic, ArcSight, QRadar, etc.)
    • General Information Technology and Computer Networking knowledge preferred

    Senior Specialist - Employee Relations - Ngqura

    • Develop, deliver and maintain a business focused employee relations strategy that meets the needs of Transnet National Ports Authority’s (TNPA) stakeholder groups and ensure that the Employee Relations team achieve their objectives and business and work plans.
    • Responsible for creating a fair, respectful, diverse and high-performance employee relations culture in TNPA.
    • Enabling employee relations fraternity to contribute their best in sound employee relations policies, procedures and practices across the Port system.

    Position outputs:

    • Monitor, report and oversee implementation and TP-wide compliance with the Change Management, Wellness and Employment Equity strategies and roadmap. Compile periodic reports to the various stakeholder and governance bodies, including Department of Employment and Labour.
    • Develop appropriate metrics, conduct analytics and insights relating to employment equity, diversity and inclusion to inform appropriate decision making across TP.
    • Provide expert advice and support to the Executive Team and management on a range of health and wellness challenges and interventions in accordance with policies and procedures and legislative requirements.
    • Proactively manage occupational health, absenteeism and employee incapacity in line with legislative framework and Transnet policies.
    • Facilitate the integration of the EAP and Wellness programme with the Culture and Change function and provide a change expertise on all the Transnet Property Wellness projects.

    Stakeholder relations management

    • Engage all key stakeholders on an ongoing basis, and build trusted and valuable partnerships to establish sound relationships
    • Collaborate with, and build solid relationships with key stakeholders and other functional areas to enable insight, understanding and effective functioning

    People management

    • Coach, mentor and develop employees as required

    Qualifications & Experience:

    • B-Degree in Behavioural Science /Organisational Development/ Industrial Psychology or equivalent Post graduate qualification in Behavioural Economics/Business Management/Social Sciences or other relevant will be an advantage
    • At least 08 - 10 years’ experience in People Management, specialising in organisational development and culture transformation, of which at least 3 years at a managerial level
    • Requirement of trust and honesty in the handling of finances as per the National Credit Act Amendment 19
