    Manager: Safety, Health, Environmental and Quality (SHEQ)

    Purpose of the Job:

    • Responsible for ensuring organisational compliance with Occupational Health and Safety (OHS) legislation, the Compensation for Occupational Injuries and Diseases Act (COIDA), the National Environmental Management Act (NEMA), and all relevant municipal by-laws. Create and maintain a safe, healthy, and environmentally compliant workplace, while safeguarding the organisation from legal and reputational risks.
    • To lead the SHEQ agenda for the company, focusing on safety for head office, data centres and stores. Environmental requirements for the head office, and quality requirements for the business to enable the achievement of Cell C’s overall Corporate Strategy Imperatives.
    • To provide professional support and advice to the senior management team and staff on Occupational Safety, Health, Environmental and Quality matters.

    Main Responsibilities:
    SHEQ Strategy

    • Develop and implement the SHEQ strategy for the company aligned to the company’s strategy and objectives including ESG
    • Partner with senior management and staff to implement the SHEQ strategy and provide the related expert SHEQ leadership across the organisation for effective implementation
    • Develop and implement related SHEQ policies and procedures to drive the requisite governance and compliance
    • Ensure the SHEQ strategy drives a proactive compliance culture and serves the company’s compliance needs in line with legislation and best practice
    • Formalize functional business plans aligned to corporate strategies and advise executive leadership and operational management on SHEQ risks, trends, and compliance obligations for alignment

    SHEQ Regulatory and Compliance Management

    • Lead and maintain a proactive SHEQ compliant culture within the organisation through executing the following:
    • Ensure compliance with all applicable legislation concerning Occupational Health and Safety Act
    • Ensure that all sites (all company owned stores, head office and data centres) are subjected to critical SHEQ inspections and that they are conducted, maintained, kept up to date and filed correctly according to policies and procedures
    • Investigate, manage and ensure that preventive measures are in place for workplace incidents and accidents
    • Drive SHEQ awareness on sites/stores using toolbox talks, safety awareness campaigns, and/or visual safety management
    • Ensure that the sites comply with Cell C SHEQ requirements, as well as other legislated requirements
    • Compile monthly safety and sustainability reports for the sites
    • Ensure that Cell C meets HSE and Transport safety requirements for deliveries
    • Improve HSE culture through constant engagement on HSE matters with staff
    • Monitor compliance to HSE requirements by main lessors and related suppliers
    • Manage fire compliance at all leased sites/stores according to SOPs (standard operating procedures)
    • Develop a company quality policy specifically for consumables
    • Support business during the procurement process to assess the quality of goods where necessary
    • Perform regular safety checks specifically for stores as per the company policy and procedure
    • Ensure that all SHEQ filing is up to date and easily retrievable during audits
    • Ensure that SHEQ risk assessments and legal appointments (i.e. SHE Representatives, First Aiders, etc.) are in place, maintained and filed correctly
    • Ensure organisational adherence to the National Environmental Management Act and related environmental regulations. Oversee waste management, pollution control, and environmental impact assessments. Implement environmental management systems and conduct environmental awareness training
    • Monitor and ensure compliance with all applicable municipal and industry-specific by-laws. Advise management on regulatory changes and coordinate the implementation of necessary adjustments to company practices
    • Maintain comprehensive records of all OHS, COIDA, NEMA, and by-law compliance activities.
    • Prepare regular reports for management, regulatory authorities, and stakeholders
    • Act as the primary contact for regulatory bodies, auditors, and external consultants on matters related to OHS, COIDA, NEMA, and by-laws
    • Monitor industry trends and best practices. Recommend and implement improvements to compliance programmes and management systems

    Staff Management

    • Manage and motivate staff to effectively deliver objectives, ensuring development opportunities, appraisal and management systems are embedded and relevant HR procedures are always adhered to
    • Provide an advisory, support and mentorship function to enable staff to grow within their career
    • Establish, evaluate and guide the team’s Employee Performance Management programme
    • Set Key Performance Indicators, targets and goals as per the department’s strategy and business objectives
    • Recruit employees; assign and direct work; oversee staff development; identify training needs and maintain staff competence
    • Uphold HR policies and procedures at all times
    • Apply and adhere to Cell C Health and Safety procedures and rules

    Quality Management

    • Develop, implement, and maintain Quality Management Systems and related approach (QMS)
    • Ensure compliance with ISO standards (e.g. ISO 9001, ISO 14001, ISO 45001 where applicable)
    • Oversee audits, non-conformances, corrective, and preventive actions
    • Ensure quality standards in network installations, maintenance, and service delivery

    Budget Management and Procurement

    • Prepare, control and administer the annual budget for the function
    • Manage and report on cost tracking and variation reports, implementing corrective action where required
    • Approve relevant expenditure for the team in line with delegation of authority
    • Inform the Executive layer timeously of potential over-spend
    • Make recommendations for budget-affecting change requests
    • Procure related services and/or products in line with the company polices to achieve the SHEQ objectives in line with the SHEQ strategy and company requirements

    Ad hoc

    • Perform any other related duties as requested by Management

    Minimum Qualification

    • Relevant Degree or NQF level 7 qualification in Occupational Health & Safety, Environmental Management, or related field
    • SAMTRAC/NADSAM certificate will be advantageous
    • License Code 8

    Experience

    • 9 -10 years of experience in SHEQ
    • Knowledge of Health and Safety, COIDA, Environmental procedures, requirements and legislation is mandatory
    • Knowledge of applicable municipal by-laws mandatory
    • ISO protocols experience will be advantageous
    • Experience in a dynamic, high-volume operating environment
    • Experience and exposure to managing compliance with other pieces of legislation (e.g. POPIA, ECA, ECTA, ICASA, etc.) in addition to SHEQ legislation an added advantage

    Postpaid Manager: Gauteng North/NW

    Purpose of the Job:

    • As the first line of contact between trade partners, distributors, and Cell C. You manage a geographic area on all Cell C distribution points to drive operationalisation of the postpaid business strategy.

    Identifying risks and opportunities within the region and implementing the correct strategy to achieve growth. You achieve growth and meet the overall regional objectives through:

    • Implementation of the CBU S&D and EBU Strategies across the region segmented by Main Places and Sub Main Places
    • Implement marketing activities using traditional, segment, and trade marketing strategies to achieve sales targets
    • Manage and maintain relationship with all trade partners in various distribution channels as first point of call/escalation, hence driving the acquisition, retention, and achievement of customer experience targets
    • Grow Cell C customer base and market share in all channels
    • Ensure adherence of minimum store standards and operating practices as stipulated by Cell C Head Office, including but not limited to branding, stock levels, point-of-sale merchandising, staff training, implementation of new products and services, and assisting stores with the escalation of admin/customer queries
    • Develop and implement strategies to deliver on Cell C’s strategic objectives (Sales & Marketing)

    Main Responsibilities

    Postpaid Performance Management

    • Reporting and analysis of revenue, base management, market share and channel performance
    • Benchmarking regional cost and performance efficiencies and recommend, monitor and manage cost reduction initiatives.
    • Business case modelling – develop models to realise strategy.
    • Target analysis and comparisons with HQ and seasonal trend alignment on daily, weekly and monthly run rate predictions
    • Detailed regional tracking and reporting on all targets, and channel product and services performance
    • Regional and cluster review analysis and customer base analysis and maintenance by channel, customer intelligence – revenue analysis by region, cluster & town (Main and Sub Main Places) – provide insight.
    • Identify market opportunities, market sizing of opportunities aimed at increasing market share and revenue
    • Channel/segment performance analysis, channel deep dives and channel packs for FRM
    • Monitoring progress against strategy, performing detailed analyses of information key for decision making
    • Collaborate with product managers in delivering on a competitive strategy for the Postpaid product portfolio to support all segments within the Region
    • Work closely with Business Performance Management in understanding market trends and product performance
    • Support the implementation of agreed KPIs and/or SLAs against product launches, revenue and cost (development)
    • Implement the approved Go To Market action plan that specifies how the department will reach target customers and achieve the desired competitive advantage
    • Assist in designing a Go To Market business canvas, clearly defining the engagement with the internal business stakeholders, the value proposition and customer segments on a regional scale, cycles and offerings with predicted revenue
    • Develop and maintain sound and healthy processes and working relationships with all other relevant stakeholders to ensure that the process of delivering on the postpaid product objectives is optimized
    • Drive to deliver product performance improvement by implementing collaborative initiatives with relevant internal stakeholders and partners
    • Collaborate with the Commercial Pricing team for input on pricing and tariffs, as well as sales/service-based commissions for the product
    • Explore opportunities to review and refresh the product portfolio on a regular basis
    • Keep abreast of the competitors’ products and activities in the market and provide relevant insights to stakeholders

    Cost and Budget Management

    • Prepare, control and administer the yearly budget for Postpaid within the region
    • Develop and implement relevant policies and practices to assist in achieving savings targets
    • Manage and report on cost tracking and variation reports, implementing corrective action where required

    Retail Specialist

    Purpose of the Job:

    • Perform the analytical and reporting functions associated with the key account management of appointed retail channels to maximize sales, increase revenue, and grow the customer base through in depth channel support and performance tracking.

    Main Responsibilities

    Reporting & Analytics

    • Prepare channel analysis reports regarding progress on KPA’s, IBRO, subscriber base behavior, channel and industry insights, strategies, and forecasts for both internal and external stakeholders utilizing industry methods and BI tools

    • Develop reporting tools that will deliver insights on performance areas associated with Key Performance Indicator (KPI) targets for the assigned national retail account portfolio
    • Provide GAP analysis and Competitive Landscape Reports to support strategy development, channel reporting and the identification of opportunities that will aid performance growth and corrective actions.
    • Analyze channel inventory levels and sales rates to identify inventory challenges and formulate corrective action plans
    • Apply Cell C BI Data, BSC Reporting Systems to analyze channel performance in depth
    • Collaboration with Cell C Regional Structures, Field Marketing Resources and Retail Mobile Solutions to execute channel plans
    • Coordinate Channel support, associated with promotional plans, point of sale requirements and activity calendars
    • Manage and oversee channel budgets
    • Ensure a detailed understanding of Cell C Commercial Trading Agreements with respective account portfolios including Income Allocation Schedules, standard operating procedures, whilst maintaining all regulatory and Cell C compliance standards
    • Maintain a high level of professionalism and trust with our clients and appointed Service Providers.
    • Collate competitor information, providing feedback and recommendations to internal and external stakeholders
    • Planning and presenting reports on account progress, goals, and quarterly initiatives to share with team members, stakeholders, and possible use in future case studies or company training
    • Provide instructions and strategic plans to regions as and when required / requested
    • Have the discipline to formally document and communicate all correspondence regarding meetings, processes and formal engagements internally as well as externally
    • Track and update the promotional calendar, together with the Regions and Segment Manager and brand for each financial year to ensure effective execution and overall alignment

    Operations Management

    • Resolve operational escalations, reporting and or data information requirements received from channels and service providers
    • Follow up on orders, invoices and returns ensuring payments are timeous
    • Lead a variety of special projects as required, and/or joint projects that will ensure growth in sales; proportionate market share growth for Cell C as well as retention
    • Monitor the execution of marketing and product campaigns to generate new and increased sales; using appropriate methods, maximize sales and margins, ensure excellent after sales support and retention.
    • Monitor and manage stock requisites across the business unit
    • Monitor, manage and control all operational risk and compliance facets within the channel in order to remain compliant

    Cost & Budget Management

    • Provide input into the overall commercial planning of the sales budget
    • Budget management – Operational costs and Revenues as well as subsidy costs, where applicable
    • Measure cost of marketing campaigns/promotions versus revenue to establish the return on investment for the channel
    • Manage promotional items requirements in terms of forecasts, allocations and correct applications to ensure a positive ROI
    • Ensure timeous, accurate forecasts as well stock range for accounts

    Market Research

    • Conduct thorough market research per account nationally to support the development of highly effective and relevant account plans
    • Identify the top performance environments by channel for each geographic region to establish customer behavior patterns (Service ownership, service usages, channel usage, customer profitability, campaign behavior, loyalty program behavior, churn behavior, etc.) and ensure sufficient access to Cell C products (Starter Packs, Devices, Recharges)
    • Identify target customer groups and segments for customer acquisition, growth and retention activities to be deployed on a national basis
    • Identify new market trends ensuring our campaign/promotions are revenue generating and provide a return on investment for Cell C

    Qualifications

    • Degree in Data Sciences/ BI Analytics

    Experience

    • 5 -6 years analytical experience in Telecommunications (Specific focus applied on Base, Revenue, In Flow, Subscriber behaviour and retail channel performance analytics)
    • High level of efficiency in Data Visualization, Statistical analytics
    • Experience in project management / analytics support to project management
