REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- A National Diploma (NQF 6) in Facilities Management/Administration /Business Administration/ Logistics/ Contracts Management or equivalent is required.
- A minimum of 3-5 years of experience is required.
- Valid South African driver’s license required.
- A bachelor’s degree (NQF 7) in Facilities Management/Administration /Business Administration/ Logistics/ Contracts Management or equivalent will serve as an added advantage.
KEY PERFORMANCE INDICATORS:
Coordination of facilities management services
- Oversee daily operations of soft services: cleaning, grounds maintenance, pest control, waste management, catering, mailing, and utilities.
- Administration and coordination of the Facilities Management contracts;
- Coordinate maintenance schedules and ensure timely execution of work.
- Coordinate facility inspections and preventive maintenance schedules to minimize downtime and optimize facility performance.
- Oversee cleanliness of all buildings within the Refinery
Contract and service provider management
- Responsible for the management of the Refinery Facilities Management Contracts Register & monitoring of contracts thereafter
- Responsible for drafting scope of work in line with the Refinery needs on Facilities Management support
- Monitor vendor performance and ensure compliance with service level agreements (SLAs) and quality standards.
- Regularly evaluate service provider performance and make recommendations for improvements or changes as needed.
Utilities & Municipal Accounts
- Validate and audit municipal utility accounts.
- Liaise with municipalities on billing issues and / discrepancies
- Monthly capture the consumption data for water & electricity
Health, Safety & Risk Compliance
- Ensure compliance with OHSA and internal safety protocols.
- Ensure contractors are inducted for providing services at the Refinery
- Conduct monthly inspections and maintain quality assurance records.
Fleet & Asset Management
- Oversee the company’s fleet operations and ensure optimal usage and maintenance.
- Maintain asset registers and coordinate repairs or replacements.
Administration and reporting
- Maintain accurate records of facilities operations, including budgets, inventory, and maintenance schedules.
- Prepare monthly/quarterly facilities performance reports for submission to the Group Facilities Manager.

REQUIRED MINIMUM QUALIFICATIONS AND EXPERIENCE:
- Matric and National Diploma (NQF6) in Security Management or equivalent qualification.
- Minimum of 5 to 8 years’ experience in Security environment of which 3 years must have been a Security guard.

Surveillance and Security Monitoring
- Ensure that surveillance and patrols are conducted as per company security policies and government regulations.

VIP and Visitor Management
- Coordinate security arrangements for VIP visits, including escorting and ensuring a secure environment.
- Liaise with relevant internal teams (e.g., reception, executive assistants) to prepare for VIP arrivals.
Access Control & Entry Management
- Ensure restricted areas are only accessed by authorized personnel.
- Ensure that employees and visitors are loaded and de-activated appropriately
Emergency Preparedness & Response
- Assist in emergency evacuations, drills, and incident response.
- Provide first-line response to security incidents, coordinating with law enforcement when necessary.
- Maintain familiarity with emergency procedures, including fire safety protocols and medical response.
- Apply minimum force principles when handling threats.
- Use non-lethal weapons (batons, pepper spray, handcuffs) if required.
- Respond effectively to riot control and civil unrest situations.
General Security Support
- Conduct periodic security briefings for staff and stakeholders.
- Maintain a professional demeanor to foster a secure yet approachable atmosphere.
Protection of critical infrastructure and assets
- Oversee the safeguarding refinery pipelines, storage tanks, control rooms, and hazardous areas.
- Ensure compliance with National Key Point security measures and report on all incidents relating to breaches.
Investigations and Reporting
- Conduct internal security investigations on incidents.
- Gather evidence and prepare detailed security reports.
- Cooperate with management, auditors, and law enforcement.
- Testify in disciplinary hearings or court cases if required.
Cyber security and Information Management
- Prevent unauthorized access to refinery control systems and confidential data.
- Be aware of cybersecurity threats that could impact physical security.
- Ensure proper handling of classified refinery security information.

Human Capital Data Quality & Governance
- Validate the completeness, accuracy and consistency of all departmental data submitted for reporting.
- Identify data anomalies, gaps, duplications or inaccuracies; conduct root-cause analysis; and recommend corrective actions.
- Maintain master datasets and ensure single source of truth across all CS functions.
- Develop and maintain processes to ensure data accuracy, completeness, and consistency across Corporate Services units.
- Conduct regular data audits to ensure accuracy, consistency, and completeness
- Implement data governance practices, including version control, standardised definitions, and master data management.
- Support policy compliance monitoring by providing evidence-based insights on process effectiveness.
Human Capital Analysis, Insights and executive reporting assurance
- Consolidate monthly, quarterly and annual data for the entire Corporate Services portfolio to support relevant reporting.
- Develop dashboards and analytics (Power BI/Excel/SharePoint) for GE: CS and relevant governance committees.
- Prepare data packs by synthesising metrics across HRBP, L&D, Wellness, REM, OD, Corporate Affairs and Facilities and submit to Group HRBP to include in EXCO/Board/Committee reporting.
- Translate complex data into actionable insights, trends, risks and recommendations.
- Support AGM and Corporate Plan reporting through robust metrics and analysis.
- Analyse HC data to identify trends, risks and workforce implications.
- Translate data into meaningful insights to support workforce planning, capability planning and organisational decision-making.
- Support scenario planning and evidence-based strategic discussions.
- Align HC metrics and reporting approaches with leading HR analytics and public-sector best practices.
