Degree in construction/ Supply Chain/ Legal/ Finance/ Auditing.
8 years’ relevant experience
Municipal Finance Management Programme (MFMP) minimum competency levels would advantageous.

Key Performance Areas
Identifies, analyses and defines the immediate, short and long termplans and initiatives associated with the alignment of SCM or strategies including research, benchmarking and systems alignment.
Apply a body of high level and complex and professional SCM
knowledge in the execution of key SCM functions to ensure all stakeholders to the SCM department is in receipt of effective and efficient customer centric delivery in respect of project management, tenders, procurement excellence, monitoring andevaluation, bid committees, quality assurance, CIDB and dispute resolutions.
Researches, updates and the application of SCM legislation, local/ provincial/national government legislation, regulations and relevant projects relevant to SCM projects, in respect of SCM regulatory framework, Construction and Engineering Regulatory and Financial and service compliance.
Engaging internal, external stakeholders and public interface.
Supporting implementation programs aimed at driving procurement excellence and sound governance for the entire SCM value chain (inventory, tenders, demand, risk, audit, orders, supplier management etc.)
Research, communicates and disseminates key reporting to the SCM Director and to committees.
Continuous benchmarking of the City of Cape Town SCM practices against the public and private sector through.
Implementing supply chain projects within strict timelines.
