    Deputy Business Unit Leader - Performance Audit

    Roles & Responsibilities

    Strategic Function

    • Contribute to the formulation of the business unit balance score card (BU: BSC) and drive some of the BU strategic initiatives.
    • Identify and implement leading practices in performance audits for the benefit of organisation this includes introducing new ways of working that will drive efficiencies in the business unit.
    • Position the BU as the subject matter expect in audit matters relating to service delivery that impact the livelihood of ordinary citizens.
    • Drive relevant thought leadership thereby positioning the business unit as relevant and experts in the area of performance audit.

    Product Management

    • Oversee the development and implementation of the performance audit business unit operating model to support the AGSA’s strategic objectives and other relevant areas in relation to service delivery.
    • Continuous review of the performance audit operations and identify opportunities for improved effectiveness and efficiency. 
    • Lead the development and the delivery of the performance audit value propositions.
    • Identify areas and topics that will have high impact on the relevance of the AGSA and their impact to the livelihood of ordinary citizens.
    • Lead the rollout of the best practice guides that are relevant to performance audit.
    • Define the scope of the BU projects and ensure timeous delivery of high quality products through collaboration with specialised audit services (SAS) BUs for an integrated approach to regulatory audit.
    • Identify opportunities to perform standalone performance audits that are separate from regulatory audit.
    • Create opportunities to engage with the audit fraternity (i.e. audit firms and other SAIs) to develop leading practices relevant to the performance audit mandate.
    • Stay abreast with pertinent laws, regulations, policies, procedures, and other standards relevant to the audit/performance audit.
    • Lead, advice and manage audits within the International Standards of Supreme Audit Institutions and Information Systems Audit (ISSAI and ISA) standards (integration and standalone audits).

    Stakeholder Management

    • Direct and drives the visibility of leadership through effective scanning of the auditee environment to ensure clear understanding of auditees business requirements.
    • Translate business requirements into clear deliverables for the execution team and ensure continuous stakeholder feedback
    • Drive the implementation of the BU stakeholder engagement plan in line with the AGSA stakeholder engagement framework.
    • Engage with the stakeholders as per the engagement plan which includes consideration for political sensitivity, complexity and seniority.
    • Interact with relevant oversight structures and relevant committees regarding briefings on audit reports / outcomes.
    • Provide support to internal stakeholders in their various roles with respect to performance audit products.
    • Provides subject matter expertise as a member to relevant subcommittees and governance structures where applicable

    People Management

    Provide strategic direction and leadership to the business unit in respect of:

    • Facilitate implementation of people processes.
    • Facilitate and monitor the implementation of BU transformation strategies.
    • Drive vision achievement/ organisation alignment through impact-driven strategic conversations with internal staff on an on-going basis.
    • Implement BU initiatives to improve culture and staff engagement
    • Financial management and operational management
    • Revenue and expenditure management and control (monitor BU budget).
    • Ensures that BU deliverables are executed economically, efficiently and effectively in terms of recoverability and productivity.
    • Implement interventions to collect debt and improve cash flow.

    Skills, Experience & Education

    • This position requires a minimum qualification of registered CA (SA) or RGA or ACCA. 
    • Minimum 9 years relevant post qualification experience with at least 5 years’ experience operating at a senior manager level in performance audit or similar environment.

    Added advantage:

    • Management of a team of at least 10 or more individuals at senior manager level.
    • Experience with NGO’s and CSO’s would be advantageous.
