Enterprise and Supplier Development Specialist at Alstom

Purpose of the job: 

This key role serves to implement and drive the Economic Development (ED) Strategy and Programmes within Sourcing in line with the Gibela Economic Development Strategy. The incumbent will support Gibela’s Contractual Obligations, by ensuring accurate implementing of ED requirements in all sourcing activities. The incumbent will oversee and be responsible for the suppliers B-BBEE and Local Content requirement linked to the Sourcing Division.

Measurement (Key Performance Indicators)

• Influences corporate policy formulation and formulates strategies for BBBEE and drive compliance.
• Directs the development of new and existing suppliers – QSE’S, EME’s, SMME
• Manages Gibela’s compliance to the relevant Enterprise & Supplier Development/Broad Based Black Economic Empowerment (B-BBEE) legislation, including reporting
• Oversees the Supplier Evaluation process.
• Manages the formal interfaces and relationships with internal and external stakeholders.
• Directs the Supplier Relationship Management function i.e. supplier rationalisation and supplier segmentation.

Influences corporate policy formulation and formulates strategies for Enterprise and Supplier Development (ESD) and drive compliance.

• Develops, implements and drives the ESD strategy.
• Advises on best practices, systems and processes in support of ESD objectives.
• Identifies developments and best practices in the national and international market and manages the implementation of these in Gibela.
• Provides input into supplier contracts in terms of Gibela’s B-BBEE requirements and others.
• Influences the development and directs the implementation of BBBEE policies
• Interprets B-BBEE legislation and analyses business impacts and directs the alignment / implementation within Procurement environment
• Evaluates Gibela’s ESD objectives and targets [including B-BBEE, SMME (Small, Medium and Micro Enterprise), Black Women Owned (BWO) and disabled] and determines the impact on Procurement decision making.

Directs the development of new and existing suppliers.

• Develops and influences the overall strategy and guidelines for Enterprise & Supplier Development in line with Gibela’s requirements to mitigate risk exposure with suppliers.
• Facilitates the establishment of agreements in order to develop B-BBEE enterprises.
• Monitors and reviews the progress of programmes in terms of aims and actual achievements.
• Contributes to Economic Development regarding qualifying suppliers that have been identified by the Direct and Indirect Sourcing
• Ensures that Gibela’s and Suppliers targets are met.
• Directs Gibela’s tracking mechanism to ensure implementation of BBBEE targets and ED and the Sourcing teams.

Oversees the Supplier Evaluation process

• Ensures that outsourced contracts for assessment of new applicants for database listing are in place.
• Assists in the appraisal of potential suppliers to determine adequacy, capability, and the ability to comply with the required specifications.
• Formulates and implements an ongoing program of supplier monitoring to verify supplier accreditation status.
• Evaluates tender submissions to Procurement commitees and higher governance structures and makes formal recommendations.

Manages the formal interfaces and relationships with internal and external stakeholders

• Develops long-term business relationships with strategic internal and external stakeholders.
• Directs the development of effective working relationships and establishes synergies with other areas in the Procurement department as well as the broader organisation.
• Represents ESD portfolio at management and external forums.
• Collaborates with Commodity teams & Procurement regarding interfaces and information dissemination.
• Establishes and maintains close working relationships with key external stakeholders in order to stay abreast of latest developments and legislation

Supplier Relationship Management

• Guides and influences the Supplier Relationship Management strategy formulation.
• Support Commodity leads in ensuring that the Top suppliers of the Gibela are fully managed in terms of their BBBEE commitments

Business understanding and desired knowledge/experience

Minimum Qualification Requirements:

• Bachelors degree
• Relevant postgraduate degree highly recommended

Related Experience:

• Experience Level: At least 5- 7 years’ experience in Transformation and working within a commercial organization
