    Global Fund Operational Consultant - (985)

    • The Consultant can complete this assignment remotely with a preference for being based in South Africa or the Southern Africa region. If based in South Africa, the Consultant must have all relevant work permits prior to applying for this consultancy.  

    Desk Review

    • For the Consultant to develop a deeper understanding of m2m, the Consultant will review key m2m documents including the current m2m Strategic Plan, supporting documentation and key policies.
    • The Consultant will hold interviews with key m2m employees and departments to understand how the organisation currently functions. 
    • Review current and recent m2m donors and funders and cost structure. 
    • Based on the desk review and interviews, the Consultant will prepare a concise report (estimated 4 pages) summarising their initial findings for review by the Liaison Officers to document/confirm the organisation’s current capacities and structures and how they align with Global Fund requirements. 
    • Additionally, the Consultant will conduct a rapid analysis of current ‘peer’ Global Fund recipients to identify key factors in their success and highlight these factors in a 4-page report. 

    Training

    • Working with the Liaison Officers for this engagement, the Consultant will identify a core internal working group. Based on the desk review and initial assessment of gaps and challenges, the Consultant will develop custom training/orientation sessions to introduce key Global Fund requirements and strategies to address potential gaps and required changes/adjustments within m2m. 

    Risk Assessment and Recommendations

    • Following the training sessions and feedback from the working group, the Consultant will develop a risk assessment based on the organisation’s current systems and processes to help m2m understand specifically what is required to become a successful Global Fund recipient. 
    • Identify all gaps and areas for change/adjustments with concrete recommendations to address these gaps. 
    • Prepare a PowerPoint slide deck and present recommendations including up to three options/scenarios for the best way m2m can pursue and manage Global Fund awards. For example, can m2m make internal changes within existing structures to appropriately budget and administer a Global Fund award or should the organisation explore options for creating a separate legal entity to pursue Global Fund awards? 

    Action Plan

    • Based on feedback from the risk assessment and recommendations, assist key m2m employees and the Liaison Officers in creating a concrete action plan with key steps, persons responsible, resources required and timeframes to prepare m2m to pursue and ultimately administer/manage a Global Fund award over a six-month period. The Action Plan should be less than 12 pages. 
    • Depending on time and funding availability, this scope could include 3-5 customised training sessions with m2m employees outlining Global Fund requirements. 

    Coaching/Mentorship

    • Provide coaching/mentorship to key m2m employees for a TBD period as the organisation implements the Action Plan to provide guidance and keep the organisation on track to achieve the necessary changes. 

    Regular Updates

    • The Consultant will be required to provide regular updates to the Liaison Officers throughout this consultancy. The updates will be in the form of weekly calls lasting a maximum of 60 minutes unless otherwise requested by the Consultant. 
    • In addition, to the weekly calls, the Consultant will share a brief bi-weekly bulleted written summary update which can be sent via email.
    • The updates will include progress to date, challenges arising, and regular updates on emerging assessment findings and recommendations. The weekly check in calls will also be an opportunity for the Consultant to ask clarifying questions stemming from interviews with various Departments.

    Job Requirements

    Qualifications, Experience and Competencies:

    • The Consultant must have documented/proven experience providing technical assistance and support to Global Fund implementers or professional experience directly working for Global Fund with an in-depth understanding of the requirements for successful costing, implementation and execution of Global Fund awards. 
    • m2m is seeking applicants with experience in the operational management of Global Fund awards including how to budget, cost, bill and administer a Global Fund award. This should also include specific experience with packaging Global Fund submissions to ensure m2m is able to recover all costs possible. A proven track record in successful Global Fund proposal preparation is an added plus.
    • The Consultant will ideally have a background in organisational change management to ensure compliance with Global Fund requirements including the ability to quickly assess m2m’s current systems, processes and capacity of the organisation, identify gaps, and prepare a concrete action plan with key steps, timelines and resources required to address necessary changes. 
    • The candidate should have exposure to non-profit financial and legal compliance considerations. However, the successful Consultant does not have to have professional legal or financial management degrees. 
    • Strong analytical and organisational skills required including the ability to manage multiple complex tasks independently and simultaneously.
    • Strong communication (interpersonal, verbal and written) skills required. Experience training small groups and/or providing one-on-on coaching and mentorship a plus. 
    • Ability to draw information from a broad range of sources and provide concise and timely analyses and recommendations.
    • Written and spoken fluency in English.
