    Human Capital Service Delivery Manager

    Job Advert Summary

    • The Human Capital Service Delivery Manager is responsible for implementing the human capital strategy, identifying, and managing human capital strategic and operational risks as well as ensuring an effective and efficient service delivery model.
    • The role is responsible for the Human Capital operations team, payroll & Benefits as well as Facilities, and plays a critical role in ensuring that the teams are fully supported.
    • The responsibilities include providing inputs into policies, overseeing, and improving procedures & processes across the Human Capital and Facilities value chain. The Human Capital Service Delivery Manager constantly reviews and evaluates these procedures and processes for continuous improvements.

    Minimum Requirements
    Minimum Qualifications:

    • Completed Degree in Human Resource Management or related field.
    • Advantageous: NQF Level 8 qualification in Human Resource Management or related field.

    Minimum Experience:

    • Minimum 3-5 years’ experience as an HR Manager/ Business Partner.
    • 3-5 years in-depth payroll exposure
    • Operating at the level of a professionally qualified, experienced specialists and mid-management.
    • Preference will be given to people with disabilities.

    Duties and Responsibilities
    Strategic impact

    • Translate the company and Human Capital strategy into an implementable plan.
    • Provide input into Human Capital Strategy.
    • Monitoring and evaluation of the implementation of the strategy and procedures.
    • Identify human capital strategic risks.
    • Conduct benchmarks and provide inputs into the development of Human Capital policies.
    • Provide data driven insights for strategic decision making.

    Operations

    • Effectively manage payroll and benefits.
    • Provide efficient service delivery to the business through business partnering.
    •  Develop and track annual HC calendar.
    • Drive results through effective and efficient use of resources for excellent service delivery.
    • Review and update policies and procedures timeously.
    • Manage statutory reporting (e.g. StatsSA, DoL; EE).
    • Provide monthly and quarterly reports for various committees.
    • Manage risk by being compliant with South African labour related laws and recommendations.
    • Oversee efficient operation of facilities and equipment, as well as the care of all buildings and ensure safety and housekeeping practices.
    • Manage operational risks through procedures to avoid irregular expenditure and labour disputes.

    Financial

    • Create and monitor HC budgets.
    • Monitoring of leave as per BCoE.
    • Timely and accurate payment of salaries and benefits.
    • Accurate Job evaluations and remuneration management.
    • Timely and accurate payment of service providers.
    • Report on the cost of Human Capital and current/future recruitment needs/drive.
    • Manage financial risks to avoid fruitless and wasteful expenditure.

    People

    • Stay abreast of all labour legislation and evolving needs of the company and its employees.
    • Ensure that the team receives and leverages appropriate training.
    • Encourage teamwork and collaboration in the Division.
    • Build a succession pipeline within the team and for the organization.

    Customer

    • Partner with business stakeholders to design and monitor internal service-level agreements (SLAs).
    • Participate in technical initiatives to assist with improving HC and HC-aligned technology and business processes that will enhance the HC service delivery model.
    • Develop and promote the use of feedback mechanisms for employees and business leaders to influence the continuous improvement of HC services and processes.
    • Provide expert advice and coaching to stakeholders, including internal HC team when appropriate.

    Ad hoc

    • From time-to-time work collaboratively with others on other ad hoc projects.
    • Carry out any other reasonable tasks.
