Supervision and control of external service provider to ensure compliance with the conditions as stipulatednin the Waste Licence
Manages the implementation of financial controls/procedures and provides information to support financial planning sequences
Identifies with the Directorate’s strategy with respect to service delivery and, defines, implements and monitors the short-term plans / objectives for the Integrated Waste Management Functionality
Review current policies, strategies, plans, By-Laws and procedures
Provide direction to B-authority Waste Management officers in aligning and integrating their solid waste management plans with their integrated development plans
Develop, implement and manage Waste Management Information Services and reporting thereon to relevant stakeholders which include Provincial and National Departments
Ensure the development, implementation and updating of an Integrated Waste Management Plan (IWMP)
Ensure effective project management outcomes to promote effectiveness and efficiency in the provision of Integrated Solid Waste Services
Implement procedures, systems and controls to regulate specific work sequences and general practices/ processes as dictated to in integrated waste management legislation and by-laws
Manage the key performance areas associated with Waste Minimization to promote effectiveness and efficiency in the provision of Integrated Waste Community Services
Manage the implementation of strategies aimed at creating awareness and education to statutory requirements and integrated waste management practices
Responsible to partake in the Municipality’s Performance Management and Development Systems according to the Municipal Staff Regulations
Requirements:
A relevant BEng or BSc (Eng) engineering degree and eligibility for registration as Professional Engineer
Computer Literacy: MS Office
Valid Code B driver’s licence
8 years or more relevant experience post registration required
The appointee will be required, as a condition of his/her appointment, to obtain the Minimum Municipal Competency Levels in the unit standards for each competency area within 18 months from the date of appointment, as regulated by the Local Government: Municipal Finance Management Act, 2003 (Act No 56 of 2003): Municipal Regulations on Minimum Competency Levels
Must have detailed knowledge of all applicable policies, legislations and procedures pertaining to the Integrated Waste Management field
Ability to meet targets within tight financial constraints
Ability to function effectively in stressful situations at work
Report writing skills and interpersonal skills
Good communication skills in at least two of the three official languages of the Western Cape Province
Must have broad knowledge of the management of a landfill site
Must have waste managerial skills and project management skills
Ability to embrace vision and mission of Waste Community Services
Must have an in-depth understanding of the field of Waste Community Services
Must have conflict resolution, problem solving and negotiation skills and the ability to forge partnerships
