A relevant 3-year Tertiary qualification, preferably in SCM / Logistics / Procurement; and
A relevant 3-year Tertiary qualification, in Mechanical engineering will also be advantageous
Understanding of tender life cycle and Municipal systems act and MFMA
Knowledge of Council’s financial policies and procedures and relevant financial systems
Minimum of five (5) years relevant experience in technical specifications and tender administration
In depth knowledge of fleet management, project management, tender management and administration principles, procedures and processes
Good verbal and written communication skills
Computer literacy: MS Office.
Valid driver’s license.
Key Performance Areas
Oversee Fleet Management tender management activities and apply a body of specialist knowledge and expertise to enable adherence to the organisation-wide approach to demand plan and tender management and other relevant City of Cape Town (City) policies and procedures
Lead and direct high-level interaction with stakeholders in order to control and coordinate tender processes within the department
Manage tender preparation process, act as chairperson for bid specifications and bid evaluation committees
Evaluate bids as well as drafting of reports to the supply chain management bid adjudication committee
Liaise with Fleet Contract Management team in the drafting and finalisation of the Contract with the service provider
Attend bid adjudication committee meetings in the capacity as bid evaluation committee chairperson or member of the committee.
Responsible for the overall management of assigned projects/tenders throughout the design, initial research and investigation to ensure projects/tend time and within budget
