    Senior People And Culture Officer - Skills And Development (Hybrid)

    Duties and Responsibilities include but not limited to:

    • Collaborate with department heads, managers and Training Officer(s) to identify skills gaps and training needs across the organisation. 
    • Conduct thorough needs assessments through surveys, interviews, and performance evaluations etc. 
    • Analyse data to prioritise training topics and develop a comprehensive training plan which will go hand in hand with the relevant SETA submissions. 
    • Design and customise training programs and material that address specific skill deficiencies and align with organisational goals. 
    • Research and source external training providers, as necessary, to supplement in-house training offerings. 
    • Researching and staying up to date with industry trends and new methods of training.

    Requirements:

    • Bachelor's degree in Human Resources, Education, Psychology, or a related field.
    • a Post Graduate Degree in a related field and/ or Certifications specific to skills development and/ or training  will be an advantage. 
    • Minimum of 5 years’ experience in human resources, with at least 2 years in a skills and development role preferably working as a Skills Development Facilitator. 
    • Functional knowledge of: WSP/ATR, EEA, B-BBEE, SDA. 
    • Proven track record of successfully leading skills development initiatives and projects. 
    • Excellent problem-solving abilities. 
    • Proficiency in HRIS systems and Microsoft Office Suite. 
    • Experience in an NGO environment is an advantage.  
    • Outstanding analytical, organisational, and problem-solving abilities. 
    • Excellent communication skills and a passion for people.

    • Develop assessment tools, such as questionnaires, tests, and practical exercises, to measure training effectiveness where applicable. 
    • Collect feedback from participants after each training session to assess content relevance and trainer performance. 
    • Analyse post-training evaluation results to identify areas for improvement and adjustment and compile reports on this. 
    • Collaborate with department managers to track improvements and changes in employee performance following training. 
    • Continuously enhance training programs based on feedback and outcomes.
    • Collaborate with managers to identify high-potential employees and candidates for career development opportunities and align this to EE Requirements where possible. 
    • Design and implement career development plans and pathways for employees seeking advancement. 
    • Provide guidance and resources to help employees set and achieve their professional development goals. 
    • Establish mentorship or coaching programs with the help of the People and Culture Manager to support employees in their career growth. 
    • Promote a culture of continuous learning and development throughout the organisation.
    • Work with the People and Culture Manager and Payroll to effectively match JD’s into the appropriate OFO codes and categories for SETA and EE reporting purposes. 
    • Working with Management to compile and submit ATR and WSP annually to the relevant SETA. 
    • Serve as the main point of contact between the company and SETA’s, ensuring effective communication and compliance with SETA regulations. 
    • Determine which courses are necessary and apply for Discretionary and Mandatory funding with SETA and compile all necessary information. 
    • Track and monitor the ROI (Return on Investment) on all programmes. 
    • Constantly understand, align, and update administrative processes relating to any changes in B-BBEE Policy (including sector specific codes) and Strategy. 
    • Stay updated on SETA policies, guidelines, and funding opportunities to optimize the company’s access to available resources and funds. 
    • Update B-BBEE, Employment Equity and learning management systems and dashboards as well as revise processes that allow for data to be captured, analysed, and monitored. 
    • Compiling of annual Skills Gap Analysis. 
    • Generate relevant reporting as per operational requirements.
