    SHE Programme Manager - Sustainability Unit - SHEQ - Gqeberha - Permanent - Grade D2

    • The primary objective of the SHE Programme Manager is to effectively manage the Non-SEZ SHE Programme in such a manner as to ensure that Sustainability, SHEQ principles, guidelines and issues identified through various studies and legal requirements are duly considered and cost effectively incorporated into plans, designs, construction and operations related to the specific Programme.
    • In pursuance of this primary objective, the SHE Programme Manager is principally responsible for overseeing the efficient execution of all day-to-day operational functions within the programme and will report on the operational performance of the programme to the Unit Head.
    • The SHE Programme Manager is required to discharge the managerial responsibilities for planning, organizing, communicating, coordinating, and controlling within the SHE Programme to ensure that the BU and Unit achieve their set objectives. In addition to this, the SHE Programme Manager is responsible for enhancing the efficiency and effectiveness of the Programme, promoting collaboration and innovation, and facilitating the sharing of ideas across Units.

    RESPONSIBILITIES AND OBLIGATIONS

    The specific Operational responsibilities of the SHE Programme Manager will include, but will not be limited to:

    • Day-to-day operational performance of SHE Project Managers within the Programme:
    • Development and effective implementation of a Programme Framework;
    • Maximum usage of suitable resources within the programme;
    • Development and effective implementation of a monthly Section performance dashboard, based on the Sustainability Balanced Scorecard (BSC);
    • Collection and verification of data, analysis, interpretation and purposeful action on the organizational analytics;
    • Preparing and submitting operational reports as and when required; and
    • Effective management and resolution of all operational matters arising from both Internal and External Audits;

    Communication:

    • Effective communication across Units;
    • Liaise with clients on programmes;
    • Liaise with each Programme Director;
    • Liaise with each Cluster Striker.
    • Effective risk management in respect of all operational matters; including contributing to the development of the Sustainability Risk Register and quarterly reporting on risk mitigation actions; and
    • Monitoring of service delivery to internal and external customers

    Human resource management responsibilities of the SHE Programme Manager will encompass the management of SHE staff within the Non-SEZ programme, in line with HR best practise, including, but not limited to:

    • Performance management;
    • Staff wellness and motivation;
    • Competency management, including mentoring and coaching, aligned to the performance objectives of each individual within the Section;
    • Personal development of individuals within the Section; aligned to the Corporation’s strategic vision.

    Financial resource management responsibilities of the SHE Programme Manager will encompass the sustainable management of the CDC’s resources including, but not limited to:

    • The identification and management of operational budgets in line with financial guidelines and systems;
    • Identification and implementation of cost-saving initiatives;
    • Receiving, reviewing, and correcting monthly management accounts.

    Specific SHEQ responsibilities of the SHE Programme Manager will include, but will not be limited to:

    • Communicate with different role-players, interested and affected parties, and stakeholders impacted by and/or upon the Project;
    • Monitor the incorporation of environmental issues by CDC’s Provincial Management teams
    • Ensure that the NEMA principles of sustainability acts as a benchmark against which all development is judged;
    • SHE Agent SLA and performance management;

    CRITICAL SUCCESS FACTORS

    • Construction related risks are appropriately managed and controlled,
    • Compliance with all relevant Legislation, Regulations, Acts, etc;
    • Maintenance of best practices levels on Lost Time Incident Frequency Rate (LTIFR) levels;
    • Continual improvement of the SHE Programme and those on sites,
    • Contractors turn-around time on non-conformance and incidents;
    • Proactive management of SHE issues;
    • Achievement of the world class safety standards

    REQUIREMENTS AND EXPERIENCE

    An advanced Degree/ NQF Level 7 in one of the following disciplines:

    • Safety Management;
    • Environmental Health, or equivalent;
    • 7 years’ experience in Safety, Health and Environmental Management on Construction Projects;
    • Provide confirmation of application to SACPCMP or/and proof of Registration as Construction Health and Safety Professional to the Statutory Body -SACPCMP
    • A Valid Driver’s License (at least code 8/EB);
    • Ability to travel
