    Site RAMS Manager

    Purpose of the Job:

    • Manage the RAMS activities in accordance with QCD commitments on the project(s)/program(s) allocated to the Site
    • Ensure the deployment of QMS and corresponding Engineering instructions (in particular RAM & Safety) on the Site
    • Support the product performance by ensuring RAMS requirements are identified upstream allowing to:
    • enhance their capability to meet the expected reliability targets
    • reach an acceptable level of risks as per the Gibela Transport Safety policy
    • Manage and develop the RAMS Team on Site
    • Manage the RAMS workload on Site
    • Contribute to the continuous improvement of the RAMS Métier in collaboration with the Central Engineering RAMS team
    • Develop the Product RAM & Safety culture on the Site towards other Métiers/Departments

    Measurement (Key Performance Indicators)

    • Continuous improvement of the RAMS team performance for project/program RAMS activities (OTD, FTR, APSYS etc…)
    • Respect of QCD work packages
    • Safety / Reliability design reviews performed on time and documented
    • Workload management
    • People Management cycle on time / Succession plan
    • Regular reporting to the management and alert in case of issue affecting the performance of the team
    • Contribution to RAMS Métier development and Central RAMS network involvement
    • Compliance to Alstom Transport/Engineering processes & instructions
    • Pro-active contribution to the development of the RAM & Safety culture on Site

    Responsibilities

     Accountable for:

    • Implementing an organisation to ensure the proper management of the RAMS activities of the projects/programs under the responsibility of the Site as per the applicable RAMS instructions/processes.
    • Contributing to the continuous improvement of the performance by ensuring the application of the RAMS process and tools enhance the level re-use of the studies and optimise the amount of engineering hours spent on projects.
    • Ensuring the proper follow-up of the QCD RAMS Work packages for the Site.
    • Supporting the RAMS team in the resolution of issues in particular those involving other stakeholders (internal or external) and to support them in the definition of priorities.
    • Ensuring the RAMS performance of the product is properly managed on each project/program and follow-up the main open RAMS actions for "at risk" or challenging projects/programs
    • Ensuring the reliability and safety design reviews are prepared and documented as per the project/program schedule and to follow-up the main open actions.
    • Ensuring a safety leader is appointed for safety issues (K1 8D) relevant for the site and contribute to its closure as per RSA-WMS-002.
    • Ensuring RoE of projects/programs (product reliability measure, K1 issue ...) from RAMS perspective is properly feedback to the technical repository and/or RAMS processes as applicable.
    • Managing the development of the site RAMS team to ensure the adequacy of the capacity vs workload vs skills with the support of the N+1.
    • Ensuring adequate RAMS resources are appointed to the projects/programs allocated to the Site.
    • Managing the forecast of the Site workload, based on hypotheses provided by the workload manager and identify necessary resources to secure project QCD commitments.
    • Alerting the N+1 in case of team issue in terms of capacity, skills etc.
    • Ensuring the Central RAMS/Engineering rules & processes are understood and applied in particular those dedicated to RAMS activities.
    • Reporting on the progress of the Site RAMS activities and alert the N+1 in case of issue potentially impacting the achievement of the QCD commitment.
    • Following-up on the potential blocking issues with regard to the expectations of the next Safety/Reliability design review milestone and be a support in the implementation of the related resolution plan.
    • Being a pro-active contributor to the improvement of the RAMS Métier rules in collaboration with the Central Engineering team.
    • Contributing to the Central Engineering RAMS network.

    Responsible for:

    • Supporting the other stakeholders (design, industrial, sourcing, warranty, T&C, quality, etc..) in the understanding of the RAMS processes and actions in particular with regards to the interfaces in between the teams.
    • Being the responsible at Site level for the transverse RAMS actions and for topics addressed at: Site (progress plan), Region, Central/Transport level.
    • According to the Site RAMS team size and workload, taking the role of Train/Subsystem RAM/Safety Engineer on one or several projects.
    • Applying and follow-up the People Management Cycle on time for the Site RAMS according to N+1 and HR instructions
    • Having a pro-active challenging view on the overall RAMS results of the studies performed by the Site team to enhance their adequacy/consistency and compliance the applicable RAMS instructions and guidelines.  
    • Ensuring the RAMS part of the technical repository of the relevant products is properly maintained.
    • Providing feedback to Central Engineering on the application of the RAM & Safety processes
    • Raising an issue at Central RAMS Director level in case of RAMS Métier issue that goes beyond the scope of the site.
    • Reporting RAMS performance and distributing to the relevant internal and external stakeholders

    Business understanding and desired knowledge/experience

    Minimum education required:

    • BSc/B.Eng. Degree or BTech in Electrical and/or Electro-mechanical Engineering
    • Management/Leadership Qualification (minimum NQF7) will be an advantage
    • Registered or Registerable (in less than 1 year) with ECSA will be an advantage

    Minimum experience required:

    • 5+ years’ experience in Electrical and/or Electro-mechanical Engineering applied to Railway products
    • Experience of 3+ years in people management
    • Microsoft Office (Excel, Power Point, Word….)
    • RAMS assessment and demonstration
    • General Understanding of SAP/GSI system
    • Understanding of Engineering standards and their application
    • Detailed knowledge of engineering design processes, engineering drawings and interpretation software documentations
    • Knowledge of problem-solving techniques (8D, Ishikawa, 5 whys, Quick Response Quality Control (QRQC) …)
