    Manager: Project Management Unit

    MINIMUM REQUIREMENTS:  

    • National Diploma in Civil Engineering, BSc/BEng in Civil Engineering, BTech in Civil Engineering and/or Project management Qualification-NQF Level 7 or Equivalent . registration with ECSA as Candidate Professional Engineer ( PrEng) or Technologist ( Pr TechEng ) , or Technician (PrTechni) and/or Registration with SACPCMP as a Candidate Professional Construction Project Manager ( PrCPM) is an added advantage. Code EB driving license. 3 years' experience in Project Management Environment{As a Project Manager or or PMU Technician)

    ADDED ADVANTAGES :

    • Compliance with the Municipal Regulations on Minimum Competency levels for Senior Managers - Gazette No.299678 of 15 June 2007

    KEY PERFORMANCE AREAS:

    • Experience in project management of Engineering Construction projects.  
    • Ability to deal with and resolve conflict, work under pressure and meet deadlines 
    • Good written and oral communication, report-writing , presentation and facilitation skills .
    • Ability to implement work programmes.
    • Advances computer user (MS Word, MS Excel, PowerPoint)
    • Good knowledge of MS eroject, Auto CAD drawing software, Auto CAD Civil 3D, Civil Designer (or similar engineering design software), , Arc view(GIS)  
    • To provide project management services regarding the planning, design, implementation. 'construction, monitoring & evaluation and handover phases of projects related to Conditional grants, and/or Human Settlements Developments
    • Working Knowledge of local government prescripts as it relates to infrastructure project management)
    • Manages the project scope, programme, cost and quality requirements to ensure delivery of stated objectives
    • Risk management to ensure proper identification, analysis and mitigation of risk Integration management by finalising the project life cycle from inception to hand over
    • Communication management by coordinating the proper collection, and dissemination of project information to all internal and external stakeholders
    • Procurement management to ensure that all documentation comply with the industry standards for uniformity, applicable regulations, contractual conditions and specifications
    • Construction Management to ensure that construction projects are implemented in accordance with the contract documentation  
    • Management of the Human Resource involved with the project
    • Manage the coordinates the activities of external services providers (Professional service ad contractors) to ensure the successful implementation of the project
    • Manage the coordinate the handover of the project to the relevant portfolio manager or user Department for operational purposes  
    • Manage the coordinate the conclusion of Service Level agreements with prospective service providers and/or developers, including the determination of Development Contributions
    • Manage and coordinate the review and comment on potential planning and building application
    • Keep abreast of current developments legislative changes, emerging trends and latest changes, emerging changes and latest technologies in the profession.

    1X Housing Clerk

    MINIMUM REQUIREMENTS:

    • Grade 12(Matric), National Diploma I HR or equivalent Certificate in public administration (NQF Level4). Computer literacy-office application will be an added advantage, 2 years' experience in local government administration.

    KEY PERFORMANCE AREAS:

    • Checking the accuracy of details recorded on housing documentation and registers and updating work in progress information or data on specific computer/registry application/system of the department  
    • Compiling and collating housing reports together with recommendations to the Housing Officer
    • Attending to queries relating to housing issues both telephonically and visits by the public  
    • Rendering Housing Consumer Education to housing beneficiaries  
    • Preparing and extracting Qualitive and quantitative reports for submission to the immediate Supervisor detailing the status of the departments operations and recommendations to initiate new Housing Projects  
    • Filing completed transaction in alphanumeric or chronological sequence and/or retrieves files/folders on request from departmental personnel 
    • Applying specific sequences associated with initiating and completing electronic back-up of information and/or referencing source documentation reports and/or instructions using alphanumeric sequential codes, to facilitate retrieval  
    • Updating files with current and relevant information pertaining to the administrative activities, and maintaining an appropriate filing system for the safekeeping of records 
    • Maintaining the filing system and arranging for the removal and disposal of archive documentation.

    Town Planner

    MINIMUM REQUIREMENTS:

    • Grade 12 Certificate, B. Degree in Town and Regional Planning / Built Environment NQF Level 7t , Code EB Driver's License, Computer literacy (MS - Office) and 3 years' experience in municipal or planning environment, Registration as Candidate Planner with South African Council for Planners (SACPLAN) . Added advantage GIS Basic knowledge.

    KEY PERFORMANCE AREAS:

    • Facilitating development and review of Spatial Development Framework, including participation and providing of professional guidance on preparation of the SDF for the municipality
    • Administer and assess land use and land development applications in terms of SPLUMA and other applicable legislation .  
    • Making recommendations to Authorised official and Munucipal Planning Tribunal.
    • Develop and maintain Land Use Management Systems. .
    • Evaluating and commenting on the applicability of specific spatial planning key performance indicators and measures .  
    • Presenting a conceptual framework and action plans of current and future Spatial Planning and Development interventions for presentation to the manager
    • Analysing trends, operating requirements and budget forward plans to establish/determine finding/expenditure for the period
    • Evaluating the Section's performance against budget and addressing deviations/variances with the Manager
    • Implementing corrective measures to rectify deviations/acts contrary to financial regulations, audit requirements and departmental procedure
    • Formulating/adjusting operational plans to guide the provision of core services within the region with due consideration given to capacity and capability to sustain the quality of Spatial Planning and Land Use Management Overseeing the implementation of projects. programmes and policies as required and ensuring that the relevant deadlines are met
    • Conducting continuous research for information purposes relevant to National & Provincial Legislation, and Policies and Programmes in order to align with local programs, projects and policies. including SPLUMA Formulating Spatial Planning and Development policy guidelines for discussion with the Manager and to reach consensus with stakeholders and interested and affected parties and submitting refined policies to Council for approval, implementation and review Planning the inclusion of sectoral gr'oupings within the Municipality into the Spatial Development Plan in collaboration with the Manager
    • Evaluating building plans for compliance in relation to zoning and land use regulations Assessing land use and development applications Ensuring effective and affiant land administration systems (leasing , acquisition and disposal)
