    Financial Intern (2 Years Contract) X2

    REMUNERATION: R96 000 per annum (All inclusive).

    REQUIREMENTS

    • A three (3) – year bachelor’s degree or National Diploma with majors in Accounting, Economics or Finance including either Risk Management and/or Auditing among others.
    • Sound written and oral communication skills.
    • Computer literacy.
    • Accuracy will serve as a strong recommendation.
    • The intern will sign an internship agreement which is in addition to the employment contract.
    • The effect of the agreement is to ensure commitment to the programme which requires, amongst others, full participation in the educational and workplace assignments and observance of policies and procedures.
    • Age between 21 and 35 years.
    • Clean criminal record (proof must accompany application).

    INTERNSHIP OVERVIEW

    • The Internship programme is a structured professional training and work experience with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office which is governed by the Municipal Finance Management Act, Act 56 of 2003 and the underlying reforms. The programme has a logical training sequence that builds on the skills and competencies acquired during tertiary training.

    Cleaner /Hall Attendant

    SALARY SCALE: R138 648 – R159 768
    QUALIFICATION AND EXPERIENCE REQUIRED

    • ABET Level 3/4 
    • 1-month relevant experience in cleaning services.

    CORE RESPONSIBILITIES CLEANING FUNCTIONSAttends to procedural activities and maintains the cleanliness of designated areas, by:

    • Receiving verbal instructions from the immediate supervisor on the work program and/ or priorities related to specific departments and/ or communicating specific cleaning material requirements.
    • Commencing with cleaning sequence, mixing, and using chemical detergents to remove stains/ dirt from painted/ polished or carpeted surfaces.
    • Vacuuming carpeted floor areas, dusting, and tidying desktops and shelves.
    • Cleaning ablution facilities, mopping floors and wiping ceramic surfaces, replacing toilet rolls, towels etc. and checking and reporting defective items to the immediate superior for attention.
    • Attending to the surroundings, picking up litter and/ or sweeping paved areas/ walkways.
    • Applying detergents to remove dirt and rinsing, wiping, and setting items into the cupboards when required.

    FUNCTION SET UP/ BREAKDOWN AND FURNITURE/ EQUIPMENT REMOVAL AND ARRANGEMENT

    • Attends to specific requirements associated with the set-up and/ or breakdown of arrangements prior to and after functions and/ or providing support during the relocation of furniture, by
    • Communicating with the immediate supervisor on specific requirements with respect to the arrangement of furniture and equipment.
    • Attending to the set-up sequence, placing chairs/ tables, etc. in accordance with the agreed layout and/ or attending to the dismantling and removal of items on completion of the function.
    • Dismantling, moving, and setting up furniture in designated areas and/ or mounting shelves and accessories using handheld tools (screwdrivers) to perform manual
    • applications.

    QUALIFICATION AND EXPERIENCE REQUIRED

    • Grade 12
    • NQF 6 Diploma in Public Administration/Management or Equivalent qualification (NQF level 6)

    CORE RESPONSIBILITIES
    COMMITTEE FUNCTIONS/ SECRETARIAL/ ADMINISTRATION SUPPORT

    • Provides secretarial/ administrative support to various meetings within the Municipality by:
    • Referring to the approved schedule of Meetings and confirming/ reporting deviations from plans with respect to catering requirements and/ or stationery and equipment needed for specific sessions to the Admin Officer.
    • Communicating with Officials to establish items for inclusion on the agenda and the submission of investigational/ general reports and proposals supporting agenda items.
    • Circulating notification, agenda and minutes of previous meetings to members.
    • Performing specific secretarial sequences at meetings with regards to circulation and completion of attendance registers, recording details of proceedings/ discussions proposals and recommendations, and making available of copies of correspondence referred to in discussions to members.
    • Following up and keeping track of resolutions passed by the relevant committees and identifying those that are not implemented and compiling reports and submitting to the relevant parties.
    • Maintaining data of Council resolutions and providing support to the Senior Admin Officer in developing action plans for implementation of Council resolutions.
    • Duplicating and binding agenda to ensure Councillors receive quality documents/ correspondence.

    COMMITTEE FUNCTIONS/SECRETARIAL SUPPORT
    Coordinates secretarial support to various Committee and Sub Committee sittings within the municipality by:

    • Communicating with the Committee Coordinator to establish items for inclusion on the agenda and the submission of investigational/ general reports and proposals supporting agenda items.
    • Monitoring the circulating notification, agenda and minutes of previous meetings to members.
    • Accessing and making information available prior to the meeting to the Chairperson and/ or representatives on specific items for discussion, referring to Councils resolutions, reports and correspondence.
    • Verifying specific secretarial sequences at meetings with regards to circulation and completion of attendance registers, recording details of proceedings/ discussions and decisions, and making available of copies of correspondence referred to in discussions to members.

    ADMINISTRATION FUNCTIONS/MINUTES, AGENDAS AND NOTIFICATIONS
    Performs administrative activities associated with preparation of documents and correspondence for circulation by:

    • Coordinating word processing applications to prepare minutes and notifications of meetings.
    • Translating the content of minutes of meetings, notices, etc into specific official languages to enable
    • Officials and Representatives to comprehend issues and discussions and, forwarding draft documentation to the immediate supervisor for verification prior to circulation.
    • Referring to legislation, Council resolutions and regulations to enable formulation of resolutions and recommendations arising out of discussions in Committee.
    • Monitoring the recording and updating of registers of attendees to Committee meetings and extracting and forwarding information on request with respect to long term/ continuous absenteeism of Officials and Union Representatives to Committee Chairperson.
    • Maintaining and updating Committee files and records inserting attendance registers, notification, correspondence and minutes in accordance with established referencing sequences.

    STOCK CONTROL
    Implements specific activities/ tasks associated with the receipting, storage and utilization of items/ materials to/ from the Stores by:

    • Checking the supplier documentation against physical items and verifying quantity and specifications prior to acknowledging receipt or recording short delivery/ damages on the documentation.
    • Coding stock received in accordance with control procedures and positioning items in the appropriate location.
    • Attending to the rotation of stock based on ‘first in –first out principles’ and positioning items taking into consideration “shelf life span”.
    • Monitoring stock levels against established safety stock levels, identifying with slow moving/ aged items and seeking approval on changes to stock control guidelines.
    • Conducting stock counting sequences, applying control procedures using specific coding/ labels to indicated counted stock and quantities.
    • Receiving and referring to approved transactional documentation to identify with requirements, accessing specific items and checks quantities prior to issue.
    • Receiving instructions on the disposal of damaged/ excess stock and attending to the removal or return of such items.
    • Participating in stock taking processes in conjunction with the Financial Audit Team, making available information, schedules and/ or identifying stock positions, products and items for counting and verification.

    INFORMATION RECORDING/ UPDATE
    Processes transactional information on specific computerized applications and completes forms, schedules and documents by:

    • Collating, checking and verifying information recorded on transactional documents, forms and schedules prior to commencing with updating sequences.
    • Capturing information associated with delivery time, materials and requisitions, etc.
    • Entering details of inbound material/ goods (quantity, date, etc.) against product codes and preparing supporting documentation (e.g. goods received note) to validate receipt.
    • Updating records and registers and completing orders inserting relevant details and, submitting for approval.
    • Checking obsolete stock in terms of prescribed procedures and disposing upon approval.
    • Inserting documentation, correspondence, forms, etc in alpha/ numerical or chronological sequence into appropriate files, accessing relevant information upon request or support query resolution and/ or deleting or removing old/ obsolete records from the respective files.

    SUPERVISION AND CONTROL
    Coordinates and controls tasks/ activities associated with controlling personnel performance, productivity and discipline by:

    • Planning, implementing and controlling the daily work/ actions of staff.
    • Monitoring attendance/ conduct and output and addressing deviations from agreed performance indicators through meetings/ counselling and/ or other approved methods designed to improve and motivate personnel.
    • Addressing workplace conflict/ conduct through the initiation and co-ordination of consultative processes and implementation of specific disciplinary procedures.

    STORES CONTROL
    MONITORING & CONTROLS
    Monitors and reports to the immediate supervisor on specific aspects associated with performance and risk and provides generalist support by:

    • Assessing and addressing inadequacies in access/ egress controls at the Stores, alerting the supervisor to critical/ high risk issues outside the scope of laid down guidelines.
    • Adhering to prescribed safety and security measures with special reference to hazardous materials e.g. fuels, oil, etc.
