    Chief Clerk (Three Positions)

    Qualifications and experience required:

    • Grade 12 qualification.
    • Computer literacy in MS Office applications.
    • Five to eight years’ relevant experience.
    • Supervisory experience.
    • A valid Code B driver’s licence.

    Key attributes and competencies:

    • Proficient oral and written communication skills in English and at least one other official local language.
    • Good interpersonal and administrative skills.
    • Good report-writing skills.

    The incumbent will be responsible for:

    • Conducting investigations to identify ownership and size of land required.
    • Preparing letters, and using standardised formats, to acknowledge receipt or provide information on the status of applications.
    • Verifying and monitoring advertisements in press, letters to abutting property owners and/or written notifications pertaining to applications received.
    • Liaising and negotiating with landowners for land required for Municipal purposes in terms of the Expropriation Act.
    • Preparing lease agreements, sales agreements, acquisition agreements, and encroachments in compliance with applicable legal legislation, and consulting/instructing attorneys on transfer of land.
    • Preparing/drafting items for standard committees.
    • Monitoring progress and activities of subordinates in respect of attendance, controlling staff leave.
    • Providing guidelines/guidance to personnel on the application of procedures and assessing training needs.

    Job purpose:

    • Performing administrative tasks associated with administration of property i.e. rezoning, sub-divisions, special consents, sales, leases, acquisitions, expropriations and encroachments, generating reports detailing the status of the functionality, attending to and/or forwarding disputes, queries/complaints to specific departments for attention and resolution and communicating the outcome, and ensuring efficient utilisation and development of Council Land in compliance with the Land Use Planning Ordinance and Town Planning Schemes.

    Planner :Waste Management

    Qualifications and experience required:

    • National Diploma in Production Management or Administration with Work-Study as a component.
    • National Diploma in Environmental Health with Waste Management as a component will be an added advantage.
    • Computer literacy – Office applications.
    • A valid Code B driver’s licence.
    • Three to four years’ experience in Waste Management planning.

    Key attributes and competencies:

    • Good communication and excellent report-writing skills.
    • Good monitoring and evaluation skills.
    • Knowledge of work study.

    Job purpose:

    • Performing specific tasks/activities associated with the provision of an efficient and cost-effective waste management service through systematic planning of projects, investigating systems improvements, assembling statistics, conducting work study projects and performing general administrative duties.

    Executive Director: Planning And Development

    Job purpose:

    • The Planning and Development Directorate is responsible for implementing the Council’s policies through consultation with communities and the planning and implementation of sustainable human settlements, spatial planning, urban design, planning and building development, local economic development and property management within the area of jurisdiction of the Municipality. It further acts as an agent of Provincial and National Government on assigned functions in terms of Section 104 of the Constitution.

    Higher education qualification:

    • A Post-Graduate Degree in Building Sciences/Architect/Town and Regional Planning or Development Studies; or equivalent.
    • A minimum of seven (7) to eight (8) years relevant experience at senior and middle management level of which two (2) years must be at senior management level.
    • A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD) or attaining within 18 months of appointment the required competency level for Senior Managers in terms of LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
    • A valid Code EB driver’s licence.
    • Valid Professional Registration with the Accredited Professional Body such as SACAP shall be an added advantage.

    Key performance areas:

    • Provide strategic direction in the planning process of the Municipality in respect of the Integrated Development Plan (IDP), budget, good corporate governance and highest standards of ethical professional and moral conduct.
    • Lead, direct and manage a multi-disciplinary team to design, implement and evaluate best fit solutions to critical municipal challenges on basic service delivery and its improvement.
    • Sound understanding of the policy directives, legislation and regulations governing the sectors and professional disciplines applicable to the function and abreast with new developments.
    • Conceptualisation of a brief into spatial ideas that encompass the various aspects of context, scale, climate, budget, social, political and economic factors with the intent of facilitating development and sustainable human settlement.
    • Explore and implement new ways of delivering services that contribute to the improvement of municipal processes in order to achieve municipal goals. The ability to create a clear sense of common purpose and vision for others with a view to obtain buy-in and commitment to the goals.
    • Drives equitable service delivery taking into account how political and service issues, program, policies and decisions impact public interest and concerns.
    • Establish and maintain a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the law.

    Proof of academic qualifications:

    • All applications must be accompanied by certified copies of academic qualifications.
    • Short-listed candidates will be required to produce their original academic qualifications at the interview.

    Job purpose:

    • The Executive Director: Corporate Services is responsible for providing strategic direction and executive leadership in providing integrated human capital management to optimise organisational or municipal capability. As a member of the top administrative and executive team advise and support the City Manager in defining and setting a municipal culture of service delivery, effectiveness and efficiency in a professionalised environment.

    Higher education qualification:

    • A Post-Graduate Degree in Public Administration/Management Science/Social Science/Human Resources/Law or equivalent.
    • A minimum of seven (7) to eight (8) years relevant experience at senior and middle management level of which two (2) years must be at senior management level.

    • Establish and maintain a comprehensive set of management and financial systems and controls within the Directorate and implementing a regular reporting regime in terms of the requirements of the law.

    Proof of academic qualifications:
