JOB PURPOSE AND PROFILE
- To ensure the development, enhancement, communication, reporting and oversight of the CETA’s Facilities Management strategy and framework and associated tools and processes, ensuring that these are supportive of the CETA strategy and mitigate business risks for the organisation.
RESPONSIBILITIES:
- Develop the Facilities Management frameworks and strategy in consultation with the Chief Financial Officer.

JOB PURPOSE AND PROFILE
- To provide coordination and administrative support to the Acquisitions unit to ensure the effective and efficient coordination of procurement efforts and the monitoring of project progress and implementation in support of the execution of the overall strategy.
RESPONSIBILITIES:

JOB PURPOSE AND PROFILE
- To provide a comprehensive executive administrative support service to the CFO by ensuring the effective and efficient running of the office and assist in providing key support to the CETA in the execution of the overall strategy.

JOB PURPOSE AND PROFILE
- To oversee and manage the Legal and Compliance unit of the CETA to ensure compliance to all relevant legislation and to proactively identify and manage potential risks and litigations. This include provision of ongoing support to executive management and staff on legal implications of contracts and transactions, with specific responsibility for drafting contracts and instituting and defending any legal proceedings, where required.
RESPONSIBILITIES:
- Manage and lead the CETA Legal and Compliance unit in ensuring sound and effective corporate governance and legal risk management is effective.
- Develop and implement CETA legal strategy and legal risk mitigations plans, including Legal and Compliance unit Operational Plans.
- Drive continuous innovation by ensuring the development, alignment and implementation of best practice Legal and Compliance services and protocols within the CETA.
- Oversee all CETA new and ongoing litigations, attend Court and Arbitration hearings as and when required.
- Ensure legal compliance of contracts, MOUs and MOAs and Service Level Agreements (SLA); by ensuring that all CETA contracts are legally vetted as legally sound before signature.
- Review and/or provide legal opinions, advice on contracts and SLAs.
- Ensure quality control and compliance with policies, procedures, regulations and standards at CETA.
- Deal with the legal aspects of disciplinary inquiries, labour disputes and litigation on labour related matters.

JOB PURPOSE AND PROFILE
- The incumbent is responsible for being a trusted advisor and operator for the Chief Executive’s Office (CEO). Provide high-level strategic support to the CEO in planning, executing, and ensuring the success of the CEO’s mandate by facilitating the efficient and effective functioning of the CEO’s Office. - Conduct desk-top research on topics / issues requested by CEO and manage special projects in the office of CEO.
General responsibilities attached to this role
- Provide input into relevant audit processes and queries and respond to audit findings within defined timeframes.
- Lead and drive the planning and compilation of the CEOs office business unit’s annual budget aligned to the tactical delivery plans to support the implementation of set strategic objectives.
- Lead the deployment and enforcement of proper financial controls to manage the departmental budget and ensure that all units maintain full and proper oversight of its financial resources.
- Verify, recommend for approval all CEO’s office related payments based on the Delegation of Authority applicable at a time.
- Build and lead an effective and cohesive team through the effective management of all departmental resources; including to ensure all staff are living by CETA values.
- Lead the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of departmental talent pools.
- Ensure Learning and Development is continued monitored and improved.
- Assist lead and drive a high-performance culture by translating and communicating the annual performance goals and measures based on agreed upon objectives.
- Drive a working environment that augments employee engagement, recognition, and productivity.
- Identify and monitor departmental risks and develop and maintain a risk register from such activities. Implement mitigation to manage risks within the CEOs Office.
- Identify and develop strategies to optimise key stakeholder relationships, implement those strategies in building sustainable and resilient relationships.
- Manage resolution of stakeholder concerns and issues timeously.
- Monitor and manage staff performance within the CEO’s Office in compliance with the CETA Performance Management policy and processes. This includes coaching and mentoring staff and interns as appropriate to improve performance within the CETA (oversee performance management and the development of all CEO’s Office staff).
- To develop a comprehensive reporting system for the unit that considers all operational aspects and report such on a weekly, monthly, quarterly and on annual basis.
- To provide regular management reports for governance and executive management reporting processes.
- Perform any other relevant duties as directed by the CEO.
SPECIFIC DELIVERABLES EXPECTED
- Credible governance and executive management reports.
- Projects Monitoring and Evaluation reports.
- CETA strategic risk registers updated.
- Business unit’s Service Standards and Business Scorecard aligned overall CETA scorecards, APP, SLA, Strategic Plans, etc.
- All risk, compliance and governance reports for the CETA.
- Business unit’s budgets progress reports.
- Monthly and quarterly progress against CETA Transformation and Organisational Scorecards.
Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES
- Post Graduate qualification in any of the following fields: Business Administration, Finance / Accounting, Project Management, or any similar qualification at NQF 8 level.
- Minimum of 7-8 years’ experience, of which at least 4 must have been in a senior management role.
- A proven track record in the public entity and regulated environment and previous management experience in a multidisciplinary unit is essential; and extensive knowledge of government policies is critical.
- Proven experience in leading and directing teams.
- Demonstrated experience in reporting to executives and boards on governance, risk and compliance control matters.
- A SETA related experience in governance, risk, monitoring and evaluation and compliance is an added advantage.
- Knowledge of higher education sector, the SDA, SDLA, SAQA Act and the PFMA are essential.
- Computer literacy: Advanced Excel and Data Analytical skills are required.
- Valid driver’s licence.
