    Consumer Education Assistant - Consumer Education Department

    Purpose of the Job:

    • To provide comprehensive administrative and operational support to the Consumer Education department and facilitates the smooth running of the department’s initiatives, ensuring efficient organisation, communication, and execution of tasks The person appointed to this position will report to the Manager.

    Key Performance Areas:

    • Assist the Administrator in maintaining a centralised, accessible filing system for the CED.
    • Manage stock levels and keep records of promotional items, equipment, brochures, pamphlets, and booklets, both manually and electronically.
    • Prepare information packages for clients/consumers upon request.
    • Coordinate and action courier service requests from CED staff.
    • Support project leaders in submitting Portfolios of Evidence (POE) reports and documents for quality assurance.
    • Handle logistics, administrative, and inventory complaints/enquiries, providing timely acknowledgements and referrals.
    • Regularly update the team on administrative developments within the department.
    • Assist in coordinating BEE verification documents and speech competition investment forms.
    • Participate in, co-deliver, and co-present workshops, exhibitions, and outreach campaigns.
    • Engage in National Consumer Events and represent the department in media engagements such as radio interviews where appropriate.
    • Assist in coordinating capacity building workshops and innovate consumer education messaging across various media platforms.
    • Engage in monthly meetings, ensuring follow-through on assigned actions.
    • Work closely with ICT, Communication, and other Departments of the FSCA.

Strong communication skills, both written and verbal. Proficient in office software and capable of managing electronic records.     Manager – Complaints and Query Resolutions Business Centre Department

    Purpose of the Job: 

    • To provide and manage the activities of the Business Centre Complaints and Queries team, which include but not limited to the following: handling of complaints from multiple sources, redirecting of complaints to external regulatory authorities and internal FSCA divisions in accordance with relevant protocols and management of the debarment register. The person appointed to this position will report to the Departmental Head.

    Key Performance Areas:

    • Oversee and manage the complaints and query resolution unit within the Business Centre;
    • Assist with the development, implementation and maintenance of the appropriate internal policies; 
    • Implement and over the implementation of the Complaints and Queries Framework;
    • Engage with internal and external stakeholders with regards to the activities of the Unit;  
    • Manage the human resources of the team effectively and efficiently (train, monitor, lead, development and maintenance of performance standards for the   team);
    • Assist in managing the department’s business plan and budget in line with FSCA guidelines;
    • Attend to administrative and managerial responsibilities of the department as directed by the Departmental Head;
    • Manage the processes of referral of matters that do not fall within the scope of the FSCA to external stakeholders; 
    • Prepare monthly trend analyses reports on matters handled by the Unit;
    •  Manage, monitor and update the register of debarred representatives; and
    •  Engage with key internal and external stakeholders to facilitate the closure of various matters and ensure adherence to service level agreements.

    • A Bachelor’s Degree in law or Commerce. The candidate must have proven relevant and practical experience of at least 5 years within a financial services industry. A good understanding of the overall mandate of the FSCA and the various financial sector laws is required.

    Senior Specialist: ICT Security Information and Communication Technology Department

    Purpose of the Job:

    • The Senior Specialist will be responsible for the development and implementation of the ICT Security and Cyber Security strategy. The design and implementation of on-going protection programs and solutions monitor and test those programs and develop measures for program compliance, related security and privacy policies. The person appointed to this position will report to the Chief Information Officer (CIO). 

    Key Performance Areas:

    • Develops, maintains and administers a sound ICT Security and Cyber security organisational plan; initiates improvements as necessary;
    • Provide strategic security guidance for ICT projects, including the evaluation and recommendation of technical controls; 
    • Develop, maintain and publish up-to-date security policies, standards and guidelines, and oversee training and dissemination of security policies and practices;  
    • Partner with senior FSCA business leaders to integrate all ICT security and Cyber security plans with FSCA’s information and reporting requirement; and
    • Management of staff and ensure high performance culture is created.

    Requirements

    • A Postgraduate Degree in Computer Science or Information Technology (IT), with at least 8 to 10 years’ experience in a combination of ICT security and cyber security – at least 4 years must be in a senior ICT leadership role.  A Professional security management certification such as a Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), and Certified Information Systems Auditor (CISA) or other similar credentials, is desired. Knowledge and certification of common information security management frameworks, such as ISO 27001, ITIL, COBIT and NIST.

    Senior Special- Data Analysis Market Surveillance and Analysis Department

    Purpose of the Job

    • To develop information data-driven insights and apply the elements of cognitive science for planning and policy development, design and create the Artificial Intelligence algorithms capable of learning and making predictions that define machine learning, use data as a tool to make decisions and solve business problems through application of math, business, technology, design thinking, and behavioral sciences, and extract insights from large datasets using analysis, visualization, and mathematical computation and in turn transform those insights into actionable business decisions. The person appointed to this position will be stationed in the Market Integrity and Decision Sciences Division and report to the Departmental Head: Market Surveillance and Data Analysis.

    Key Performance Areas

    • Develops predictive modelling and trend analysis tools that anticipate the needs and provide real-time solutions to meet those needs;
    • Acts as the organisation’s Data Analytics expert;
    • Understands and extracts meaning from complex data relationships and develops reports to enable effective use of the resulting knowledge; 
    • Provide guidance to stakeholders on what data to capture and how to map data needs to business questions;
    • Provide in depth analysis of data using data mining and profiling techniques to help FCSA understand industry and customer behaviour and predict future behaviour;
    • Defines, implements and standardises metrics, reports and visualisations for the business;
    • Deliver key metrics, reports and visualisations with interpretation, contributes to the development of hypothesis and actions;
    • Guides, enhances the skills set and develops the data analysis team;
    • Manage a team of resources, business plan and budget;
    • Ensure that all personnel management activities within the department are dealt with in accordance with staff rules and policies of the FSCA.

    Requirements

    • A Degree in Statistics, Engineering, Mathematics and Operations Research, Data Analytics, Business Analytics, or equivalent qualification. Minimum of 8 to 10 years’ work experience in a field where designing, researching, and implementing machine learning systems, algorithms, and tools was major, preferably in a financial services sector. Have created machine learning models and retrained systems when needed, developed machine learning apps according to requirements, experience with coding and programming languages, including Python, Java, C++, C, R and JavaScrip, and skills in advanced Math and Statistics skills, surrounding subjects such as linear algebra, calculus and Bayesian statistics.
