    Individual Consultant To Develop A Strategy To Prevent And Manage Teenage Pregnancy In Limpopo Province

    Purpose of consultancy:

    • The purpose of the Terms of Reference is to appoint an Individual Consultant to develop a strategy and an advocacy brief to prevent and manage teenage pregnancy in Limpopo province.

    Scope of work ((Description of services, activities, or outputs)
    The successful consultant service is expected to work with the United Nations Population Fund South Africa Country Office, Office of the Premier, Provincial Department of Social Development, Department of Health, Department of Education and other stakeholder to do the following:

    • Utilising the Limpopo Annual Work Plan, establish a strategy and identify partners for collaboration in the quest to mitigate teenage pregnancy in Limpopo province.
    • Consult and collaborate with the relevant government departments, young people / youth sector, institutions of higher learning (i.e. University of Venda and University of Limpopo) for research data or evidence-based strategic information, and youth focal persons from the Office of the Premier and other government departments in the province.
    • Develop a strategy aligned to OTF and Departmental priorities, activities and processes.
    • Develop an implementation plan that includes completion of school by learners and that a plan that can easily be implemented by all partners and stakeholders.
    • The Individual Consultant will be expected to develop the inception report, the strategy, Implementation plan and a conclusion report.

    The Strategy and the Implementation plan should:  

    • Include strategies for retention of girl child in school if they do become pregnant. 
    • promoting dialogue amongst in the community on addressing teenage pregnancy
    • Recognise and guide the rights, duties and responsibilities of parents and other persons legally responsible for adolescents to provide appropriate direction and guidance in sexual and reproductive matters.
    • Ensure that the programmes and attitudes of health-care providers and social services providers do not restrict the access of adolescents to appropriate services (through implementation of Youth Zones in all healthfacilities) and the information they need (which at a minimum includes information on sexually transmitted diseases, sexual abuse and supportive services from respective departments). These services must safeguard the rights of adolescents and youth to privacy, confidentiality, respect and informed consent, respecting cultural values and religious beliefs. 
    •  Protect and promote the rights of adolescents and youth to reproductive health education, information and care and greatly
    • reduce the number of adolescent pregnancies. Promote registration and utilisation of the B-wise platform.
    • Support mechanisms for the education and counselling of adolescents and youth in the areas of gender relations and equality, violence against adolescents, responsible sexual behaviour, responsible family- planning practice, family life, reproductive health and rights, sexually transmitted diseases, HIV infection and AIDS prevention.
    • Ensure provision of programmes for the prevention and treatment of sexual abuse and other reproductive health services. Such
    • programmes should provide information to adolescents and make a conscious effort to strengthen positive social and cultural values.
    • Ensure that sexually active adolescents and youth are provided with special family-planning information, counselling and services, and those who become pregnant get special support from their families and community during pregnancy and early childcare.
    • Promote programmes directed to the education of parents, with the objective of improving the interaction of parents and children to enable parents to comply better with their educational duties to support the process of maturation of their children, particularly in the areas of sexual behaviour and reproductive health.
    • Develop a guideline on the referral of pregnant adolescents to relevant departments for further interventions especially the under 18 years.

    Duration and working schedule:

    The duration of the project will be four months, starting from 03 August 2023 when the contract is awarded and should be completed by 15 December 2023 Schedule of work:

    • Inception briefing meeting with UNFPA and OTP and provincial government partners
    • Review of guiding documents and inception meeting
    • Submission of inception report with detailed work plan
    • Coordinate virtual and in person consultation meetings with provincial and district focal persons
    • Compile and submit first draft reports for review
    • Present revised plans to the UNFPA, OTP and government partners and solicit feedback
    • Develop an advocacy brief
    • Final submission of strategy document and advocacy brief by 27 October 2023

    Place where services are to be delivered:

    • Consultancy will be mainly virtual and the initiation meeting as well as the closeout meetings will be hybrid. The consultant may be expected to travel to for consultations with the district partners however, this will be subject to the constraints imposed by the financial resources available. 

    Supervisory arrangements:

    • The consultant will be under the overall supervision of the UNFPA Adolescent and Youth program officer and will work closely with the, and OTP focal person, the Steering Committee and relevant government departments

    Expected travel:

    • The consultant is expected to work both remotely (off-site/virtually) and be available to travel for field work and stakeholders engagement as appropriate.

    Required expertise, qualifications and competencies, including language requirements:

    The project requires a suitable Individual Consultant who has extensive knowledge on Teenage Pregnancy, Youth engagement, Sexual and Reproductive Health Rights, Gender, HIV and Comprehensive Sexuality Education. The Individual Consultant may include co-consultants with the same expertise. The Individual Consultant must demonstrate the following attributes:

    • Education: Post-graduate University Degree or equivalent in public
    • health/sexual and reproductive health, medicine/social sciences,
    • programme management, or other related field
    • Extensive experience in strategy development for youth, teenage pregnancy and on Sexual and Reproductive Health Rights, and or Comprehensive Sexuality Education.
    •  Demonstrate evidence in carrying out similar work assignments.
    • Have a least 5 years of experience in management of Integrated Sexual and Reproductive Health and Rights programmes.
    • Be familiar with government SRHR policies, systems and structures.
    •  Excellent writing skills and development of reports.
    • Familiarity with South African Government, UN development programmes will be an asset.
    • Experience with UNFPA as well as supporting the National Department of Health or Department of Social Development or Department of Education.
    • Capacity to produce quality content under short deadlines.
    • Knowledge of key issues in the Youth Development sector

    Translation Services for a Life-skills Manual on Sexual Reproductive Health and Rights (SRHR), Gender Based Violence (GBV) and HIV prevention for Traditional Male Initiates (English to seSotho

    Purpose of consultancy

    UNFPA is the United Nations reproductive health and rights agency that contributes to the expansion of possibilities for women and young people to lead healthy and productive lives. It is the leading United Nations agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA, South Africa Country Office is seeking services of an Individual Consultant for Translation Services (English to seSotho) of a Life-skill Manual for GBVF/SRHR/HIV prevention for Traditional male initiates.

    The UNFPA in partnership with the Eastern Cape House of Traditional & Khoisan  Leaders (EC HOT&KL) had identified Customary Male Initiation (CMI) as a potential strategic entry point for building positive male construction as well as expression of positive and non-violent masculinities for the passage of young boys into manhood. The ritual of circumcision as part of a rite transitioning boys to manhood is marked by the assumption of manhood responsibilities which to some extent are influenced and based on traditional male stereotypes, active sexual engagement thus leading to increased risks of acquiring sexually transmitted infections, unplanned pregnancies and committing incidents of gender based violence.

    As means of maximizing potential gains of working with boys that are getting into manhood, UNFPA and the EC HOT&KL commissioned the development of a Life- skills Manual for Gender Based Violence and Femicide (GBVF), Sexual Reproductive Health and Rights (SRHR) and HIV&AIDS prevention for traditional male initiates. The Life skills manual would be utilized as a tool to build the positive construction and expression of masculinity in the province by traditional male initiates.  Due to the various indigenous groups in the province who practice CMI, it is imperative to have the life-skills manual in local languages for ease of communication. 

    The Eastern Cape province is mainly a rural province that is characterized by high poverty, illiteracy and unemployment rates. The current Provincial population is estimated to be at 6,676,590. The African population constitutes   86, 3% of the total population with isiXhosa being the most spoken language by 78% of the provinces population and English at 2, 5%. 

    The UNFPA is supporting three priority districts in the Eastern Cape province, who are characterized by different cultural groups speaking different languages; i.e. 

    • OR Tambo District: (mainly isiXhosa) 
    • Alfred Nzo District   : (mainly seSotho) and 
    • Nelson Mandela      : (mainly Afrikaans)

    There is a need to translate the Life Skills Manual from English to seSotho for the following reasons:

    • Better understanding of the content and communication
    • Easy interaction and engagement with/on the content
    • Culture appropriateness and sensitivity
    • Fostering skills transfer and a positive attitude towards transferring the life skill/s
    • Take informed decisions 
    • Reach for both in and out of school youth aligned with “leaving no-one behind”

    Scope of work: ((Description of services, activities, or outputs)

    The overall objective of this assignment is to translate the available Life-skills Manual for GBVF/SRHR/HIV for Traditional male initiates from English to seSotho. The consultant is to ensure that the meaning of the translated information is interpreted correctly.

    SCOPE OF WORK (Description of services, activities, or outputs)

    The successful vendor is expected to work with the UNFPA to translate the 90 paged Life- skills Manual from English to seSotho.  The following are key activities for this assignment:

    • Review already available Life skills manual document.
    • Translate the English version to seSotho and develop draft documents. 
    • Engage UNFPA on the draft Life skills manual translated document for quality checking. 
    • Integrate inputs and submit final document for approval.
    • Submit a print ready Life-skill Manual document

    Duration and working schedule:

    The assignment will commence from 7 August 2023 to 31 September 2023

    Indicative breakdown of the consultancy days is as follows:

    • Inception meeting with UNFPA and EC HOT&KL and submission of Inception report (1 days)
    • Review and translate the Life- skills Manual (25 days)
    • Engage UNFPA and EC HOT&KL for quality checking (1 days)
    • Amend per input and present draft document (1 days) 
    • Amend as per input and submit final print ready versions of the Manual (2 days)

    Supervisory arrangements: 

    The Consultant will be managed under the UNFPA Country Representative and will work closely with the UNFPA  Provincial Program Officer, UNFPA Communications Officer, UNFPA Gender Specialist under the overall supervision of the UNFPA Assistant representative.

    Expected travel:

    The Individual Consultant is expected to work both remotely (off-site/virtually) and be available to travel for field work and stakeholders engagement as appropriate

    Required expertise, qualifications and competencies, including language requirements
    Qualification: A    Degree in Arts, Development Studies or equivalent fields with a major in African languages with specific reference to Sesotho 

    Experience: At least 5 years’ experience in a translation and proof reading environment of Sesotho as a language and /or as a translator or writer of books in Sesotho language and/or lecturing of the Sesotho language

    Functional Competency:

    • Fluency in both English and Sesotho languages.
    • Excellent communication skills (verbal and written)
    • Excellent time management and project management skills
    • Ability to utilize available software for translation

    Language:  Excellent comprehension (speak, read and write) of both English and seSotho

    National Individual Consultancy: Human Resources Consultant, ESARO, NOB

    Purpose of the consultancy:

    The primary objective of the HR Consultant is to execute a variety of HR tasks aimed at enhancing the precision and efficiency of HR administrative processes, thereby contributing to the HR Team’s goals and objectives. As part of the broader HR team, the Consultant will help ensure the smooth operation of client-centric HR services and provide the required coordination for change management processes.

    Supervisory arrangements

    The HR Consultant will work under the oversight of the HR Business Partner and the guidance of the HR Analysts.

    Scope of Work and Description of services and activities

    The HR Consultant will be responsible for the below:

    • Support realignment design, planning and implementation as required
    • Assist with end-to-end recruitment for International Posts.
    •  The incumbent must have extensive experience in screening and reviewing a high number of CVs/ applications across all levels.
    •  The incumbent must demonstrate progressive experiencing in facilitating oral interviews and finalising interview reports.
    • Engage with the required Country Office HR Focal Points to maintain vacancy rates.
    • Route relevant HR documents requiring Regional Director approval to the RD’s Office, along with all necessary supporting documents (Detail Assignment approvals, position creation requests etc.)
    • Support the design of a comprehensive standardized induction package and implement effective onboarding and offboarding processes to ensure a smooth transition for employees entering and leaving the organization.
    • Contribute to specific HR projects such as HR workshops, performance management initiatives, regional learning plans, etc. as and when required.
    • Remain continuously updated on UNFPA policies and guidelines related to recruitment and selection processes (Detail Assignment, Temporary appointments, Fixed-Term appointments, etc.).
    • Adhere to the UNFPA's code of conduct, respect confidentiality, and uphold work ethics.
    • Perform any other duties as required.

    Duration and Working Schedule

    • The consultancy period is from August 2023 - December 2023.

    Place where services are to be delivered

    • All tasks are to be performed at the Regional Office or provided remotely when required - as agreed with the supervisor.

    Inputs/ resources to be provided by UNFPA

    The UNFPA ESARO Regional Office will provide:

    • Required HR documentation, templates, and access to policy documents.
    • Office space, desk, and internet connection in the office.

    Monitoring and progress control, including reporting requirements

    • Weekly participation in briefing meetings with the Regional HR Team as part of the regular team meetings.
    • Attendance at relevant Regional Office (RO) focal point meetings and sessions as necessary, coordinating with colleagues.
    • Timely submission of monthly progress reports and maintenance of a monthly work plan.
    • Engagement in ad hoc meetings and providing status updates as requested by the Regional HR Business Partner.
    • Proper organization and storage of all confidential files in the appropriate HR folders within the Shared Drive.

    Key Performance Indicators (KPIs):

    The performance of the HR Consultant will be evaluated based on the following KPIs:

    • Timely and efficient completion of tasks as per the agreed upon work plan.
    • Efficiency in supporting end to end recruitment and maintaining vacancy rates.
    • Effectiveness in supporting the realignment design and planning process.
    • Compliance with UNFPA policies and guidelines in all activities.

    Required expertise, qualifications and competence 

    Education required:

    • A completed master’s degree is required with 2 years of relevant experience in HR management, end to end recruitment, administration, coordination and records management, organizational design
    • or a completed first university degree programme (such as bachelor’s degree or equivalent) with 4 years of relevant HR/ Organizational design experience;

    Required experience and skills:

    • Relevant  professional / academic / personal experience in human resources topics.
    • Fluency in English is required. Knowledge of other languages such as French or Portuguese is an asset. 
    • Must be able to maintain confidentiality
    • Strong analytical and writing skills
    • Experience reviewing and analyzing medium to large sets of various data
    • Ability to understand and work with systems
    • Knowledge of and experience working with excel and similar programs is required
    • Previous experience working within the United Nations is an added advantage
    • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.
