    Administrative Associate, Johannesburg, ESARO, GS-7

    The Position:

    The Administrative Associate delivers quality services in administration and programme support to internal and external clients in the joint programme and works closely with the Programme Coordinator and the Regional Interagency Working Group under the direct supervision of the Programme Manager.

    Job Purpose:

    • The Administrative Associate will deliver quality administration and programme support services internally to UNFPA, to the four participating UN agencies and stakeholders with whom the 2gether 4 SRHR Programme engages. S/he will be responsible to provide advice and guidance and ensure that the programme follows all relevant administrative rules, guidelines, processes and procedures as per the policies and procedures of UNFPA, the Standard Administrative Agreement governing the Joint Programme and the UN Secretary-General’s Principle of Mutual Recognition. S/he will take a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, provide support and guidance to the RIWG and UNFPA as the convening agent.

    You would be responsible for:

    • Managing the operational aspects of programme/project inputs, including personnel, sub-contracts, equipment, fellowships and other programme and project-related events to facilitate programme delivery.
    • Providing support in the preparation and organization of workshops, conferences and or meetings conducted by the programme.
    • Ensuring that all travel related to the programme is undertaken in strict compliance with relevant policies and procedures. 
    • Managing procurement operations for office and project equipment, supplies and services, transparently and cost-effectively; and maintaining up-to-date inventory and records. 
    • Supporting the engagement of implementing partners, ensuring adherence to the relevant policies and procedures.

    Qualifications and Experience Required: 

    Education:  

    • Completed Secondary Level Education required. First-level university degree desirable. 

    Knowledge and Experience: 

    • Minimum 7 years of relevant experience in administration, finance or office management.
    • Proficiency in current office software applications and corporate IT systems.
    • Proven experience in successfully managing and implementing administrative procedures in development organizations at national or international level. 
    • Proficiency in current Microsoft Office applications (especially Microsoft Excel and Word).

    Job Purpose:

    The Communication Specialist will have overall responsibility for planning, managing, implementing, monitoring, evaluating, and reporting on all internal and external communications activities. This includes advocacy, knowledge management, and information dissemination related to SRHR, HIV, and gender-based violence. The role will be executed in partnership with relevant regional advisors from UNFPA, the four participating UN agencies, and regional partners working on SRHR.

    You would be responsible for: 

    Strategic Communication Initiatives and Interventions

    • Develop, implement, monitor, and report on an integrated internal and external communications, visibility, and branding strategy that incorporates the use of traditional, social, and digital media to amplify the visibility of the 2gether 4 SRHR programme in partnership with the Regional Communications Task Team, Regional Interagency Working Group and for approval by the Regional Interagency Steering Committee. 
    • Participate in the Communication Task Team of the 2gether 4 SRHR Programme to ensure a coordinated approach to increasing the visibility of the Joint Programme. 
    • Identify opportunities to amplify the key accomplishments of the joint programme and develop talking points, briefing notes, and press releases for senior policy and decision-makers. 
    • Develop, monitor, and evaluate a strategy to work with key influencers in the region to advocate for SRHR in the region. 
    • Work with the participating UN agencies in the 2gether 4 SRHR Programme, units of UNFPA, other partners, and country offices to collate information, write, edit, design, and disseminate quarterly newsletters, human interest stories, best and promising practices, and content for UNFPA and partners digital platforms. 
    • Oversee the design, layout, printing, and dissemination of marketing materials, publications and research (print and digital) produced on SRHR and HIV, that are consumer-friendly using a mix of data visualization techniques. 
    • Lead efforts to engage media networks to build their capacity on key issues relating to SRHR in the region, promote regular and appropriate reporting on SRHR and HIV-related issues; 
    • Establish and maintain internal regional information-sharing platforms for the sharing of publications information tools and resources. 
    • Ensure that all materials are appropriately branded and conform to the branding strategy as required.
    • Organize special events that are designed to amplify the visibility of the joint programme as required. 
    • Provide regular inputs into the M&E reports of the joint programme on the communications and visibility activities undertaken. 
    • Document and amplify the work of the 2gether 4 SRHR Programme to ensure that it is prominently featured in international, regional, national, and social media platforms.

    Qualifications and Experience Required:  

    Education:  

    • Advanced University degree in Communications, multimedia, digital media, communications, journalism, marketing, health education/promotion, public health, social sciences, or other field directly related to the substantive areas of this position is desirable.

    Knowledge and Experience: 

    • Minimum of 5 years of relevant professional experience in communication and/or multimedia or similar work experience with government, UN, or NGOs on issues related to SRHR, health education, adolescent health, or related areas;

    Job Purpose:

    The together 4 SRHR Programme is a joint United Nations Regional Programme that brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to improve the sexual and reproductive health and rights of all people in East and Southern Africa, in particular adolescents and young people, women of reproductive age, men, key populations, and people affected by the crisis.
    The goal of the second phase of 2gether 4 SRHR is to contribute towards the attainment of the SRHR-related targets of the SDGs 3 (Health and Well-being and SDG 5 (Gender Equality and empowerment), through:

    • Strengthening the legal, policy and financial environment to enable beneficiaries to access services and realise their SRHR rights.
    • Increasing access to and utilisation of quality, people-centred integrated SRHR services.
    • Addressing gender and social norms and behavioural drivers for the realization of SRHR for all.
    • Ensuring Resilient health systems and communities are enabled to ensure the continuity of
    • SRHR Services during crises.

    As the Programme Coordinator you will be responsible for the effective coordination of programme implementation under the Delivering as One Modality, this includes; 

    You would be responsible for: 

    Ensuring that the programme is implemented under the Delivering as One modality through effective coordination of four partner UN agencies to ensure effective programme implementation:

    • Convene and prepare for statutory meetings of the joint programme including the Strategic Leadership Forum, the Regional Interagency Steering Committee, and the Regional Interagency Working Group. 
    • Oversee the development of the annual workplan in consultation with the Regional Interagency Working Group (RIWG) and Regional Interagency Thematic Teams (RITTs) and relevant units of UNFPA ESARO to be submitted to the Regional Interagency Steering Committee)
    • Oversee the development of the annual and mid-year progress with the Regional Interagency Working Group to be submitted to the Regional Interagency Steering Committee;
    • Ensure effective overall management of the staff assigned to supervise;
    • Guide and oversee financial and human resource management of the Programme, including procurement and logistical services, contracting of implementing partners and service providers - in line with UNFPA rules and regulations to ensure the effective implementation of the programme. 
    • Support the SRHR Programme Specialists to coordinate the implementation of the programme drawing on the thematic and sectoral synergies across the four agencies to ensure the successful of the programme. 

    Provide oversight to ensure effective and efficient implementation of the 2gether 4 SRHR programme drawing on the programme implementation modalities to advance work in strategic programme areas aligned to the outcomes and outputs of the programme, in consultation with the four participating agencies. 

    • Support regional programme implementation through identifying opportunities to provide catalytic funding to countries to advance key areas of SRHR across the region. 
    • Promote interagency team work through annual planning and reporting meetings with the four participating agencies to develop the joint work plan and budgets to support programme implementation and monitoring and oversight meetings to report on progress made and share lessons learnt. 
    • Oversee the process for developing, soliciting and selecting countries to receive catalytic funding in accordance with the SOP through the Joint SRHR Fund Catalytic funding modality. This includes supporting selected countries to develop annual work plans and budgets, and to submit progress reports as defined by the programme. 
    • Ensure that the population and maintenance of the TA Hub as a technical resource to support the four implementing agencies and countries in the ESA region to access timely quality-assured TA. 
    • Support knowledge management and building through curating and ensuring that knowledge products generated through the programme, and partners are uploaded onto the Knowledge Hub. 
    • Identify, capture and disseminate lessons learned and best practices to contribute to learning on policing and development elsewhere;  

    Work in partnership with regional stakeholders to track progress using peer review mechanisms and SRHR regional advocacy, representation and communication. 

    • Identify and promote additional areas of synergy and cooperation amongst UN agencies for joint implementation of this Programme, including agencies that are not part of the 2gether 4 SRHR programme. 
    • Build, support and strengthen regional partnerships by providing technical support to regional economic communities, regional forums of parliamentarians, and regional civil society partners to develop, implement, monitor and track progress in advancing key areas of SRHR across the region.

    Finance Analyst, Johannesburg, ESARO, NOB

    Job Purpose:

    The Finance Analyst will support the efficient and effective management of the financial resources of the 2gether 4 SRHR Programme, a Joint United Nations Regional Programme that aims to improve the sexual and reproductive health and well-being of all people in East and Southern Africa, applying the Secretary-General’s Principle of Mutual Recognition. 

    S/he will deliver quality financial services internally to UNFPA, to the four participating UN agencies and stakeholders with whom the 2gether 4 SRHR Programme engages. Provide advice and guidance and ensure that the programme follows all relevant financial rules, guidelines, processes, and procedures as per the policies and procedures of UNFPA, the Standard Administrative Agreement governing the Joint Programme and the UN Secretary-General’s Principle of Mutual Recognition.

    You would be responsible for:

    • Ensuring the strategic and efficient management of financial project resources across the four participating UN agencies, while exercising proper financial controls and adherence to corporate financial policies, rules and regulations.
    • As a member of the Convening Team for 2gether 4 SRHR you will provide substantive support in assuring the correctness/ high quality and monitoring of all financial information and advice on all financial matters relating to the Joint Programme in close collaboration with the Administrative Agent of the Joint Programme, the International Operations Manager of UNFPA and the Operations Managers of the four participating UN agencies. 
    • Monitoring and compiling reports of programme financial performance across all four participating UN agencies coordinating and providing the necessary financial information and analysis, including monitoring implementation rates against the outcomes of the Joint Programme and as defined by the Standard Administrative Agreement.
    • Monitoring expenditure against the proposed activities and by countries receiving catalytic funding through the 2gether 4 SRHR programme to detect potential over/under expenditure and make recommendations to reallocate funds when necessary. Monitoring expenditures to ensure that they remain within the authorized levels. 
    • Developing tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinating the compilation of financial data and providing accurate and up-to-date financial information to the Regional Interagency Steering Committee, the Regional Interagency Working Group and the Administrative Agent of the Joint Programme as required. 
    • Managing the work plan and budget of the Joint Programme by assisting the programme coordinator, and programme team and engaging with the financial focal points of the four participating agencies to develop the annual work plan and budget of the Joint Programme, control allotments, monitoring expenditures, and prepare work plan and budget revisions according to the needs of the Programme. 
    • Manage project budgets in Quantum Plus, review and provide feedback on the budget performance reports, and analyze variances between approved budgets and actual expenditures.
    • Interpreting financial policies and procedures and providing guidance and training to the Programme staff, project managers and the four participating agencies to identify ways in which programme can strengthen delivery as one through applying the appropriate policies and procedures as provided for through the UN reform agenda, including the Secretary General’s Principle of Mutual recognition and other policies and procedures as may be appropriate. 
    • Providing substantive support to HACT-compliant IP management in terms of finance/budget management.
    • Examining supporting documentation related to PO and non-PO payments including, payments to implementing partners ensuring they adhere to the correct procedures.
    • Drafting reports for management on financial/budgetary issues. 
    • Analyzing accounts and regularly reviews/evaluating financial reports. Conducting reconciliation processes for the required accounts (VAT, advances, petty cash, staff receivables and etc.). Identifying problematic transactions and irregularities in related accounts, resolving them in a timely and effective manner.
    • Convening meetings of the operations managers regularly together with the programme team to guide the programme on strengthening the operational aspects of the Joint Programme, interpreting policies and procedures as provided for under the Secretary-General’s Principle of Mutual recognition to enable the programme to deliver as one. 
    • Processing financial transactions in an accurate and timely way, maintaining an effective financial recording and reporting system including internal control and audit follow-up mechanisms.
    • Supporting accurate flow of information between the UNFPA ESARO as the convening agent of the Joint Programme and the Administrative Agent to ensure that funds are effectively managed and disbursed to the four participating agencies and that the agencies are kept abreast of the transfer of funds to their respective agencies. 
    • Serve as a focal point for audits, including coordination of audit visits, training and support to staff and Implementing Partners, coordination of responses to audit observations, and follow-up on the implementation of audit recommendations.
    • Supporting operational activities of the joint programme in terms of human resources, contracting, procurement and asset management.

    Qualifications and Experience Required: 

    Education:  

    • Advanced University degree in Finance/Accounting, Business, Public Administration or relevant field.

    Programme Specialist- Youth, Johannesburg, ESARO, P-3

    Job Purpose:

    The Programme Specialist will play an instrumental role in facilitating UNFPA’s Regional programme and project implementation, with a focus on the SYP, supporting design, planning and management, in the area of adolescent and youth sexual and reproductive health and rights under the leadership of Youth Team Lead/SYP Coordinator and in collaboration of the SYP team.     You would be responsible for:

    Localization and Institutionalization of SYP Strategies and Interventions

    • Facilitate the institutionalization of the robust interventions that support the goals of the SYP and the broader regional youth programme, by compiling and analyzing information relevant to the UNFPA’s role in the programme countries and the region, drafting programme documents and work plans.
    • Supporting the continuous evaluation of programme activities and the related quality, establishing ways to assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.

    Foster implementation science and documentation

    • Facilitate successful implementation of system-strengthening programme activities across SYP programme countries, facilitating capacity development through training, coaching, group interactions, and regular communication via email, telephone, and site visits to the programmes
    • Support implementation of programme activities in accordance with agreed work plans and the targets set out in the M&E framework in collaboration with the M&E Specialist and under the overall guidance of the Youth Team Lead/SYP Coordinator.

    Resource Mobilization, Partnerships strengthening

    • Functioning as the technical liaison for donor administrative and programmatic requests, including participating in relevant technical partner meetings, compiling analytical and narrative reports, and undertaking joint field missions when assigned by the Youth Team Lead/SYP Coordinator.
    • Supporting advocacy and resource mobilization efforts of the RO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.
    • Participate in resource mobilization and partnership efforts, as required, to further scale up the Regional Youth Programme, in particular the Safeguard Young People Programme.

    General support to the SYP programme and undertake any other duties as identified by the Youth Team Lead/SYP Coordinator.

    Programme Associate, Johannesburg, ESARO, GS-6

    Job Purpose:

    The Associate provides programme and administrative support to the programme and technical team, especially to advise and support COs in the region, and to support the management of the Safeguard Young People programme. The Associate also provides some data and research assistance. 

    The Programme Associate will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing, and analyzing relevant information, developing appropriate mechanisms and systems, and ensuring compliance with procedures.

    You would be responsible for:

    • Participating in the formulation of the SRHR programme and component projects, by compiling and analysing information relevant to the UNFPA’s role in the country, drafting project documents and work plans and preparing tables and statistical data.
    • Assist the technical and programme team, in collaboration with the Operations office, in providing support and advice to the COs on operational and programme matters.
    • Undertake all logistical and administrative arrangements required for the organization of technical workshops, inter-agency meetings, panel discussions, roundtables, missions, and other events organized by the programme and technical team.
    • Assist ESARO in coordinating the UNFPA technical network in the substantive area.
    • Assist in the preparation, implementation and monitoring process of the regional programme;

    CSE and ASRHS linkages Specialist, Johannesburg, ESARO, P-4

    You will be responsible for:

    Technical assistance:

    • Provide technical support to countries on adolescent-responsive health systems and youth-friendly health services (YFHS).
    • Provide technical support to countries to review and revise quality comprehensive sexuality education curricula and related training materials for both in-school and out-of-school adolescents and young people.
    • Provide technical assistance on referral mechanisms, structures, and models for the delivery of comprehensive services and information to adolescents and young people fostering collaboration between the education and the health sectors. 
    • Provide support to strategies to reach marginalized and vulnerable young people in the region with CSE as well as youth-friendly and disability-friendly health services.
    • Strengthen the capacities of UNFPA staff, youth-serving organizations, youth networks, in-service and pre-service teachers, and health providers in delivering integrated quality CSE programmes and youth-friendly health services and information including for marginalized adolescents.
    • Contribute to the development of CSE and YFHS support and technical materials including knowledge products on self-care for ASRHR, referral mechanisms, Social and Behaviour Change Communication (SBCC), and innovative solutions e.g. digital solutions.
    • Support demand generation for services including contraceptives and condoms including condom programming initiatives.
    • Advocate for and provide Technical Assistance (TA) in the institutionalization of CSE in teacher training schools and tertiary institutions (government and private).

    • Technically support initiatives with faith-based organizations and other gatekeepers to advance the ASRHR agenda with a focus on CSE, YFHS, and access to condoms and other 
    • Document and disseminate best practices related to CSE activities; present project successes in regional conferences; and, contribute to the mobilization of resources for the expansion of CSE and especially the SYP.
    • Foster innovation in the delivery of CSE training and content and its link with access to ASRHR by adolescents and young people in the region.

    Partner and Stakeholder Management: 

    • Provide technical advice and build the capacity of partner organizations to implement the programme, providing ongoing technical support to partners/stakeholders as well as UNFPA CO offices.
    • Regularly review political and social environments relevant to SRHR and advise the programme teams and partner organizations on the appropriate strategies and interventions to ensure the success of the SYP.
    • Manage the technical liaison and partnership with relevant agencies/organizations, including other UN agencies, to facilitate timely and efficient delivery of programme results and outcomes both at national and regional levels.

    Contribution to the Safeguard Young People Programme:

    • Lead on documentation of best practices in the areas of CSE in and out of school, Youth friendly Health Services, and their linkages.
    • Contribute to results reporting and dissemination including quarterly reports (SIS), annual reports 
    • Support resource mobilization efforts for CSE, SBCC, and YFHS. 
    • Actively contribute and participate in SYP Regional Coordination and Steering Committee meetings
    • Support review of existing data related to CSE and ASRH services in the twelve countries to inform programme planning and effective implementation.
    • Ensure integration of sound CSE and YFHS interventions at the country and regional level including contributing to the Annual Work plans.
    • Support the Regional Programme Coordinator on programme reviews, planning, and reporting
    • Oversee the quality of the COs' implemented of CSE and ASRH service interventions.
    • Promote UNFPA’s priorities and rights-based approaches on CSE and YFHS by situating them in national plans and Country specific priorities. 

    Perform any other tasks as assigned by relevant ESARO advisers.

    Qualifications and Experience Required: 

    Education:  

    • Advanced university degree in Social Science, Public Health, or other related disciplines.

    Knowledge and Experience: 

    • Minimum 7 years of relevant progressive professional experience in Adolescent Sexual and Reproductive Health and Rights programming with at least four years of professional experience in technical assistance and capacity-building support in linking Comprehensive Sexuality Education and Sexual Reproductive Health Services and Rights in Africa is required.
    • Familiarity with the UN Common System at the field and international level is an asset.
    • Extensive experience in operations research in ASRHR, combined with applying behavioural economics is an added advantage.
    • Strong presentation, communication, and writing skills in English are required.
