    Senior Manager: Marketing, Communications and Stakeholder Management

    The role of this position is to:

    To lead the development, coordination and implementation of a marketing, communications, and stakeholder management strategy and framework that will enable the optimal positioning of W&RSETA in the wholesale and retail sector. The incumbent will play a key role in integrating the branding, marketing and stakeholder management activities resulting in building the WRSETA brand and reputable image. The incumbent will manage public relations as well as effective communication to both internal and external stakeholders. 

    Key Performance Areas will include but not limited to the following:

    •  Develop, design, and implement the marketing, communication and stakeholder management strategy and framework.
    •  Develop and implement projects and initiatives that supports the broader short and long term marketing, communication, and stakeholder management strategy of WRSETA.
    •  Oversee all communication and marketing activities of the organisation including communication with stakeholder, media, advertising, and crafting of marketing and communications themes and messages.
    •  Responsible for the development, review, implementation and monitoring of communication, marketing, and stakeholder management policies.
    •  Provide leadership in the development of all communication and marketing activities including preparation of speaking notes/ speeches, formal communication, electronic communication, information services including website and other electronic media platforms, and organizational exhibitions.
    •  Ensure positive image of the WRSETA brand through media and public relations initiatives and programmes.
    •  Manage the media and public relations activities of the organization by providing support in terms of timeous responding to oral and or written enquiries from external stakeholders.
    •  Ensure continuous updates of all WRSETA communication platforms with latest information. i.e website, internal communication platforms, social and business media.
    •  Manage the production (design, layout, branding, editing, distribution) of all publications for WRSETA including promotional material.
    •  Oversee the compilation and dissemination of all newsletters and promotional materials.
    •  Support line departments and the Board in their marketing and communication activities.
    •  Represent WRSETA on various platforms and develop partner relations and maintain professional relations with all stakeholders.
    •  Coordinate media interest in the WRSETA and ensure regular contact with target media and provide appropriate responses to media requests/enquiries.
    •  Establish an effective liaison role with the Department of Higher Education to ensure a two -way liaison channel is created and maintained.
    •  Prepare and submit reports on all marketing, communication and stakeholder management activities and programmes.
    •  Enhance the brand image and reputation of the WRSETA brand in the sector, and to continuously create awareness of W&RSETA as the leader in skills development in the wholesale and retail sector
    •  Lead the building of a strategic communications’ narrative for all stakeholder groups (internal & external) to create alignment in respect of our strategy, business objectives and mandate
    •  Ensure all external parties contracted and working with WRSETA are equipped and trained to represent the SETA
    •  Lead proactive monitoring and analysis of media to manage potential reputational risks or damage of any nature and provide recommendations and advice to management in this regard
    •  Management of outsourced service providers ensuring delivery on SETA needs and requirements.
    •  Ensure knowledge-sharing of information and documentation, and a management team that is informed and up-to-date with developments in the marketing and communications environment
    •  Manage, control and ensure the cost effective utilization of resources and management of Business Unit Budget.
    •  Responsible for preparation and implementation of the annual budget for the business unit.
    •  Responsible for the identification and assessment of risks with the business unit.
    •  Responsible for the resolution of audit queries and findings for the business unit.
    •  Lead, manage, coach, mentor and develop staff within the Business Unit to ensure achievement of business unit and organizational objectives.
    •  Management of staff performance within the business unit in line and compliance with the Performance Management Policy.
    •  Management of human resource and employee related matters within the business unit.
    •  Ensure adherence to W&RSETA policies, procedures, and relevant legislation
    •  Continuously track, monitor and measure Marketing and Communications performance against set standards and performance targets
    •  Responsible for effective planning, coordination, and execution of ad hoc marketing, communication, and stakeholder projects.

    Minimum Qualifications and Experience

    •  Bachelor’s Degree in Marketing and Communications/Public Relations
    •  Honors Degree will be an advantage
    •  8 years’ experience in a management level in a marketing and communications environment
    •  Significant and up-to-ate experience of all marketing and communications platforms, strategies, methodologies and tools
    •  Microsoft packages (MS Word, MS Powerpoint etc)
    •  A valid Driver’s License

    Manager: Contract Management and Compliance

    The role of this position is to:

    To oversee, manage, handle and negotiate contracts for W&RSETA.

    To carry out duties such as npreparing contracts, examining, assessing, and reducing risks; overseeing and handling negotiations, communicating contract terms when required, and monitoring and/or supervising payments. Responsible for supporting the user departments in managing the performance of contracted service providers. The Contract Manager is required to form part of the Specification discussions to set Terms of Reference in all bid documents as well as the team that conducts strategic sourcing on behalf of the SCM department

    Key Performance Areas will include but not limited to the following:

    •  Development of Contracts Management System which involves development, maintaining and monitoring the W&RSETA Contract register to minimize unnecessary irregular expenditure (material or non-material)
    •  Working with and managing multiple stakeholders including the lead team (Internal and External) clients
    •  Supplier Relations Management – develop, maintain and promote relations on behalf of SETA interest
    •  Manage service provider performance and implement corrective measures where there’s poor or nunsatisfactory performance.
    •  Developing negotiations strategy and leading negotiations with suppliers
    •  Meeting and liaising with clients, companies, vendors, and/or contractors to communicate and negotiate contract terms
    •  Knowledge and familiarity with procurement process of the public sector organization
    •  Compliance and Risk Management
    •  Examining and/or assessing risks and coming up with suggestions and recommendations through which they can be minimized
    •  Ensure promotion of Government Socio-Economic Objectives
    •  Advance W&RSETA BBB-EE initiatives and Policy directives.
    •  Overseeing the planning of projects and ensuring that they are programmed to a certain level of detail
    •  Making sure that the procurement processes are executed accordingly and accurately
    •  Supervising payments and ensuring that they are well-utilized and managed
    •  Provide inputs into contracts preparation between SETA and stakeholders.

    Minimum Qualifications and Experience

    •  Bachelor’s degree in Business Management / Financial Management/Supply Chain Management/Legal
    •  A minimum 8 years’ experience in Contract Management, Service Level Agreement, Governance and Compliance in a large organisation
    •  Minimum 5 years’ experience obtained in a Supply Chain management/procurement environment; and
    •  In-depth knowledge and understanding of Corporate Governance and Regulatory frameworks Public Financial Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and its most recent regulations as well as guidelines, notices and instruction notes issued by the relevant authorities from time to time
    •  Up-to-date knowledge and understanding of new developments and strategies in the procurement and SCM environment

    Personal Assistant: Chief Corporate Services Executive

    The role of this position is to:
    Provide secretarial and executive administrative support to the Executive by efficiently and expeditiously performing a wide range of administrative and co-ordination tasks and services, whilst maintaining confidentiality, integrity and compliance to SETA policies & procedures.

    Key Performance Areas will include but not limited to the following:

    •  Filter, screen and manage emails and correspondence on behalf of the Executive effectively ensuring urgent correspondence are highlighted and the Executive is informed
    •  Manage, maintain and coordinate the Executive dairy and scheduling of meetings, activities and requests effectively
    •  Maintain strict confidentiality and interact professionally with all levels of management, staff and external stakeholders
    •  Effectively manage travel and accommodation arrangements for the Executive

    Minimum Qualifications and Experience

    Finance Officer: Western Cape

    The role of this position is to:

    • Provide efficient and effective financial support to the regions ensuring compliance to PFMA, legislation and policies and procedures.

    Key Performance Areas will include but not limited to the following:

    •  Develop and maintain the regional commitment register and ensuring that all payment submissions are aligned and compliant to contract specifications before submission to Head Office Finance
    •  Responsible for compiling and maintaining the discretionary grants accruals for the region and report monthly to Head Office Finance.
    •  Ensure invoices received from stakeholders are checked for compliance, allocated correctly and signed off before payments by Head Office Finance
    •  Ensure that credit notes that are issued by the stakeholders are correctly accounted for in the accruals listing and reported to Head Office Finance
    •  Assist with Audits by ensuring efficient coordination and the required information requested is timeously submitted
    •  Respond to financial queries from stakeholder ensuring amicable resolution and clear audit trails
    •  Upon payments to stakeholders ensure the appropriate communication in the form of remittances and reconciliations
    •  Manage, control and monitor the regional budget ensuring cost effective utilization
    •  Review and sign-off on the petty cash reconciliation
    •  Ensure all regional office facility management invoices are submitted timeously for payment
    •  Monitor and maintain the assets register for the region ensuring accuracy and up-to-date status
    •  Advice and support the Provincial Manager and the team on cost management, finances and procurement, RFP’s
    •  Receive regional financial reports on a monthly basis and verify to ensure accuracy and correlation between Head Office Finance and regional finance
    •  Follow-up on outstanding invoices to ensure sound close out of projects
    •  Review Commitment registers and submit to Head Office Monthly for Consolidation.
    •  Transfer of knowledge to ensure a common understanding of PFMA to regional team members 
    •  Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation
    •  Close working relationship between the region and finance to ensure the regional financial needs and requirements are met
    •  Petty Cash Management in the region
    •  Maintain a good relationship between the different divisions to continuously support performance and delivery against set objectives
    •  Adhere to sound corporate Governance in all aspects of the KZN SETA’s operations
    •  Ensure all behaviours and conduct are aligned with the SETA values
    •  Effective, professional communication and dialogue with all Stakeholders
    •  Effectively plan, coordinate, manage and execute ad hoc projects

    Minimum Qualifications and Experience

    •  Bachelor’s Degree / National Diploma in Accounting/Financial Management
    •  Minimum 3 years’ experience in an accounting environment (at an assistant/junior accountant level)
    •  Excellent knowledge and understanding of PFMA and Treasury regulations
    •  Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape

    Business Analyst: Information and Communication Technology

    The role of this position is to:

    The business analyst is responsible for identifying with Business representatives ICT enablement solutions and ensuring alignment towards the W&RSETA strategy as well as value-based investments in the ICT enablement solution. Work with business to ensure there is a business project justification for the solution by guiding them in crafting business requirements, identifying quantitative and qualitative benefits that can be realised post the solution implementation.

    Key Performance Areas will include but not limited to the following:

    •  The Business Analyst will be responsible for conducting feasibility assessments, documenting processes and facilitating workshops within the various business units to gain a better understanding of the IT environment with the intent to provide efficient solutions.
    •  Facilitate and engage with Business representatives to identify the business requirements for value-based solution enablement.
    •  Assist business to ensure there is a business justification for the solution as well as facilitates the benefits identification process.
    •  Engage with key business representatives to elicit requirements and design potential enablement solutions:
    •  Identify and priorities current and future business enablement needs.
    •  Identify high level user requirements and high-level design solutions scenarios.
    •  Monitor at a high-level projects progress to ensure adherence to the business case and defined benefits.
    •  Work with the business representatives to sequence the implementation of projects to ensure no duplication of efforts and value-based project delivery.
    •  Research and recommend process improvement opportunities.
    •  Assist business in identifying key benefits and facilitate the process with the business representatives to create a business case for the project.
    •  Ensure the benefits identification document is created with business and a high-level realization plan and benefits ownership is defined 
    •  Monitor benefits tracking through the lifecycle of the project.
    •  Monitor benefits realization with the business users post project implementations.
    •  Understand the ICT investment plan and ensure that value based projects are implemented.
    •  Monitor project / programme progress against the investment plan to ensure tangible benefits are realized.
    •  Report against benefits realized versus benefits to be realized
    •  Report to internal business, ICT forums and the IT Steering committee.
    •  Represent the team at associated meetings. Obtain buy-in from executive management for all key projects plans, commitments, and changes including requirements, quality assurance plans, budget, schedule and scope changes.
    •  Solicit business requirements and report on project governance
    •  Manage and monitor benefits realized from the deployed solutions
    •  Meet customer internal customer requirements and ensure that solutions deployed are in line with the business requirements specifications.
    •  Make recommendations to senior management, project managers, project teams and business representatives. Define effective and efficient business solutions to highlight ICT enablement capabilities. Provide a consultative role to business / management on ICT project streams.

    Minimum Qualifications and Experience

    •  A relevant Bachelor's degree in Computer Science, Information Systems, Industrial Engineering or other related field
    •  10 to 20 years’ experience in Information Technology and work experience with at least 15 years’ experience in business analysis.
    •  Results driven.
    •  Sound knowledge of the PFMA, taxation, government expenditure and all relevant SETA legislation
