Purpose of the position
The Technical Advisor will provide overall technical leadership and expertise on the design and implementation of a large-scale USAID-funded program focused on prevention, care and treatment of tuberculosis (TB) in South Africa. As part of the project’s senior leadership team, he/she will be responsible for ensuring that the technical direction of the project is evidence-driven, integrates the latest technical and scientific developments, and advances the achievement of the project’s goals and objectives. The Technical Advisor will develop implementation strategies and tools in line with national and global standards and good practices, building the capacity of team members and partners to implement them, and promote continuous learning and quality improvement in TB service delivery. Reporting to the Chief of Party (COP), he/she will foster close coordination and technical alignment among program teams, partners, and monitoring, evaluation and learning (MEL) efforts to maximize impact and program efficiency.
This position is contingent upon funding.
Key Accountabilities
- Support the development and contribute to the implementation of key strategies, standards, tools and best practices for TB prevention, care and treatment services that effectively engage communities, partners, and government and other stakeholders.
- Support the development of evidence-driven project strategies and workplans as well as monitoring of the project in collaboration with government and donor stakeholders and other implementing partners.
- Provide technical leadership for national, provincial and district level efforts to expand access to TB services, increase TB coverage and patient-centered service delivery, improve prevention of TB transmission and development of TB disease, and ensure the sustainability of South Africa’s TB response systems. This includes supervising other technical staff and local partners working on those program components.
- Work with the COP in identifying capacity strengthening needs of staff and partners and provide quality assurance, technical training, coaching and mentoring.
- Ensure that project is technically sound, evidence-based and responsive to the needs of the target population, and ensure a comprehensive and contextualized approach integrating gender, inclusion and protection mainstreaming.
- Support collection and analysis of project data, capture and share lessons learned and best practices, and contribute to the project learning agenda and adaptive management.
- Contribute to maintaining relationships with donors, NGOs, FBOs, private sector actors, media, and research institutions and participate in forums in related to TB and other infectious diseases to collect and share best practices and promote the project’s work.
- Represent the project at national and regional technical work groups.
- Deliver recommendations on technical assistance and systems strengthening to enhance program effectiveness and sustainability.
Qualifications
Essential qualifications
- Advanced degree in medicine, public health, nursing, or other relevant field, preferably with a specialization in epidemiology or infectious disease.
Desirable Qualifications
- Medical degree in a clinical discipline or PhD in public health or related field, with significant project management experience preferred.
Experience & Skills
- A minimum of 7 years’ experience in the design and implementation of TB programs and in technical leadership positions.
- Demonstrated strong technical knowledge and experience in at least three the following areas: Early detection and diagnosis of TB; TB case finding and linkages to care; treatment of drug susceptible and drug resistant TB; TB preventive treatment; tailored interventions for high-risk populations; TB/HIV and/or TB/COVID-19 integration; TB research and innovation; and health systems strengthening, including health care worker capacity building, supply chain management, health management information systems (HMIS), and health policy.
- Experience in capacity building and providing technical assistance.
- Experience supporting complex USAID-funded projects preferred.
- Experience managing and supervising technical staff.
- Experience in a role requiring collaboration with complex internal and external organizations, as well as a demonstrated ability to coordinate with the Ministry of Health, USG Implementing Partners, and other relevant partners across all levels of health care system
- Previous experience working in South Africa, with an understanding of the local health system and solid relationships at relevant government agencies. South African nationals strongly preferred.
- Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders.
- Ability to travel locally and internationally.

Purpose of the Position
The Monitoring, Evaluation and Learning (MEL) Manager will be the lead technical expert responsible for all MEL activities for a large-scale USAID-funded program focused on prevention, care and treatment of tuberculosis (TB) in South Africa, including all monitoring, evaluation, analytics, reporting of performance and results, and facilitation of collaborating, learning and adaptation (CLA) efforts. He/she will develop and oversee MEL and reporting systems and processes that integrate appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting. Additionally, the MEL Manager will lead efforts to strengthen capacity within the health system to monitor, document and analyze TB services and activities and ensure data quality. The MEL Manager will spearhead the proactive use of data and learning to maximize impact, both by the project team and external stakeholders, including health service providers and National Department of Health (NDoH) officials.

Key Accountabilities
- Develop and oversee the implementation of the Activity MEL Plan, including leading the development of MEL tools, platforms and methods that are appropriate to the scope, context, and technical requirements of the project.
- Supervise and support the project’s MEL team and provide MEL technical training, mentoring, and coaching to project staff, partners, and other health system actors as appropriate.
- Lead the collection, management and analysis of qualitative and quantitative data, ensuring disaggregated data and the use of gender- and inclusion-related indicators to assess how the project is impacting different groups.
- Liaise with relevant technical advisors and counterparts responsible for district, provincial and national level monitoring and evaluation (M&E) and strategic information and provide demand-driven technical support.
- Strengthen availability and use of high-quality data for decision-making at all levels of the project. Integrate data analysis, reflection and interpretation and use with ongoing project activities, including gender and inclusion analysis.
- Strengthen BroadReach and partners’ data management and quality improvement systems, ensuring that performance data is audit-worthy and readily available. Where problems exist, support the identification of solutions. Lead data quality assessments of project partners.
- Develop strong stakeholder, participant, and community feedback and response mechanisms to ensure that program interventions are effective and accountable.
- In collaboration with the COP, develop and oversee the implementation of the project’s CLA plan, learning agenda and knowledge management system across all project components and partners. Ensure that programmatic learning and results are fully documented, shared, and used to drive adaptive management processes.
- Oversee all assessments (baseline, midline, endline) and evaluation activities, including developing terms of reference and protocols for any externally commissioned work.
- Research, compile, write, and submit information, including results and their analysis, for project reports, including the quarterly and annual reports, and respond to requests for data from the donor and other stakeholders.
- Remain up-to-date on good practices and developments in M&E of TB and related services to ensure program quality and impact.
Qualifications

- Advanced degree in public health, epidemiology, M&E, demography, biostatistics, statistics, analytics or a related field.
Experience & Skills
- Minimum of 8 years of experience in designing, establishing, and managing MEL systems in the health sector, ensuring data quality, and managing data-intensive, performance-based programs.
- Strong knowledge of South Africa’s health information systems and M&E processes. Familiarity with USAID and NDoH indicators and reporting requirements, DHIS2, and TIER.Net.
- Experience leading and managing a MEL team and providing ongoing coaching, mentorship and technical guidance to team members.
- Experience deploying technology to improve MEL, including platforms for mobile data collection and cloud-based data management. Knowledge and working experience in the use of GIS mapping and other similar tools to target program interventions and resources.
- Experience designing and implementing evaluations and assessments to further program performance, using both quantitative and qualitative research methods.
- Demonstrated analytical skills and ability to portray complex data sets in easy-to-understand formats, including visualizations.
- Familiarity with adaptive management/CLA and demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
- Excellent written, presentation and communication skills in English.
