    Generic appointment requirements applicable to all posts: 

    Applicants:

    • A relevant postgraduate qualification in Strategic Management, Governance, Public Administration, Public Policy, Monitoring and Evaluation, or a related field will be an added advantage; 
    • Successful completion of a Middle Management Learning Programme, Leadership and Management Development Programme, Programme and Project Management training, or other relevant management and leadership programmes will be an added advantage; 
    • Possess proven management experience gained at national and/or provincial government level in a government department, constitutional institution, public entity or other public sector environment; 
    • Demonstrate proven experience in a government or public sector environment where functions are performed in accordance with prescribed legislative, regulatory and policy frameworks; 
    • Have proven experience in coordinating strategic planning, performance management, governance, reporting, oversight, parliamentary, executive support or related functions within a government environment; and; 
    • Must have a minimum period of three years’ appropriate managerial experience. 

    CORE FUNCTIONS: 

    • To manage and coordinate the development, review, approval and tabling of the SAPS Strategic Plan, Annual Performance Plan (APP), Technical Indicator Descriptions (TIDs) and related planning instruments. 
    • Coordinating the development, analysis and quality assurance of Annual Operational Plans (AOPs) and other strategic planning deliverables across SAPS business units. 
    • Managing strategic planning processes, including environmental analyses, stakeholder consultations and the integration of organisational priorities into departmental planning frameworks. 
    • Coordinating departmental inputs and reports in support of national planning, budgeting, monitoring and reporting processes, including the Budget Vote, State of the Nation Address (SoNA), Estimates of National Expenditure (ENE), Adjusted Estimates of National Expenditure (AENE) and other government directed strategic initiatives. 
    • Coordinating the monitoring and reporting of strategic and governance initiatives, including governmentwide frameworks, plans and implementation programmes. 
    • Managing and coordinating all parliamentary liaison functions of the SAPS. 
    • Coordinating and monitoring parliamentary questions, enquiries, reports, resolutions and commitments to ensure compliance with prescribed timeframes. 
    • Coordinating SAPS engagements with Parliamentary Committees and other oversight structures. 
    • Maintaining systems and processes for monitoring parliamentary matters and reporting on organisational compliance with parliamentary obligations. 
    • Providing strategic advice and support to executive management on planning, governance, oversight and parliamentary matters.

    Section Head: Chemistry: Forensic Science Laboratory: Division: Detective and Forensic Services: Re-Advertisement (at the level of Brigadier) Ref Number: 26/10/3880

    • To manage an efficient and credible national forensic chemistry service regarding the application of forensic analysis for the identification of drug, medicine, harmful substances, ignitable liquids related exhibit material, as well as the provision of relevant statements in that regards and expert court testimony to support the Criminal Justice process. 
    • Manage an efficient and credible national laboratory service regarding the application of crime scene investigation and relevant analysis for fire originandcause determination, clandestine drug and medicine manufacturing, poisoning and liquor related cases as well as relevant reports in that regards and expert court testimony to support the Criminal Justice process. 
    • Manage an efficient forensic chemistry service in support of the Forensic Science Laboratory service delivery targets such as the following but not limited to case finalization rate, case turnaroundtime, service provided to the Criminal Justice System. 2

    • Manage the facilitation and implementation of Organizational Diagnosis and Team Building interventions within SAPS.

    • Manage and provide operational legal support to operational Divisions within SAPS in relation to the investigation, prevention and combating of crime. 
    • Manage the drafting and vetting of SAPS/partnership cooperation agreements. 
    • Provide support to Civilian Secretariat for Police Service (CSPS) to promote new legislation.
