    Duties and Responsibilities    
    Financial Perspective

    Human Resources and Payroll Officer

    Duties and Responsibilities    

    • Internal Processes

    Governance and compliance

    • Assist with the communication of newly developed and/or reviewed policies and procedures
    • Ensure compliance by staff to the applicable payroll related policies in terms of payroll processing and engagements

    Payroll Processing

    • Ensure all payroll input is received and filed as per the communicated payroll input dates.
    • Process all monthly payroll data as received from sources – new employees, terminations, increases, benefit changes, medical aid, pension, risk and all other earnings, deductions and company contributions that may be applicable in line with policy requirements and legislation.
    • Ensure all billing changes received from the Brokers are updated and followed up on – Pension, Medical Aid, Risk, etc.
    • Print and prepare the monthly input files for the Remuneration and Benefits Specialist to review the payroll.

    Payroll Administration

    • Prepare UI19’s, UI2.7 etc. for DOL – submission and queries.
    • Review and approve all travel and subsistence claims on ESS
    • Prepare IT88 and other External Payment schedules and reconcile against billing/statements.
    • Resolve all leave and ESS workflow related queries and escalate where required.

    HR Administration

    • Update all required payroll and HR related fields to enhance the functioning of the Sage 300 and ESS functionality
    • Improve HR and payroll process through automation and system enhancement where possible
    • Assist with annual HR and payroll audits
    • Complete leave audits by ensuring BCEA and policy compliance as well as monitoring leave transactions

    Stakeholder Relationship

    • Provide administrative support to the payroll unit as part of the implementation of all Payroll activities
    • Handling and resolution of general employee payroll queries and escalate where and when required.
    • Maintain effective communication with Brokers to ensure all benefit claims and applications are processed and followed up on monthly.

    Duties and Responsibilities    
    Financial Management

    • Perform reviews of submissions to the Finance department before payments are effected, relating to the organizations investment/grants to ensure funds that are disbursed by TIA comply with all its internal policies and procedures, in line with the approved project plan and budget, as well as in adherence to relevant laws and regulations.
    • Perform reviews submissions to the Finance department before payments are effected, relating to TIA’s suppliers, independent consultants and other providers performing work on behalf of the organization.
    • Identify compliance risks and develop and implement risk mitigation strategies to ensure payments adhere to internal policies.

    Stakeholder Perspective 

    • Collaborate with relevant stakeholders during the compliance review process, in order to support the organization to implement measures to manage risks and meet organizational targets.
    • Assist   in ensuring that key outcomes from TIA reviews findings are discussed with TIA management wherever appropriate.
    • Work with different departments to ensure compliance measures are in place.
    • Work with business units to ensure that compliance-related mitigations are implemented, track progress on corrective actions, and provide support where necessary to strengthen compliance controls.

    Internal Business Process 

    • Perform compliance reviews of contracts, such as funding agreements, service level of agreements, memorandum of agreements, etc., as well as Board and other committee packs to ensure adherence to internal policies and procedures, and alignment with TIA’s adopted governance and risk management principles and complies with external regulatory requirements.
    • Perform compliance reviews in accordance with the best practices and compile review reports that assist in decision-making, as well as investigate compliance issues and recommend corrective actions.

    Financial Management

    • Provide Inputs to the Business Unit annual budget.

    Network Infrastructure Specialist

    • Maintain external relationships with service providers and suppliers, and external consultants on specific projects in order to ensure outsourced network Infrastructure service meet the required service standards.

     Financial Perspective

    • Provide input to the IT Operations budget with a focus on Network and Infrastructure requirements of the Monitor and track performance against the approved budget and address any anomalies with regards to Network Infrastructure budget.
    • Verify and collate invoices for the service providers used by IT for Network Infrastructure establishment and maintenance.
    • Coordinate Network Infrastructure requirements across the organisation for budget purposes.
    • Manage all ICT Infrastructure Assets in conjunction with Finance.

    Legal Advisor: Intellectual Property

    Job Purpose

    • To provide legal services, including intellectual property (IP) support and advice to all TIA Business Units in respect of TIA projects/programs.

    Minimum Requirements    

    • Bachelor degree in Engineering (Chemical) or Bachelor degree in Science .
    • A Law degree
    • Admission as an Attorney or Advocate
    • At least four (4) years’ post admission experience.
    • Two (2) years’ experience in an intellectual property environment and/or prior exposure to the technology innovation environment.
    • Experience in Local and International Intellectual Property trends in relevant industries.
    • Litigation experience.
    • Laws, legislation and compliance requirements for the various operational aspects of TIA.
    • Sound Knowledge of the Public Finance Management Act, 1999 (Act No. 1 of 1999).

    Duties and Responsibilities    
    Financial Perspective

    • Contribute towards saving for TIA by limiting operational costs, also complying with the National Treasure Cost Containment Measures (NTCM).

    Stakeholder Management

    • Participate in establishing cooperative customer relationships with stakeholders internally and externally.
    • Provide quality services that meets corporate programme and project needs of TIA.
    • Represent the Head: Legal Services on various committees, as may be required.

    Internal Processes

    • Perform Intellectual Property (IP) due diligence on TIA’s projects and programs and issue report on outcomes.
    • Draft and/or review contracts for TIA operations, TIA projects and TIA programs, also focusing IP clauses.
    • Draft legal opinions.
    • Provide input in the formulation of legal policies, guidelines, frameworks and business processes.
    • Provide input in the review Standard Operating Procedures (SOPs) of the Legal Services BU.
    • Capture all legal information relating to TIA operations on the applicable systems.
    • Produce workflow management status reports, as and when required.
    • Assist with quality assurance of work produced by the Legal Advisors.
    • Identify and report on potential legal risks.
    • Identify and implement development opportunities to ensure continuous improvement of work effectiveness and efficiency.
    • Identify root causes of delays in the processes and implement measures to address the delays.
    • Provide support and assistance to other Legal Advisors to achieve their milestones.

    Governance and Compliance

    • Participate in the internal and external audit exercise and resolution of all audit matters in the Business Unit.
    • Ensure compliance with all TIA’s policies, frameworks, guidelines and systems (performance management, HR, finance, Stakeholder information, fund management, reporting, etc).
    • Proactively identify and address internal and external risks to protect the organisation.

    Learning and Growth

    • Mentor other Legal Advisors to transfer knowledge and skill.
    • Attend work-related, self-development courses including training (both external and internal) seminars, conferences, webinars and workshops.
